RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA AMENDING CIVIL SERVICE RULE 1.04.1 - VETERANS'
PREFERENCE
The City Council of the City of Chula vista does hereby
resolve as follows:
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby adopt the amendment of Civil
Service Rule 1.04.1 relating to veterans' preference as shown in
Exhibit "A", attached hereto and incorporated herein by reference
as if set forth in full.

I. VETERAN'S PREFERENCE
In every original examination, the Civil Service Commission shall tA

the maximum rating prescribed for such examination to any applicant,
male or female, who has been engaged in the military or naval service
of the United States, including services in any uniformed auxiliary,-af,

honorably discharged or retired from such service within five yeaPs of
application for the examination.
Such 5% credit in original examinations shall also be given to the w4fe
spouse of any person who has been engaged in such service and has ser-
vice-connected disability of 100~ ta-s~eR-aA-e*teAt-a5-ta-~~eveAt-tRem
f~am-eA~a~4A~-tA-aAy-~em~Ae~at4ve-a€€~~attaA and also to the wt8aW unremarried
spouse of any person who Ras-seeR died while engaged in such service.

for this credit will be for life.
An additional ftve-~e~eeAt-t5%1,-a~-a-tatal-af-teR-~e~€eRt-tl8%1 credit
shall be given in any such original examination to any applicant, male
or female, who has been engaged in such service and has been honorably
discharged or retired therefrom if such applicant has service-connected
disability which has been duly established pursuant to Federal law.
This credit will be awarded on the basis of ~% credit for each 10% of
disability if the disability is at least 30%. Eligibility for the base
5% and any disability credit will be for life.
Provided further, that any applicant seeking the benefits of this section
shall first attain a passing grade in such examination in order to receive
any such credits. Any applicant seeking the benefits of this section must
submit proof of his or her eligibility at the time of application or at a
later date if the Director of Personnel shall find that the promulgation
of the eligible list will not be delayed as aresuU.

Dear City Council Members:
The American Legion, department of California Veterans Preference Committee
endorses the proposed Veterans Preference rules as amended.
The changes as amended, will still encourage men and women to serve on
behalf of their Country in the armed forces. The few points they will receive
after first making a passing score, may well make a difference in obtaining
employment.
I wish to commend the Civil Service Committee selected by the Council
to investigate Veterans Preference. The committee did hear and discuss with
all those who wished to appear before it, in a very professional manner.
We who still serve the veteran and his family, hope you will so adopt
the amended Veterans Preference rules.

To: Members of The City Council of Chula Vista, CA
Via: Hayor Gregory R. Cox
1. The San Diego County Veterans Employment Committee which
consists of representatives from the following service
organizations: American Legion, Veterans of Foreign Wars,
American War Veterans, Order of The Purple Heart, Disabled
American Veterans, and Fleet Reserve Association, urges The
City Council to approve the granting of Preference Points
to veterans, ex-service personnel, and survi'ving spouses,
as recommended by The Civil Service Commission in its
December meeting, representatives of the above organizations
attended The Civil Service Commission's meetings in November
and December, and were permitted to discuss the issues with
them. The committee realizes that decisions granting extra
points to veterans upon satisfactorily passing a civil service
test is not always looked favorably upon by some, but we feel
this is one way to enhance their opportunities for a success-
ful transition into civilian life.
2. The committee applauds The Civil Service Commission in
its recommendation, and believes that the Council will endorse
it also.
