HomeMy WebLinkAboutRDA Reso 2007-1982 RDA RESOLUTION NO. 2007-1982 RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA AUTHORIZING THE EXECUTIVE DIRECTOR TO NEGOTIATE THE ACQUISITION OF INTEREST IN REAL PROPERTY LOCATED AT 4555 MAIN STREET AND ENTER INTO AN AGREEMENT SUBJECT TO THE BOARDS APPROVAL TO ALLOW FOR THE DEVELOPMENT OF A DIRECTIONAL SIGN FOR THE CHULA VISTA AUTO PARK WHEREAS, Sunroad CV Auto, Inc., and the Redevelopment Agency of the City of Chula Vista entered into an Owner Participation Agreement for the development of the Chula Vista Toyota auto dealership; and WHEREAS, the Owner Participation Agreement states that the Redevelopment Agency will diligently pursue the facilitation of the construction of an auto park directional sign (Proposed Project) for the benefit of the entire auto park; and WHEREAS, the Executive Director seeks to enter into negotiations with the owner of property located at 4555 Main Street to acquire interest in said property to locate the Chula Vista Auto Park directional sign; and WHEREAS, the Proposed Project is located within the Otay Valley Redevelopment Project Area; and WHEREAS, in order to allow for the Agency to comply with the terms of the Owner Participation Agreement, Agency staff desires authority to take all necessary steps to acquire interest in the property located at 4555 Main Street to allow for the development of the Chula Vista Auto Park directional sign; and WHEREAS, The Environmental Review Coordinator has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because at this time the action only involves authorizing staff to negotiate the purchase of property; therefore, pursuant to Section 15060 (c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Although environmental review is not necessary at this time, once a project has been specifically defined, environmental review will be required and a CEQA determination completed prior to commencing any construction activities on the subject property. NOW, THEREFORE, BE IT RESOLVED that the Redevelopment Agency of the City of Chula Vista does hereby find, order, determine and resolve that Agency staff is authorized to take all necessary steps in order to facilitate the development of a directional sign for the Chula Vista Auto Park and that the Executive Director of the Agency, or his designee, is authorized to negotiate the acquisition of interest in real property located at 4555 Main Street and enter into an agreement subject to the Agency's approval to allow for the development of a directional sign for the Chula Vista Auto Park.
