HomeMy WebLinkAboutReso 2007-071 RESOLUTION NO. 2007-071 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA DECLARING CONCERN FOR THE HEALTH OF CHULA VISTA'S COMMUNITY IF THE UCSD NEW VISION FOR HEALTH CARE PLAN IS IMPLEMENTED, AND DESIRES THAT UCSD MAINTAIN ACUTE-CARE HOSPITAL BEDS IN ITS HILLCREST LOCATION WHEREAS, the University of California, San Diego has committed to providing high quality acute health care to residents including the indigent; and WHEREAS, UCSD officials characterized the Thornton Hospital in 1987 as a "satellite" campus and renewed their commitment to serving indigent patients at its Hillcrest location; and WHEREAS, thousands of patients rely on the hospital care provided at UCSD Medical Center, Hillcrest; and WHEREAS, UCSD's announced "New Vision for Healthcare" plan called for relocating all 385 hospital beds in Hillcrest to the La Jolla campus; and WHEREAS, UCSD, has now agreed to keep 250 beds at the Hillcrest site until 2030 and has agreed to look at other options with respect to the remaining beds; and WHEREAS, the planned freestanding emergency department at the Hillcrest campus is not a sufficient replacement for an acute care hospital because it will not have the equipment and resources necessary to treat acute patients; and WHEREAS, the County of San Diego recently completed an independent study entitled, "Healthcare Safety Net Study;" and WHEREAS, the study forecasts hospital bed shortages of 43,654 bed days in the central and south portions ofthe County within eight years; and WHEREAS, the sale of Paradise Valley Hospital to a for-profit corporation whose intent is to reduce bed capacity will further exacerbate bed shortages; and WHEREAS, many residents, especially the underserved and uninsured, will find it difficult to travel to La Jolla for hospital services; and WHEREAS, Chula Vista hospitals already struggle financially and will not be able to accommodate additional uninsured and underserved patients who are currently served at UCSD Hillcrest; and WHEREAS, Chula Vista is a growing community that will need additional, not fewer, healthcare facilities available to residents; and WHEREAS, UCSD's New Vision for Healthcare Plan significantly threatens access to hospital care by Chula Vista residents. Resolution No. 2007-071 Page 2 NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does herby declare concern for the health of Chula Vista's community if the UCSD New Vision for Healthcare Plan is implemented, and desires that UCSD maintain acute-care hospital beds in its Hillcrest location.
