RESOLUTION NO. 10706
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING PROPOSED BUDGET AND ACHIEVEMENT REPORT
FOR THE DOWNTOWN IMPROVEMENT DISTRICT
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, Ordinance No. 1885 requires the City Council to
review the budget sUbmitted by and the activities of the Town
Centre Business and Professional Association, and to authorize the
disbursement of funds received through the business license tax
imposed on the parking and business improvement area for the
general promotion of retail trade and other commercial and pro-
fessional businesses, and
WHEREAS, the Town Centre Business and Professional
Association has now submitted the budget and achievement report as
set forth in Exhibits A and B, attached hereto and incorporated
herein by reference as if set forth in full, and
WHEREAS, the Finance Director has recommended that the
Council now approve the proposed 1982 budget and accept the 1981
report of achievements as contained in said exhibits.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby approve the proposed 1982
budget of the Town Centre Business and Professional Association
and accepts the achievement report recommending the desirability
of continuing the Downtown Improvement Area.

This budget has been formally approved by the Board of Directors
of the Town Centre Association, rneetin~ on November 3, 1981, and
the expenditures as proposed conform to the purposes set forth in
Section 7 of Ordinance 1885, adopted by the Council on December 11,
1979.

are printed and distributed to 83Ch of tiLe members of the Town Centre
Association~
Coordinator: Our Coordinator, Gerben !IVan" Putten acts as secretary for
the Association keeping minutes and attending the meetings. He visits
the various places of business, distributing newsletters, flyers, posters
and other materials. He also attends various :~rand openings and "mixers"
in the area.
We subscribe to membership in the California Downtm.,rn Association, and
send Niek Slijk to several mettings each year. These contacts have
proven to be a rich source of promotional ideas and keeps us in touch
with the activities of the other California city promoters.
We spend a considerable amount of our budget on newspaper and radio ad-
vertising; in this \;ay we keep the people of the South Bay area aware of
our presence, and of our activities in the DowntovJn area. The Association
is aware of new shopping areas being developed and sense the need for our
own aJvertisng program.
We sponsored three mOljor promotions this past year: The KSON Country
Festival, (held in conjunction with the Business Salutes Chula Vista
event), a fall radio and ne\;SpOlper promotion held in October, (in con-
junction with the Fiesta de 1a Luna Promotion), Olnd the AnnuOll Starlight
Yule Parade opening the Christmas Season in our area. These events have
drawn many customers into the shopping area (the Country Star Conce.rt in
Nemorial Bowl drew a record crm;d and the Starlight Yule Parade has COlp-
tured the attention of thousands of viewers each Christmas season.

Each Fall the Association adds to an alr"ady impressive display of Christ-
mas decorations to be placed on the streets. These decorations have
drawn favorable comments from many shoppers and visitors that come to our
Downtown area. People are beginning to add the Downtown area to the "must
see" decorations along with the Candy Cane Lane and Nankato-Whitney displays.

The TaWIl Centre Association has begun a series or institutional ads in the Star
News and the Union as well as the Tribune. Due to the \Jidcr circulation of the
Union in this ad we mention the trol1.cv aDd bus transport.ation for easy access
to Downtown.
