Goss, City Manager~ t' Stephanie Snyder, Principal Management Assistark ' J'" V,""""', Di""" ,f P"k, '"' R"""i:"~ ' City Counc i 1 Tour and Jo i nt Meet i ng with the Park s and Recreation Commission-- Saturday, June 5, 1993 TO VIA FRor,1 Per Council's direction, Saturday, June 5, 1993 has been scheduled as the annual CIP tour, as well as a joint meeting with the Parks and Recreation Commission. This information report is provided as a tentative plan for structuring the meeting and tour. It was prepared with preliminary input from the Commission and will be discussed further at the Commission's meeting on May 20, 1993. It is requested by the Commission that the joint meeting begin with a one hour discussion at City Hall. Issues for discussion include youth services, joint use of facilities, mitigation of park deficiencies and the Otay Valley Regional Park. The tour would commence following the discussion. The joint meeting and tour is estimated to take about two and a half hours. Please provide comments on the suggested schedule and the following recommended site visits as soon as possible. Goss, City Manager Jess Valenzuela, Director of Parks and RecreatioK- SUBJECT: City Council Tour and Joint Meeting with the Parks and Recreation Commission, Saturday, June 5, 1993 As a result of the Park and Recreation Commission meeting held on May 20, 1993, there has been a slight change in the Park sites to be visited. It was the Commission's opinion that the Otay Valiey Regional Park area should not be visited because there has not been a specific parksite identified for review. In addition, the Commission wanted to address the following issues at the joint workshop: YOUTH DEVELOPMENT o Responding to the needs of junior and senior high school youth in the City. o Expansion of programming for youth in geographically balanced areas such as Otay, the eastern Chula Vista area, Hilltop area, Castle Park and central Chula Vista. o Development of nontraditional youth development programs for at risk youth. o Support ongoing partnerships and collaborative programming with various community-based organizations. o Views on the Department as lead youth agency in the City. o Help in opening new school sites for joint use. CUl ruRAL DIVERSITY o Recruit and compensate part-time staff which posses bilingual skills. o Development of more programs and informational materials that respond to the rich cultural diversity of the community. o Development of senior programs that respond to the changing ethnlcities in the City. REVENUE GENERATION o Continue to assess the feasibility of undertaking a revenue generation plan. o The establishment of a foundation, non-profit organization entitled the Friends of the Parks. PARK MAINTENANCE o Maintenance and Operating Funds to properly maintain youth league ballfields Le., bleachers, fencing, irrigation systems, turf. Funds need to be budgeted on an annual basis to address shortcomings. o Water budget reductions. Assessment of existing parks that have very little utilitary value. o Athletic fields are inadequate to meet existing needs in the community, and therefore, are overused and rapidly deteriorating. Do we build additional facilities or limit and control usage? o Parks user fee for large parks such as Rohr and Eucalyptus, that are used heavily by non-residents. Possible solution is to charge a fee for parking. o Ongoing vandalism to lighted sport facilities Le., tennis courts and basketball courts. Is the City better off providing free lights, or continuing to fix and rebuild vandalized coin-meter mechanisms? ADDITIONAL SIGNIFICANT PARK AND RECREATION ISSUES o Development of Parks and Recreation facilities in underserved areas. o Decentralize senior citizen programs in the City, ie., additional programs in eastern areas of the City. o The Department as a community services agency as opposed to only Parks and Recreation. . infojt.mtg
