ROLL CALL: PRESENT: Members Fox, Horton, Moore, and Chairman Pro Temp Rindone ABSENT: Chairman Nader ALSO PRESENT: John D. Goss, Executive Director; Bruce M. Boogaard, Agency General Counsel; and Berlin Bosworth, Secretary to the Redevelopment Agency 2. APPROVAL OF MINUTES: November 24, 1992; December 8, 1992; December 15, 1992; and January 5, 1993 November 24, 1992 Minutes approved as amended to show Member Malcolm attending the meeting, not Member Fox, 3-0-I-1, with Nader absent and Fox abstained. December 8, 1992, December 15, 1992, and January 5, 1993, approved 4-0-1, with Nader absent. CONSENT CALENDAR No Items Submitted. PUBLIC HEARINGS No Items Submitted. ORAL COMMUNICATIONS None. ACTION ITEMS 3. RESOLUTION 1299 ADOPTINGTHEREDEVELOPMENTAGENCYBUDGETFORFY1992-93AND APPROPRIATING FUNDS THEREFOR -- The Agency budget was previously reviewed and approved by the City Council during the regular budgetary process. However, the Agency has delayed the formal approval of the budget due to the protracted State budget crises and the need to develop a long-range financial picture of Agency revenues and expenditures. Staff reconmaends approval of the resolution. {4/5ths Vote Required] Member Fox explained the Redevelopment Agency was not running an actual deficit; it must expend monies on development projects well in advance of any return on investment and that the larger portion of the return on investment was directed to the City's General Fund account. Martin Altbaum, 581 C Street, Chula Vista, President of the Downtown Business Association (DBA) acknowledged the $25,000 earmarked for DBA Promotional Fund in the budget submitted had been cut to $12,500 due to the current economic situation. He noted there was money in the budget to hire a Cultural Arts Coordinator and suggested the $12,500 be reinstated and asked that the Agency look at the idea of the Town Manager performing the job duties envisioned for the Cultural Arts Coordinator. " Minutes January 19, 1993 -2- '~Exeeutive Director John Goss pointed out there were other issues that would need to be reviewed by the Cultural /Arts Commission. Member Horton requested the proposal be sent to the Cultural Arts Commission to be reviewed. Member Moore pointed out that while he wanted the idea reviewed, he questioned what the Agency wanted the Town Manager to do and whether there would be enough thne to perform the additional duties. Member Moore asked if a Cultural Arts Coordinator was hired part-time if it would be possible to put the two positions together in the same office. Member Fox stated he wanted a specific proposal on how sharing facilities or combining the two positions into one would be a benefit. RESOLUTION 1299 OFFERED BY MEMBER MOORE, reading of the text was waived, passed and approved 4-0-1 with Nader absent. MSC [Moore/Fox] staff to meet with representatives of both the Downtown Business Association and the Cultural Arts Commission to ascertain if the Downtown Business Manager could perform the duties of the Cultural Aris Coordinator, ascertain feasibility of both positions sharing same office space if different individuals in each position, and return to the Agency with a recommendation, approved 4-0-1, with Nader absent. Executive Director Goss noted the Directors of Community Development and Parks and Recreation would coordinate the referral. ITEMS PULLED FROM THE CONSENT CALENDAR None. OTHER BUSINESS 4. ADJOURNMENT Agency General Counsel noted that the Redevelopment Agency would not meet in a closed session to discuss tile acquisition of property at 4705 Otay Valley Road (Jimmie & Judi Shinohara, owners), pursuant to Government Code Section 54956.8. ADJOURNMENT AT 8:43 P.M. to the Regular Meeting of the Redevelopment Agency on February 2, 1993 at 4:00 p.m., immediately following the City Council Meeting, in the City Council Chambers.
