REVIEW OF PROGRESS ON DESIGN OF Salmi CHULA VISTA IJBRARY - John Mattox of LPA, Inc., and Ricardo Legorreta will present a proposed color palette for the building and the Council will see a model with these exterior colors. Since color is a principal design element in all of Legorreta's work, this will provide the Council with an opportunity for input concerning the color pallet at this critical design stage. 3. COUNIY WATER AUTIiORITY PRESENTATION REGARDING WATER STORAGE CAPACITY - Presentation by Patricia Tennyson, Director of Public Affairs and Richard Pyle, Senior Civil Engineer with the County Water Authority, regarding additional emergency water storage in the County of San Diego in the event of a cut off from the imported water supply (which represents approximately 90% of the water used in the County) and preparation of the Environmental Impact Report (EIR) for the Emergency Storage Project. Notice is hereby given that the City Clerk of the City of Chula Vista has called and will convene a special worksession/meeting of the City Council on Thursday, January 28, 1993 at 4:00 p.m. in the Council Conference Room, Administration Building, 276 Fourth Avenue, Chula Vista, CA CITY COUNCIL MEETING/WORK SESSION MEETING DATE JANUARY 28, 1993 ITEM TITLE: Review of Progress on Design of South Chula vista Library Acting Library Director~ city Manager; SUBMITTED BY: REVIEWED BY: The Architectural firm of LPA, Inc., in collaboration with Ricardo Legorreta, continues to refine the design of the new South Chula vista Library. City Council previously reviewed the preliminary design at a September 10, 1992 Special Joint Meeting of the City council/Library Board of Trustees (ATTACHMENT A). At the city council Session of December 8, 1992, a revision of those prel iminary plans, incorporating comments from both the city's Planning Department and the California State Library, were presented. The revision included the realignment of the entrance from the south side of the building to the east side. This was the design that has been sent to the California State Library for their approval as part of the Schematic Design Submittal. The Library expects to receive approval of the Schematic Design from the State Library within the next few weeks. At the Council Meeting/Work Session on January 28, 1993, John Mattox of LPA, Inc. and Ricardo Legorreta will present a proposed color palette for the building and the council will see a model with these exterior colors. Since color is a principal design element in all of Legorreta' s work, this will provide the City Council with an opportunity for input concerning the color palette at this critical design stage. The Library Board of Trustees will have a similar opportunity for input at their regularly scheduled meeting on January 27, 1993. During previous presentations to City Council, members have raised a number of questions, including the feasibility of planning for a second floor expansion. In response to that question, the Library requested LPA to explore the associated costs and ramifications. Their response (ATTACHMENT B) indicates that; "anticipating a second floor addition will require oversizing initial infrastructure for the following future considerations: seismic reinforcing, Structural support for the second story, Elevator/stair requirements, Mechanical/plumbing systems requirements, Re-evaluation of roof design." LPA estimates that such a redesign would increase the construction costs upwards to $650,000, excluding engineering and design fees. In his letter Mr. Mattox further points out that there is adequate room on the site for single floor expansion and that any change in the scope of the project would require State Library approval, resulting in MEETING DATE JANUARY 28, 1992 PAGE 2 further delays. Finally, although the contract with the California state Library requires the City to plan for a 10,000 square foot future expansion, staff does not anticipate the need for any additional space at this location based upon the current size of the building, projected population growth, and proposed library facilities elsewhere in the City. In light of these factors, staff recommends against pursing this option. staff does not anticipate a need for additional space at this location. other issues raised included the problems associated with flat roofs and questions about a bus turn-out. The architects have indicated that besides the barrel roof over the Children's Room and the pyramid roof structure over the stack areas, even the remaining portions will technically not be flat, but will have a 4% grade to insure adequate drainage. The bus turn-out issue has not yet been resolved. FOllowing the city Council Meeting/Work Session, the model/color palette presentation will be repeated at a Town Meeting at the otay Community Center to solicit comments and general community input. The Town Meeting, which will be held at the otay Community Center, will begin at 7:00 PM on the evening of January 28, 1993. Based upon the input received at the council Meeting/Work Session, the Library Board of Trustees meeting and the Town Meeting, LPA and Legorreta will prepare a formal submittal for the city's Conditional Use Permit and Design Review process. It is anticipated that formal presentations will be made to the Montgomery Planning Commission in mid-February and to the Design Review committee and Planning commission in late March. It is also anticipated that Design Development will be formally submitted to the California State Library for their approval by early March. If these dates are met, we will continue to be on track towards the August 30, 1993 start of construction (award of bid) deadline. ATTACHMENT B December 22,1992 Ms. Rosemary Lane Chula Vista Public Library 365 F Street Chula Vista, California 92010 RE: South Chula Vista Library LPA Project No. 92034.10 Dear Rosemary: At your request, LPA has evaluated the project impacts that may be likely should the City decide to design the proposed South Chula Vista Library facility so that it would be able to accommodate a possible second floor addition at some point in the future. There are two important considerations that would need to be assessed quickly before a final decision is made: 1. The original Grant application, approved April 23, 1991, described a single-story facility; therefore, designing for a second story addition most likely would require a re-application to the State for Grant funding. The original Grant application contains a construction cost estimate that reflects costs for a single-story structure. Anticipating a second floor addition will require oversizing initial infrastructure for the following future considerations. 2. . Seismic reinforcing . Structural support for the second story . Elevator/stair requirements . Mechanical/plumbing systems requirements Re-evaluation of roof design Our experience would indicate that there could be a 10% to 15% construction cost premium for all necessary upgrades to this infrastructure. This would equate to costs upwards to $650,000.00 excluding engineering and design fees. One of the significant benefits of this site is the ample ground level site area available for future expansion of this facility. There is also the likelihood that the State Librarian would require that the design of this future addition be included in the present design submittals in order to assure that the Building Program requirements will continue to be met in the future, further delaying the design process. The City should seriously consider the future need for a second story option carefully before recommending revisions to the Grant application. Please call me if you should have further questions.
