RESOLUTION NO.
10794
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA REQUESTING THE COUNTY OF SAN DIEGO TO RELINQUISH
THEIR RIGHTS IN ALL COUNTY BUILDINGS LOCATED IN THE CITY
OF CHULA VISTA CIVIC CENTER, AND TO DEED THE FORMER SOUTH
BAY COURT BUILDING AND THE COUNTY HEALTH DEPARTMENT
BUILDING TO THE CITY OF CHULA VISTA, AND DECLARING INTENT
OF THE CITY OF CHULA VISTA TO USE THE COURT BUILDING AS
LEGISLATIVE FIELD OFFICES AND TO PERMIT THE CONTINUED USE
OF THE HEALTH DEPARTMENT BUILDING BY THE COUNTY
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the municipal courts and auxiliary functions
have now transferred their operation as of March 1, 1982 to the
new County Regional Center in the City of Chula Vista leaving the
former South Bay Court building vacant, and
WHEREAS, the staff of the City of Chula Vista believes
that County staff contemplates a substitution of some other County
operation in that facility, and
WHEREAS, the City of Chula Vista feels strongly that the
joint efforts of the City and the County in the creation of a new
Regional Center was predicated to a great extent upon the idea
that County operations in the Civic Center area would be strictly
limited and transferred to the new Center, and
WHEREAS, in addition to its dedication to the creation of
a South County Regional Center, the City of Chula Vista was also
significantly instrumental in the creation of a separate South Bay
Judicial District which serves all of the communities of this
area, and
WHEREAS, the joint effort of the City and the County in
creating the new Regional Center, including a substantial contri-
bution by the City of Chula Vista both as to the financial
arrangement for its construction as well as the vigorous program
for initial land acquisition and the use of the City'S Redevelop-
ment Agency as a vehicle for acquisition, would now be furthered
by the County's transfer of the building of the former courthouse
as well as the building housing the County Health Department to
the City of Chula Vista so that the City's Civic Center complex
may be more fully controlled and directed by the City, and
WHEREAS, it is the intent of the City to make the
courthouse space available as a location for the legislative field
offices for our federal and state legislators which use would be
highly compatible with the City's Civic Center operation as well
as being greatly desired by said legislators, and
WHEREAS, the building presently being used by the County
Health operation would be intended to continue at a nominal rental
until such time as an alternate location might be found.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby request the Board of Super-
visors to transfer the former South Bay Court building and Health
Center to the City of Chula Vista and does hereby authorize and
direct Mayor Gregory R. Cox to present to the Board of Supervisors
a detailed presentation of reasons for such action.
BE IT FURTHER RESOLVED that the City Council does hereby
declare its intent to utilize said space as legislative field
offices for federal and state officials.
