SUBJECT: Questions Raised Regarding May 14th Council Agenda
1. Item 11
The property owner at 1011 4th Avenue signed the dedication easement wlo
requesting any conditions. Does this put him at disadvantage. Please
clarify. Since the other property owners are requiring dedications, is
this action appropriate and fair?
ANSWER:
The property owner at 1011 Fourth Avenue (Mr. and Mrs. Randel) did not
need or want an agreement because the project had no unusual impacts on
their property. They are willing and anxious to dedicate the 7 feet so
that the curb, gutter and sidewalk can be installed. Mr. and Mrs. Randel
are not at any disadvantage.
2. Item 13
What are this year's dates?
How can we say there will be no financial impact to the City when we don't
know yet what the low bid costs would be?
Since last year's reimbursement was $25,000.56, what was last year's cost?
What was last year's net income used for?
ANSWER:
Program begins 6/24 and ends 8/23 or 44 operating days.
The United States Department of Agriculture completely underwrites and
funds this program no matter what the price of the local bid. The USDA
provides advance funds to the City of Chula Vista to provide for payment
for these lunches and snacks.
The $25,000.06 funding provided all costs associated with this program,
including the lunches, snacks, servers and supervision of the program.
No money in revenue was received by the City of Chula Vista. All money
received was used for the implementation of the program. The program is
provided at selected locations as a benefit to the youth of that area at
no cost to participate or the city. The City provides the vehicle for
implementing the program on behalf of the USDA.

What are control lots?
ANSWER:
.Control lots" normally are used to prevent access to a new street that
deadends into vacant land at its terminal. It is usually one foot in
width and is dedicated to the city so the city can control the manner in
which access is gained to the street in the future.
4. Item 17
What was the bid price per car in '90-91 for the replacement of police
pursuit cars?
How many were replaced in 90-91? Were these Crown Victorias?
What is the comparison of bid price per car in 90-91 to the 91-92 state
price?
ANSWER:
A total of 28 vehicles were replaced in 1990. They were all Crown
Victorias. Due to delays in the State's bidding and delivery process, 11
of the vehicles were received in the spring of 1990 at a base cost of
$11,085.00 each with 17 more delivered in late 1990 at a base cost of
$11,117.00 each. We do not know what the actual base bid price for the 92
models will be since it will be subject to the State's bid process. It is
logical to assume the price would be somewhat higher than the 91 models.
The base price does not include sales taxes or other accessory equipment
that must be installed by the City after delivery.

5. Item 19
Why can't the City develop its own alarm tracking system? Would this
ultimately be superior to bidding out the process?
ANSWER:
To develop our own alarm tracking system, we would first have to develop
the software or purchase it if it is available for purchase. Then we
would have to perform the following tasks:
Data entry of new alarm permits and update old alarm permits when necessary
Send out false alarm violation letters to permit holders
Send out letters when fines are due and follow up on these letters if a
response is not made in a timely fashion
Pay postage for all letters
Make appropriate phone calls to alarm permit holders

The current tracking is handled by staff in a system that is approximately
80% manual and 20% automatic.
The majority of the work is performed by the 2 employees assigned to the
Crime Prevention Unit. Staff estimates that each of these employees is
spending 50% of their time on the alarm system and this costs out to
approximately $32,000 per year. However, the real down side is that these
employees are losing all this time from their primary mission of Crime
Prevention.
In summary, if we did develop our own system, staff believes it would be
necessary to add one employee to perform the 5 tasks noted above or assign
these tasks to the Crime Prevention Unit. The contract with Enforcement
Technology appears to be a positive situation in that it will relieve
Crime Prevention staff of their alarm tracking duties and still bring
approximately the same amount of revenue to the city. The contract can be
reviewed after the first year and at that time, staff may be in a better
position to review the question of developing our own system.
6. Item 22
Is Lori Huston the only candidate or is this the Mayor's recommendation?
ANSWER:
This is Mayor Pro Tempore Moore's recommendation. There were only 3 and
his selection was an attempt to have a person that was representative of a
major employer. Lori Huston filled that desire.
7. The graffiti abatement program I introduced last week has been scheduled
for referral back to the Council on 9/10/91. I was shocked and dismayed
as to the exceptionally long referral time before coming back to the
Council. Since this is such a critical problem, will you please
re-examine the referral period and plan to provide an update at Tuesday's
meeting (5/14/91 meetin9).

