HomeMy WebLinkAboutReso 1982-10773 Revised 2/9/82 RESOLUTION NO. 10773 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA REAFFIRMING THE CITY'S SUPPORT OF THE 1-5/ STATE 54 FREEWAY AND THE SWEETWATER FLOOD CONTROL PROJECT The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City of Chula Vista on April 6, 1965 strongly endorsed and supported the Sweetwater River Flood Control Program authorized by Act of Congress, Public Law 228, 77th Con- gress, as approved on August 18, 1941, and WHEREAS, the City of Chula Vista, pursuant to said resolution, requested the County of San Diego, California to give those assurances required by the U. S. Army Engineers to provide the local cooperation necessary for the construction of the project, and WHEREAS, the City Council declared it to be a policy and intent of the Council to enter into negotiations prior to actual construction to determine a mutually equitable apportionment of costs to each local agency including the County, to reimburse the County of San Diego for betterments in highways, roads, streets, bridges, utilities and irrigation and drainage facilities for which the state or federal agencies declare the costs beyond their responsibility, and WHEREAS, said project to be constructed in conjunction with State Highway 54 would provide protection against flood damage to property along the 3.2 mile reach of the Sweetwater River downstream from Interstate 805 Freeway to San Diego Bay, all in the cities of National City and Chula Vista, and the County of San Diego, California by levee and channel improvements under consideration for construction by the United States, and WHEREAS, the City of Chula Vista has strongly supported the construction of such joint freeway flood control project since 1964, and WHEREAS, said project is vital to serve the freeway needs of the South Bay area and to relieve the extreme congestion encountered daily on the 1-5 Freeway between Chula Vista and National City and will correct many of the flooding problems which have been frequently inflicted upon the Sweetwater Valley, and WHEREAS, the City has previously agreed to mitigate certain environmental concerns by (a) agreeing to delete the ramps from State Route 54 to Tidelands Avenue and (b) delete the construction of the Tidelands Avenue Bridge across the channel, from this project, and WHEREAS, the City Council on October 2, 1979 conducted a public hearing on the support of the flood control project and by a 4-1 vote accepted the staff report in support of the joint freeway flood control project. -1- NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby reaffim its support of the I-5jState 54 Freeway and the Sweetwater Flood Control Project and rei terates its previously declared policy and intent in regard to said project. BE IT FURTHER RESOLVED that the City Clerk of the City of Chula Vista be, and she is hereby directed to forward a certified copy of this resolution to the Board of Supervisors of San Diego County and to the U.
