RESOLUTION NO. 10847
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA URGING LEGISLATIVE ACTION TO REDUCE THE PRESENT
HIGH INCIDENCE OF MAJOR TRAFFIC ACCIDENTS INVOLVING
TRUCKS ON LOCAL HIGHWAYS
The City Council of the City of Chula Vista does hereby
resolve as follows:
IVHEREAS, the City of Chula vista is aware of the high
incidence of major truck accidents involving trucks on local
highways and has received numerous complaints concerning the
hazardous driving practices of truckers, and
IVREREAS, such vehicles comprise only 2.29% of the total
registered motor vehicles in the State of California, but were
involved in 9.9% of the fatal and 4.6% of the injury accidents
during 1980, and
WHEREAS, in a substantial number of such accidents, truck
drivers were found to be at fault and in 90% of those cases,
driver error was the cause especially due to excessive speed and
other negligent and improper driving techniques, and
IVREREAS, it is obvious that accidents involving such large
vehicles have a greater impact upon normal size vehicles, and
IVREREAS, it is imperative that the Legislature increase
appropriations for enforcement by the California Highway Patrol
and develop programs designed to increase the training and skill
necessary to operate commercial vehicles.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that:
Section 1. The City Council supports and urges the
continuation of current enforcement efforts by the California
Highway Patrol such as "commercial corridor" programs and
"critical items inspection".
Section 2. The City Council supports and urges the
continuation of the self-policing efforts of the California
Trucking Association such as the Highway Safety Hotline, and
educational awareness programs for their members.
Section 3. The City Council supports the federal Depart-
ment of Transportation regulations aimed at alleviating the
current situation especially the numeric code system established
for identifying hazardous substances and establishing action plans
in the event of spillage.
Section 4. The City Council supports measures passed by
the State Legislature increasing the scope and responsibility of
the California Highway Patrol and granting them additional
enforcement powers and further urges the Legislature to speedily
adopt a Professional Driver's Code increasing training and skills
necessary to operate commercial vehicles and to increase penalties
for convictions involving such vehicles.
BE IT FURTHER RESOLVED that the City Clerk is hereby
directed to forward a certified copy of this resolution to
Governor Jerry Brown, Chairs of the Assembly and Senate Committee
on Transportation, the California Highway Patrol and the Cali-
fornia Trucking Association, Assemblyman Deddeh and Senator Mills.