SUBJECT: STATUS OF GRAFFITI CONTROL EFFORTS
At the Council meeting last Tuesday on May 7, 1991 you presented a
proposal for a graffiti abatement program and requested that staff
review your proposal and return to city Council with a
comprehensive program that would at least include elements of your
proposal and more if it seemed appropriate. Evidently the normal
referral that was made to staff on this subject had a due date
sometime in september. Let me assure you that is not my intention
to wait until September before making a proposal to the City
Council on a graffiti abatement program. As you may recall,
Council had made a previous referral to staff and requested that we
return during budget review to discuss a graffiti abatement
program. That project was assigned to me for coordination. In the
meantime, Mayor pro Tempore Moore had set a meeting for various
individuals in the community to discuss graffiti and associated
problems on April 25, 1991. At that meeting a subcommittee was
formed to discuss cooperation between utilities, developers, school
districts, and the city; both for graffiti eradication and long
term prevention. The subcommittee held its first meeting on
Thursday, May 2, 1991. I have attached a roster both of the first
meeting and the subcommittee members who attended the second
meeting along with a memo informing the subcommittee of our next
meeting on May 17, 1991 with a copy of your proposal. In addition
a member of the community, Rosie Bystrak, has formed a committee of
concerned citizens in an attempt to eradicate graffiti throughout
the city. Their first meeting was held on May 5, 1991 with the
second meeting to be held through the auspices of the South Bay
Community Services on May 15, 1991 at 7:00 P.M. I intend to attend
the meeting on May 15, 1991. The president of Neighborhood Watch
attended Rosie's first meeting and is also a member of our
sUbcommittee. Both your proposal and the subcommittee has
envisioned using the existing Neighborhood Watch group in an effort
to help control graffiti.
At the present time I see two major sub-groupings for graffiti
abatement. The first is eradication of existing graffiti and I
expect to return to Council during budget deliberations with a
report on both staff requirements for City graffiti eradication in
the public right-of-way (utility control boxes, lined drainage
channels, overpasses, etc.) and funding requirements to furnish
existing community groups with paint, rollers, and other supplies
to eradicate graffiti on private property. The second major sub-
group would be an education component as you have envisioned to
attempt to educate youth as to the total cost to society of

graffiti. At this point I have not been able to get any firm
commitments from either of the school districts. I have requested
that they attend the subcommittee meeting to be held this Friday so
that such things can be discussed. You probably have at this point
a much better idea than I do as to how long it might take to
develop and implement an educational component in either of the
school districts. This second component on education would most
likely not be ready for Council consideration during budget review
but should be ready with an interim report by midsummer and it
would be my expectation to return to council during midsummer (July
1991).
This program, graffiti abatement, has been given highest priority
by the City Manager and myself and will not be delayed for lack of
effort on staff's part. This memo is being written to assure you
that I am placing this as my top priority and that Council will
have something in the eradication area to review during budget
review sessions and should receive more information on a more
comprehensive education program during July. It's also expected
that included in that July report would be such things as
coordination between Parks & Recreation and school districts etc.

SUBJECT: NEXT MEETING OF GRAFFITI CONTROL SUBCOMMITTEE
This is just a reminder that our subcommittee's next meeting will
be at 9:00 A.M. on Friday, May 17, 1991. This meeting will not be
held in the Council Conference Room where we've been meeting but
rather will be in Conference Room 3 of the Public Services
Building. As we discussed at our last meeting held on May 2, 1991
our agenda will be as follows.
Talk about the proposed ordinance
- Talk about the community meeting that was held on Sunday, May 5,
1991
Discuss community efforts
1'm attaching a list of individuals that were present at our
meeting on May 2, 1991 as well as a list of all the individuals who
were at our April 25, 1991 meeting. Those individuals who have an
asterisk by their name have volunteered for our subcommittee and I
hope that all of you will be able to attend our meeting on May 17,
1991. In addition I'm attaching a copy of a proposal made by
Councilman Rindone distributed at the Council meeting on May 7,
1991. Councilman Rindone had discussed some of the things that we
discussed at our last meeting such as emphasis on education, using
neighborhood watch, and a community effort etc. I especially hope
that the school district members will be able to attend our meeting
since most of the education efforts would have to fall to the
school districts. If any of you will be unable to attend the
meeting or have any questions, please don't hesitate to contact me
