O\~O RETITLE THE BUDGET OFFICER POSITION IN THE S~G UNCLASSIFIED SERVICE OF THE CITY OF CHULA VISTA WHEREAS, Charter Sections 500(a) and 701(a)(8) authorize the City Council to create new Management level positions in the Unclassified Service by an ordinance adopted by a four-fifths vote; and WHEREAS, it is desirable to create a new Management level position of Revenue Manager; and WHEREAS, on January 22, 1991 by Resolution No. 16021, Council approved placement of the Budget Officer position in the Executive Service and renamed the position (already in the Unclassified Service) but the ordinance placing the position in the Unclassified Service was inadvertently not amended to reflect the title change. NOW, THEREFORE, the City Council of the City of Chula Vista does ordain as follows: SECTION I: Section 2.05.010 Municipal Code is amended to read: of the Chula vista Sec. 2.05.010 Unclassified positions established. In addition to those unclassified positions specifically delineated in Section 500 of the Charter of the city, there are established the unclassified positions entitled deputy city manager, assistant to the city manager, deputy city clerk, assistant fire chief, assistant director of planning, assistant director of finance, assistant director of personnel, city engineer, director of management services, redevelopment coordinator, housing coordinator, transit coordinator, assistant director of community development, deputy director of public works/city engineer, public information coordinator, traffic engineer, deputy director of pUblic works/operations, ~~~ budget ~ttti~t manager, revenue manager, assistant director of management services, and assistant library director. SECTION II: This ordinance shall take effect and be in force on the thirtieth day from and after its adoption. Presented by Candy Boshell, Directo~ ~~ Personnel 8527a ~-I RESOLUTION NO. 1(,/02- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE FISCAL YEAR 1990-91 BUDGET AND RESOLUTIONS 15823 AND 15824 TO CREATE THE POSITION OF REVENUE MANAGER IN THE FINANCE DEPARTMENT, PLACING THE POSITION IN SALARY BAND E-2 OF EXECUTIVE MANAGEMENT AND APPROPRIATING THE NECESSARY FUNDS The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, it is desirable to have a position in the City which will ensure that the City receives appropriate reimbursements for staff services provided to Sewer, Transit, Redevelopment Agency and other non-General Fund operations, ensure that the value of staff services provided on development-related projects are fully reimbursed to the General Fund, ensure that City fees are up to date and that new fees are developed as appropriate, and ensure that the City's business license tax is properly enforced; and WHEREAS, the level of responsibility and authority for managing the revenue process is on par with the responsibilities of other executives and warrants placement in the Executive Service; and WHEREAS, it is recommended that the position be placed in Executive Management in Salary Band "E-2" ($50,160 to $75,600) and be provided with Executive level benefits. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby amend the Fiscal Year 90-91 budget to add a position in the Finance Department called "Revenue Manager". BE IT FURTHER RESOLVED that Attachment B to Resolution No. 15823, being the Executive Salary Schedule for Fiscal Year 90-91 as shown on Attachment 1 hereto, is amended to add the position of Revenue Manager to Executive Salary Band E-2 at a salary between $50,160 and $75,600 annually. BE IT FURTHER RESOLVED that Attachment 2 to Resolution No. 15824, being the Executive and Middle Management Fringe Benefit Schedule as shown on Attachment 2 hereto, is amended by adding the position Revenue Manager to the Executive Group Membership in Section IA thereof. t ~ z,.. BE IT FURTHER RESOLVED that $14,800.00 is hereby appropriated from the unappropriated balance of the General Fund to Finance Department Account No. 100-0420 in order to provide the necessary funds for the balance of this fiscal year for said position.
