RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA AMENDING THE GENERAL PLAN TO REDESIGNATE 43
ACRES LOCATED AT THE NORTHWEST QUADRANT OF BROADWAY
AND OXFORD STREET TO RETAIL COMMERCIAL AND RESEARCH
AND LIMITED INDUSTRIAL
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, EIR-!::l1-4 on this project has been reviewed and
the information considered, and it has been prepared in accordance
with the California Environmental Quality Act of 1970, as amended,
and the California Administrative Code and the Environmental
Review Policy of the City of Chula Vista, and
WHEREAS, the City Council of the City of Chula Vista has
heretofore on June 9, 1981 held a public hearing to consider an
amendment to the General Plan to redesignate 43 acres located at
the northwest quadrant of Broadway and Oxford Street to Retail
Commercial and Research and Limited Industrial, and
WHEREAS, having heard testimony at such public hearing
and received the recommendation of the Planning Commission as
contained in their Resolution No. GPA-Bl-4, the City Council now
desires to make said revision to the General Plan.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista hereby finds that EIR-81-4 has been
prepared in accordance with the California Environmental Quality
Act of 1970, as amended, the California Administrative Code, and
the Environmental Review Policy of the City of Chula Vista, and
hereby certifies that it has considered the information contained
in said Environmental Impact Report as it acts upon said General
Plan Amendment.
BE IT FURTHER RESOLVED that the City Council of the City
of Chula Vista does hereby adopt the General Plan Amendment 81-4
in accordance with Resolution No. GPA-Bl-4 as adopted and
forwarded by the Planning Commission.

RESOLUTION NO. EIR-8l-4
RESOLUTION OF THE CITY PLANNING COMMISSION
CERTIFYING AN ENVIRONMENTAL IMPACT REPORT
WHEREAS, the Price Company requested a General Plan amendment, prezoning
and annexation of 43 acres located between Naples and Oxford Streets, and
Industrial Boulevard and Broadway, and
WHEREAS, the applicant requested eventual development of the property in
accordance with the Central Commercial and Light Industrial zones in the City
of Chula Vista, and
WHEREAS, the Environmental Review Committee, after reviewing proposals for
the preparation of draft and final environmental impact reports for the project,
selected New Horizons Planning Consultants, Inc. to prepare the documents, and
WHEREAS, on March 26, 1981 the Environmental Review Committee of the City
of Chula Vista issued for pUblic review the draft of EIR-81-4 on the Price Company
annexation, general plan amendment and prezoning proposal, and
WHEREAS, legal notice of the availability of the draft environmental impact
report was given through the publication in a newspaper of general circulation on
April 2, 1981 and notice of completion was filed with the Secretary for Resources
of the State of California, and
WHEREAS, a public hearing on the adequacy of the draft environmental impact
report was held on May 13, 1981 before the City Planning Commission.
NOW, THEREFORE, BE IT RESOLVED:
From the facts presented to the Planning Commission, the Commission certifies
that EIR-81-4 for the Price Company annexation and general plan amendment and
prezoning proposal has been prepared in compliance with the California Environ-
mental Quality Act of 1970, as amended, the California Administrative Code and
the environmental review procedures of the City of Chula Vista, and that the
Planning Commission will review the information in the environmental impact report
as it reaches a decision on the project.
PASSED AND APPROVED by the City Planning Commission of Chula Vista, California
this 13th day of May, 1981, by the following vote, to-wit:

CITY COUNCIL AN AMENDMENT TO THE GENERAL PLAN DIAGRAM TO CHANGE
THE DESIf,NATION OF APPROXIMATELY 43 ACRES AT THE NORTHWEST
QUADRANT OF BROADHAY AND OXFORD STREET FROM "THOROUGHFARE COMMER-
CIAL," "MEDIUM DENSITY RESIDENTIAL," AND "PARKS AND PUBLIC OPEN
SPACE" TO "RETAIL COMMERCIAL" AND "RESEARCH AND LIMITED INDUSTRIAL"
WHEREAS, an area of approximately 43 acres located at the northwest quad-
rant of Broadway and Oxford Street is designated on the Chula Vista General Plan
as "Thoroughfare Commercial," "Medium Density Residential," and "Parks and
Public Open Space," and
WHEREAS, the Price Company filed an application to amend the General Plan
to designate the area as "Retail Commercial" and "Research and Limited Industrial,"
and
WHEREAS, the City Planning Commission set the time and place for a public
hearing to consider an amendment to the General Plan to change the designation, and
notice of said hearing, together with its purpose, was given by the pUblication
in a newspaper of genera 1 ci rcu1 ation in the City at 1 east ten days pri or to the
date of said hearing, and
WHEREAS, a hearing was held at said time and place, namely 7:00 p.m.,
May 27, 1981, in the Council Chambers, before the Planning Commission, and said
hearing was thereafter closed, and
WHEREAS, the Planning Commission certified EIR-81-4 on the proposed project
on May 13, 1 981.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. From the facts presented to the Commission, the Commission finds that
public necessity, convenience, general welfare and good planning practice support
an amendment to the General Plan to change the designation of approximately 43
acres located at the northwest quadrant of Broadway and Oxford Street to "Retail
Commercial" and "Research and Limited Industrial."
2. The Planning Commission recommends to the City Council that said amend-
ment to the General Plan be adopted.
3. That this resolution be transmitted to the City Council and a copy be
sent to the applicant.
PASSED AND APPROVED BY THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA,

RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO
THE CITY COUNCIL THE PREZONING OF APPROXP1ATEL Y 43 ACRES AT
THE NORTHWEST QUADRANT OF BROADWAY AND OXFORD STREET TO C-C-P
CENTRAL COMMERCIAL AND I-L-P LI~1ITED INDUSTRIAL (WITH PRECISE
PLAN MODIFYING DISTRICT)
WHEREAS, a duly verified application for prezoning approximately 43 acres
located at the northwest quadrant of Broadway and nxford Street was filed with
the Planning Department by The Price Company on March 11, 1981, and
WHEREAS, said application requested that the property be prezoned C-C and
I-L, and
WHEREAS, the Planning Commission certified the environmental impact report,
EIR-81-4, on the project on May 13, 1981, and
WHEREAS, the Planning Commission set the time and place for a public hearing
on said prezoning application and notice of said hearing, together with its
purpose was given by publication in a newspaper of general circulation in the
city at least ten days prior to the date of said hearing, and
WHEREAS, a hearing was held at the time and place as advertised, namely
7:00 p.m., May 27,1981, in the Council Chambers, 276 Fourth Avenue, before the
Planning Commission and said hearing was thereafter closed.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS :
1. From facts presented to the Planning Commission, the Commission finds
that public necessity, convenience, general welfare and good zoning practice
require the prezoning of the SUbject property to C-C-P and I-L-P as shown on the
attached Exhibit "A".
2. Findings in support of applying the uP" r.1odifying District are as
follows:
a. The subject property abuts residential development to the north
which has primary access points on to Naples Street; there will
be a need to control access points from corrmercia1 development, as
well as provide appropriate landscaping and architectural treat-
ment to provide compatibility between the two areas.
b. Although the entire project is in single ownership at this time.
a variety of buildings and leases or division of the property into
separate parcels is being planned, which will require coordination
of access, site planning, and onsite circulation, to enhance the
public convenience, safety and general welfare.
3. The Planning Commission recommends to t~e City Council that said
prezoning to C-C-P and I-L-P be approved.

4. That this resolution be transmitted to the City Council and a copy
transmitted to the applicant.
