HomeMy WebLinkAbout1992/09/15 Item 15 ~;-:)..... is 10 ~ ,~\.""(.("'--l ", August 27, 1992 The Honorable Jerry Rindone Councilman, City of Chula Vista 276 4th Avenue Chula Vista, CA 91910 Dear Councilman Rindone, I would like to take a moment of your time and bring to your attention what I believe to be an oversight by the City Council and the Planning Department. Several years ago the City Council directed the Planning Department to develop a system to control the structure coverage of Cily residential lots. I believe that at the time there was a public uproar caused by the gross over building of a three story home on one panicular lot in Chula Vista that was surrounded by one story homes. As a resuk the Planning Depanment devised a method that may be more restrictive than the original intent of the City Council. The Planning Depanment developed what is called a FAR. (Floor Area Ratio). Telephone checking has revealed to me that Imperial Beach, EI Cajon, National City, and the County rely on set back requirements only as their main form of control. San Diego City does use a FAR. at a rate of 60%. Coronado uses a rate of 75%, not including patios and garages, which is greater than Chula Vista's by a rate of two to one. It seems that the main cause of coocem is with the smaller lots of 9000 sq. ft. and less, and also by counting the second story, covered patios arn;t covered entrances at 100% instead of a lower rate of 40% or 50%. Many new homes being built today are built to the maximum allowable size and can sell in the hundreds of thousands of dollars. Many of these home owners are in for a surprise when they find out that they can't even install a legal patio cover much less a needed bedroom. Using a figure of 20 room addilions a year at an average cost of $25,000.00 each and 30 patio covers at an average cost of $3000.00 with a total cost of close to $600,000.00 wonh of construction work being denied because of the FAR. The City of Chula VISta is losing income from lost permit fees, sales taxes not collected, real estate taxes not increased, city employees not needed (including building and planning depanment employees). An employment statistician may figure 10 to 20 workers unemJ;Hoyed in the government and construction related industries. This maner is imponantto all home owners of Chula Vista not only for obvious economical and hardship reasons that iI contributes too, but perf1aps even more Impottantly, the addition of unnecessary restrictions that are making our beautiful Chula Vista less attractive to live In, even to the point that people are indeed leaving the area disillusioned. t am enclosing a typical plot plan of a home that cannot be added onto only because of the restrictions of the FAR. Please notice the large rear yard that in any other jurisdiction could be buill to the set back line. Many home owners cannot prope~y maintain a yard that large.
