Palmer, Library Director0B VIA: FROM: SUBJECT: Restructuring of Parks and Recreation Department With the resignation of Parks and Recreation Director Jess Valenzuela, the City has a unique opportunity to review its organizational structure, with the goal of making good public/community services even better. It is also an opportunity to look creatively at cost savings, staffutiIization and program implementation. Thankfully, the City does not have to recreate the whee~ many cities and counties have made similar moves in the last few years with much success. Under this proposal: * Parks maintenance and operation will become a unit of Public Works/Operations. This will logically combine the full range of City maintenance programs into one department, providing for better coordination and less bureaucracy. Many cities and counties already are organized in this manner, including Modesto and the County of San Diego. * Landscape ArchitecturelPark Design and Development will be combined with the Planning Department where these issues can be coordinated within the full context of planning for development and construction of new and future parks and recreation facilities. Again this integrates like functions into one department. * Recreation services will become a separate division of a new Library and Recreation Department. Although the Recreation and Library Divisions will be managed as independent units of the same department, they will work towards better integration of services to the public. This will result in less duplication of services, better coordination of programs, and improved uti1ization of staff in both divisions. The reorganization will also ensure that library facilities are effectively utilized in the delivery of recreational services. For example many programs can be held at the branch libraries and picnic shelter reservations will (eventually) be made at public library service desks. These services will enhance community access to recreation. San Leandro and Newport Beach are two California cities which have combined recreation and libraries under one umbrella. Budget Supplemental Memo Page 2 The three resulting departments and their .various functions will continue to work closely together, as they have in the past, using in-house staff coordination committees for both short and long range planning efforts. These include, but are not limited to, the Parks Master Plan; GreenbeltlTrails Master Plan; Otay Valley Regional Park; as well as the development and construction of parks and recreation facilities in master planned communities and other development/improvement projects. Good cooperation and effective communication techniques are already in place for this work to be accomplished in a collaborative nature whether desks are side by side, across the hall, or in the next building. ATTACHMENT A-I graphically shows the organization of each of the three departments. ADVOCACY Without a single Parks and Recreation Director, who will take the responsibility of advocating for appropriate, well designed parks; for excellent recreation facilities and programs for young people; for quality senior programs, and for other important issues? Under the planned reorganization, this advocacy role will now be the responsibility of the three department heads and their respective staffs. By working closely together, staff will ensure that three heads are indeed better than one. Of course, staffwill continue to be advised by the Parks and Recreation Commission and other boards and commissions as appropriate. Finally, we can fully expect that the public will continue to make their needs and wants known regarding ball fields, the Senior Strategic Plan, after school programs, aquatics, park maintenance, park location and design, and the numerous other issues facing the City. The City and the various departments will find ways to ensure that their voices are heard loud and clear. THE MUNICIPAL CODE/THE CITY CHARTER A City Ordinance did establish a Parks and Recreation Department which combined the services and facilities ofa park department and a department of recreation . The City Attorney has prepared a new ordinance abolishing that department and redistributing its functions per this plan (ATTACHMENT A-2). The ordinance, which will have its first reading at the June 16th council meeting, also creates a Library and Recreation Department. Sections 611 and 612 of the City Charter outline the creation of the Parks and Recreation Commission and its duties and powers (ATTACHMENT B). There will be no change. The Charter also established the Library Board of Trustees and outlines their duties and responsibilities (ATTACHMENT C). Again there will be no change. Budget Supplemental Memo Page 3 THE PROPOSED BUDGET The proposed FY 1998-99 Parks, Recreation and Open Space Department budget was originally requested to be $5,644,290 (not including the salary and benefits for the Director of Parks and Recreation). This figure is an increase of$16,574 over last year's approved budget. As part of the reorganization plan, staff has taken this proposed $5,644,290 and redistributed it between the LibrarylRecreation ($2,596,855), Planning/Landscape Architect and Park Development ($160,721) and Public Works/OperationslParks and Open Space ($2,886,714) Departments. The total transfer is $5,644,290, which is exactly the same amount of money originally proposed for a single Parks, Recreation and Open Space Budget. The original Parks, Recreation and Open Space budget proposed a staff of 118.91 FTE. These positions are redistributed to LibrarylRecreation (74.1 FTE), Planning/Landscape Architect and Park Development (3.0 FTE), and Public Works/OperationslParks and Open Space (41.81 FTE) Departments. The total transfer is 118.91 positions, which is exactly the same FTE count originally proposed for a single Parks, Recreation and Open Space Budget. Reorganization Plan - Parks, Recreation and Open Space Depar..ment Chairman Palma turned the meeting over to David Palmer to discuss this issue. Mr. Palmer explained that the Commissioners were asked to call a special meeting to advise Council of their opinions on the reorganization. The Council workshop on June 18 will review the reorganization as well as other issues. .' Director Palmer reviewed some changes that had been made to the Parks and Recreation reorganization report received by the Commissioners. The budget has been divided between the three divisions without a single dollar being lost, The Parks and Recreation Director's salary has been identified as a savings and will be used in balancing the City budget. No Parks and Recreation staff members will lose their jobs, although they have been reallocated to other Departments. Also, the Parkway Pool will remain open three months longer this summer and staff for the Otay Recreation Center will be hired three months before the facility opens to help plan programs and the grand opening. ( Further, the Parks and Recreation Commissions' duties to advise the City Council regarding Parks and Recreation matters, remain the same. I Reorganization of the Parks and Recreation Division Trustees reviewed the reorganization report at their May 27, 1998 meeting. Director Palmer reported that combining the Library and Recreation departments under one Director will allow both sides to streamline staff sent to various meetings and allow additional services to be offered by both divisions. Trustee Viesca asked if any options had been discussed if this merger did not work. Director Palmer replied that no steps had been taken that could not be reversed. He stated that he is committed to see that this merger works and that both the Library and the Recreation Divisions are wen represented. Trustees were concerned about whether the Library would have to compete with Recreation for funds at budget time. Director Palmer reported that many recreation programs are paid for by users and the Department is moving toward full-cost recovery, whereas the Library is protected by State law and cannot charge for services. There may be competition for funds, but the divisions are funded from different locations. Trustee Viesca made a motion in support of the reorganization of the Parks, Recreation and Open Space Departments. Discussion fonowed. Library Board of Trustees - 2- June 9. 1998 ..... Assistant Chair .AJexander voiced concerns that when Director Palmer moves on, his replacement may not be requir.ed to have an accredited ALA degree. (Chair Clover arrived at 4:52 pm) Trustee Charett stated that the reorganization should be reviewed on an regular basis to make sure that Library needs are protected. The motion was amended as follows: MSUC (Viesca/Clover) that the Library Board supports the reorganization of the Parks, Recreation and Open Space Departments. The Library Board also supports that the Director of the LibrarylRecrearion Department be required to have an ALA accredited degree. Trustees further reserve the right to review the progress of the reorganization on an annual basis and report their findings to the City Council. II. Library Facilities Master Plan \.- Director Palmer reported that the Trustee's concerns were reviewed with the Library Master Plan consultant. The Library Board recommended that a .6 square foot requirement be adopted for new libraries at their last meeting. The Library Consultant feels that the City could not afford to build or maintain h'braries at this level. She recommended changing the level for all new construction east ofI-80S to a.5 square foot factor. This factor would provide two 30,000 to 32,000 square foot h'braries east of I-80S. In addition, the two new facilities would increase the city-wide factor to just under .6 square feet.
