RESOLUTION NO. 10788
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA URGING AUDIT OF SAN DIEGO GAS & ELECTRIC COMPANY
TO SECURE A BASIS FOR STABILITY IN UTILITY RATES
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City Council of the City of Chula vista has
heretofore considered on February 2 and February 25, 1982 the
submission of recommendations to the California State Legislature
in regard to the problems of the overwhelming adverse impact of
constantly increasing rates charged by the San Diego Gas &
Electric Company, and
WHEREAS, the City Council, after weighing requests for
the support of such items as a total management audit of the San
Diego Gas & Electric Company and the investigation of ratemaking
procedures by the Public Utilities Commission relative to the San
Diego Gas & Electric Company, has determined that the public
interest in terms of both the protection of individual rate payers
and the improvement of commercial and industrial development so
clearly dependent upon the rate structure for public utilities,
would best be served by encouraging the Legislature to take strong
affirmative action in certain specified areas, and
WHEREAS, the City Council in supporting a program of
audit and investigation does so with the intent of securing a
reasonable and rational outcome uninfluenced by all of the shared
frustrations and antagonisms of all parties on all sides of this
issue.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby recommend to the California
State Legislature:
1. That the Legislature proceed with its audit of the San
Diego Gas & Electric Company to identify problem areas
and to make recommendations to the Public Utilities
Commission which would result in the necessary relief
to rate payers and the assumption of any management
economic deficiencies by stockholders of the San Diego
Gas & Electric Company.
2. To carry out a full investigation of the Public
Utilities Commission concepts of monopoly rate
regulations in the State of California as it primarily
relates to the San Diego Gas & Electric Company and to
determine if alternatives to such a regulatory process
as presently existing in the State of California would
provide a greater service to the public interest and
specifically study the relationship and interface
between the Public Utilities Commission and the San
Diego Gas & Electric Company.
3. To investigate statewide policies of the State Energy
Commission with regard to the various alternate forms
of energy required to produce electricity by the
various utility companies to insure that such policies
do not impose an undue burden ultimately reflected in
higher rates to consumers in the State of California.

4. That the Legislature use whatever powers available to
specifically caution, direct or otherwise influence
the Public Utilities Commission to avoid any future
authorization of rate increases by the San Diego Gas &
Electric Company in the absence of a clear under-
standing of problems related to the above inquiries.
BE IT FURTHER RESOLVED that the City Clerk of the City of
Chula Vista is hereby authorized and directed to forward a
certified copy of this resolution to all members of the San Diego
County Legislative Delegation.
