RECOMMENDATION That Council adopts the resolution accepting $65,000 from the Office of Traffic Safety, amending the fiscal year 2006/2007 Police Department personnel services budget for the Click It or Ticket Program, and appropriating funds therefor. BOARDS/COMMISSION RECOMMENDATION Not Applicable. DISCUSSION The Office of Traffic Safety has awarded $65,000 to the Police Department for the Click It or Ticket Program. The goal of the California Click It or Ticket project is to increase seat belt use statewide to 93.7% by July 31, 2007. Through the combined efforts of state and local law enforcement, a seat belt enforcement campaign will be conducted for a twenty-one (21) day period, May 14 - June 3, 2007, in support of the national Click It or Ticket mobilization. Funds provided by this grant will be utilized to increase the level of seat belt enforcement hours on an overtime basis for first line supervisors, officers, and administrative time to meet grant reporting requirements. 5-1 DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in California Code of Regulations section l8704.2(a)(l) is not applicable to this decision. 04/03/2007, Item~ Page 2 of2 FISCAL IMPACT Approval of this resolution will result in a one-time appropriation of $65,000 to the personnel services category of the FY 2006/2007 Police Department budget for overtime hours used to support the Click It or Ticket Program. The funding from the Office of Traffic Safety will fully offset these personnel costs. Therefore, there is no net fiscal impact to the General Fund. ATTACHMENTS None. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does hereby accept $65,000 from the Office of Traffic Safety, amend the FY 2006/2007 Police Department personnel services budget for the Click It or Ticket Program, and appropriate funds therefor.
