HomeMy WebLinkAboutReso 2007-073 RESOLUTION NO. 2007-073 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ESTABLISHING A CAPITAL IMPROVEMENT PROJECT ENTITLED "CMP STORM DRAIN PIPE REHABILITATION PROGRAM PROJECT, PHASE IV" (DR-169), AND TRANSFERRING EXISTING FUNDS FROM CIP "WESTERN CHULA VISTA INFRASTRUCTURE" (GG- 188) PROJECT TO (DR-169) FOR SAID PURPOSE WHEREAS, as part of an ongoing program to rehabilitate corrugated metal drainage pipe (CMP) throughout the City, staff has identified a number of storm drain facilities, which are deteriorated and are in need of rehabilitation. CMP Storm Drain Pipe Rehabilitation Program Project (DR-169) will remove and replace those drainage facilities at six locations, which are in need of rehabilitation; and WHEREAS, staff is recommending the establishment of a new capital improvement project specific to providing the needed rehabilitation to drain facilities, at three locations which are now deteriorated; and WHEREAS, the general scope of the project involves the removal and replacement of existing corrugated metal pipe, including all labor, material, equipment, tools, transportation, mobilization, traffic control, removal and disposal of existing improvements, and other work necessary to construct the project in accordance with City standards; and WHEREAS, the Environmental Review Coordinator has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project, DR-169 CMP Rehabilitation Project, qualifies for a Class 2 Categorical Exemption pursuant to Section 15302 (Replacement or Reconstruction) of the State CEQA Guidelines because the new facilities will be reconstructed on the same site as the facilities replaced and will have substantially the same purpose and capacity. Thus, no further environmental review is necessary; and WHEREAS, there is no impact on the General Fund as the funds for these improvements have been provided for as part of the Western Chula Vista Infrastructure Financing Program; and WHEREAS, staff recommends the transfer of existing funds in the amount of $971,406 from CIP GG-188 "Western Chula Vista Infrastructure" to DR-169 for said purpose. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby authorize establishing a Capital Improvement Project entitled CMP Storm Drain Pipe Rehabilitation Program Project (DR-169) and transferring existing funds in the amount of $971,406 from CIP "Western Chula Vista Infrastructure" (GG-188) to DR-169 for said purpose.
