HomeMy WebLinkAboutReso 1981-10517 Revised 6/24/81 RESOLUTION NO. 10517 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHUIA VISTA APPROVING THE ADOPTION OF THE FINAL BUDGET OF THE CITY OF CHULA VISTA FOR THE FISCAL YEAR BEGINNING JULY 1, 1981 AND ENDING JUNE 30, 1982 AND ESTABLISHING THE RATE FOR THE UTILITY USERS' TAX BETWEEN JULY 1, 1981 AND DECEMBER 31, 1981, AND THE PROPOSED USE OF $2,149,500 OF THE GENERAL REVENUE SHARING ENTITLEMENTS The City Council of the City of Chula Vista does hereby resolve as follONS: WHEREAS, pursuant to the provisions of the Charter of the City of Chula Vista, Sections 1004 and 1005, the City Council is required to adopt a budget for the fiscal year beginning July I, 1981 and ending June 30, 1982, and WHEREAS, the City Council has prepared and filed with the City Clerk its tentative budget, and WHEREAS, due notice has been given by the City Cle:rk, as required by law, that said tentative budget is on file and open to anyone interested, and WHEREAS, a hearing has been held on said tentative budget as required by law, and WHEREAS, Section 3.44.150 of the Chula Vista Municipal Code requires that the City Council review the utility users' tax rate at a public hearing at six month intervals, and WHEREAS, said section requires that the City Council make an appropriate adjustment to the tax rate, if necessary, to achieve the purpose and intent of the utility users' tax, and WHEREAS, it has been recomrrended that the existing tax rates be continued as previously recommended in the review of December 9, 1980, for the period from July 1, 1981 to December 31, 1981. NCW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that there is hereby appropriated out of the treasury of the City of Chula Vista for municipal purposes and for use by the various departments, the amounts shown in Exhibit "A", attached hereto and incorporated herein by reference as if set forth fully and all appropriations contained in this resolution are within the legal spending limitations authorized by law. BE IT FURTHER RESOLVED that the appropriations attached are approved as the budget for the 1981-82 fiscal year and that the City Manager and Director of Finance be authorized to transfer appropriations within control accounts, provided no change is made in the total provided for anyone department; provided, however, the City Manager and Director of Finance are authorized to trans- fer from the non-department control account (100-0730-5101) to any employee services account such sums necessary to meet service costs for wages and other fringe benefits that may be provided by the City Council and authorized by the City Manager during the 1981-82 fiscal year. -1- BE IT FURTHER RESOLVED that all proceeds of tax revenues received in excess of the budget estimate are hereby appropriated up to the legal spending limit to the reserve for contingency account of the applicable fund. BE IT FURTHER RESOLVED that all fees and charges received in excess of the budget estimate are hereby appropriated to the reserve for contingency acccunt of the applicable fund. BE IT FURTHER RESOLVED that the Director of Finance may, from time to time, invest temporarily idle funds from anyone fund in legal investments provided by law for charter cities. BE IT FURTHER RESOLVED that all fund transfers contained in the basic budget summary for 1981-82 are hereby authorized for all funds. BE IT FURTHER RESOLVED that the Ci ty Council of the City of Chula Vista does hereby set the utility users' tax rate at $.00250 per kilowatt-hour of electricity, $.00919 per therm of gas and 5% for telephone based upon gross receipts for the period of July 1, 1981 to December 31, 1981. BE IT FURTHER RESOLVED that the proposed use of $2,149,500 of General Revenue Sharing entitlements be, and the same is hereby approved. "'- --~---r-T " J' ,4,4 / ......--..
