RECOMMENDATION: That Counci 1 adopt resol uti on amendi ng the agreement wi th the County of San Diego for the use of prison work crews for $260 a day. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The San Diego County Probation Department administers and operates work camps in eastern San Di ego County. Work crews of 15 to 18 low securi ty inmates, closely supervised by an Assistant Deputy Probation Officer, are available to government enti ti es to perform 1 abor i ntensi ve mai ntenance projects such as weed abatement, culvert cleaning, litter control, park maintenance, and brush clearance. Council approved an agreement, Resolution 12872, on January 13,1987, to contract work crews with the San Diego County Probation Department for a daily fee of $200 to cover administrative cost. Operating costs for this program have gradually escalated. On September 15, 1987, the County Board of Supervisors voted to increase the work crew cost from $200 to $260. In the FY 1986-87 budget, the City employed l5-man crews for several work projects in the City. It is recommended that Council amend the agreement. This will enable the City to continue to use work crews on maintenance projects in FY 87-88. FISCAL IMPACT: Budgeted funds are available to reimburse the $260 daily rate to the County.
