On March 26, 1991, the Director of Pub1 ic Works received sealed bids from
seven (7) qualified electrical contractors for the modification of two traffic
signal s at Second Avenue and "F" Street and Second Avenue and "H" Street in
the City of Chu1a Vista. The lowest bid received was $15,804 from Steiny and
Company, Inc.
RECOMMENDATION: That Council adopt a resolution accepting the bids and
awarding the contract to Steiny and Company, Inc. in the amount of $15,804.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
There are approximately 30 signal i zed intersect ions that do not meet current
Ca1Trans standards. Some of the 30 signalized intersections are on the
highest intersection accident location list and need to be modified to current
standards. All of the sub-standard 8- i nch vehi c1 e i ndi cat ions need to be
replaced with 12-inch vehicle indications. The locations of these vehicle
indications need improvement so they are clearly visible to motorists when
approaching these signalized intersections.
Last year, Council approved Phase I of a five year CIP program to upgrade the
sub-standard signalized intersections and appropriated $20,000 from the
Traffic Signal Fees. Phase I includes funds for only two locations for the
current fiscal year (1990-91).
The benefits derived from the traffic signal modifications should be a much
safer intersect i on for motori sts to travel through. The two intersect ions
se1 ected for the current fi sca 1 year are Second Avenue at "F" Street and
Second Avenue at "H" Street and were selected on a basis of high accident
potent i a 1 and traffi c vol umes. The other 28 signal i zed intersect ions can be
upgraded in the next 4 - 5 years if funding is approved.

The low bid of $15,804 submitted by Steiny and Company, Inc. is below the
engineer's estimate of $16,800 by $996 or 6%. Funds are available from the
Traffic Signal Fund.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ACCEPTING BIDS AND AWARDING
CONTRACT FOR TRAFFIC SIGNAL MODIFICATIONS AT
SECOND AVENUE AND "F" STREET AND SECOND AVENUE
AND "H" STREET IN THE CITY OF CHULA VISTA
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the following seven bids were received and
opened at 2:00 p.m. on the 26th day of March, 1991, in Conference
Room 1 of the Public Services Building of the City of Chula Vista
for traffic signal modifications at Second Avenue and "F" Street
and Second Avenue and "H" Street in the City of Chula Vista:

Southwest Signal, Inc.
Lekos Electric, Inc.
MCR Electrical Contractors, Inc.
Select Electric, Inc.
Knox Electric, Inc.

WHEREAS, it has been recommended that said contract be
awarded to Steiny and Company, who has assured the City that he
is a licensed contractor in the State of California and can
produce an acceptable performance bond.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista has reviewed the specifications for the
construction of said project and does hereby approve same.
BE IT FURTHER RESOLVED that the City Council of the City
of Chula Vista does hereby accept said seven bids, and does
hereby award the contract for said traffic signal modifications
to Steiny and Company, Inc. in the amount of $15,804 to be
completed in accordance with the specifications as approved by
the Director of Public Works of the City of Chula Vista.
BE IT FURTHER RESOLVED that the Mayor of the Ci ty of
Chula Vista be, and he is hereby authorized and directed to
execute said contract for and on behalf of the City of Chula
Vista.
