The Council is required by law to return to open session, issue any reports of final action taken in closed session, and the votes taken. THANK YOU FOR JOINING US A14499 .JOINT CITY COUNCIlJCOIlEGE BOARD MEETING AUGUST 10. 1994 The issue of the location of a transit center on or in the vicinity of Southwestern College has been an issue oflong-standing discussion. Since both members of the Board and the City Council may not have been on their respective policy boards when the discussion of this issue began, it may be worlhwhile to have a brief history of this subject. First, it should be recognized that there are different interests vying for a facilitated, balanced decision on the tmnsit center issue: students, neighborltood residents, tmnsit system riders, future tmnsit system riders, and the geneml taxpayers. Second, a pertinent part of the history of this project was that on June 9, 1992, when the City Council considered a tmnsit facility location at the College on Otay lakes Road between Gotham and Elmhurst, with many of the residents of the area objecting for a variety of reasons. The City Council rejected this transit facility location and directed staff to look at other locations which would not impact existing landscaping on the College campus. On October 5, 1992, a meeting was held with representatives from the City, the County, Southwestern College and residents of the neighborltood, where it was concluded that the City and County staffs would identify a greater number of possible alternatives, both on and off the Southwestern College campus, that might be suitable for a tmnsit facility. The City, County and College staffs jointly identified a total of 11 alternative sites. Each site was evaluated based on certain criteria, such as cost, patronage potential, traffic impact, neighborltood impact, security, student access, disabled access, aesthetics, with an evaluation of the impact on the campus and the neighborltood, impact on College parldng, bus opemtions, compliance with the College Master Plan, and compliance with APCD regulations. Each factor was scored with two points for good, one point for fair, and zero points for poor. Based on this, Alternate 6-A, the ring road option, which would involve expanding the existing bus area with a dropoff at the administmtion building, was mnked No.1 with 22 points, and the last mted option out of the 11, Option No.5 with 8 points, was coming offH Street using the Southwestern College Stadium entmnce. A second meeting of the group was held on October 30 in order to reach consensus on up to three site locations for presentation of the Southwestern College Board on its November 11, 1992 meeting. The group reached consensus on Alternatives 6A, 6A-1, modification of Site 1B, which was 1B-1, and Site 4. Site 1B-1 sets back the tmnsit facility about 150 feet off Otay lakes Road, uses part of the parldng lot, does not intrude into the gmss area between the front parldng lot and Otay lakes Road, and was identified by the group at that meeting as a site that potentially could meet tmnsit opemtion objectives and the concerns of both the City Council and area residents. At its November 11th meeting, the Board requested additional information on the proposed transit facility, which information was presented to the Board at its December 9 meeting. On December 11, the City received a letter from the College President indicating that there was concern as to whether or not traffic signal lights would be included at the inter.;ection of Otay lakes Road at both Elmhur.;t and Gotham. In response to that, the City Manager indicated that Option 6A-l would defmitely require traffic signals at both inter.;ections, but the use of the east end of the parldng lot between Gotham and Elmhur.;t would probably only require one traff"lC signal. Then, at the FebruaIY 10, 1993 meeting, the College Board approved the location near the proposed new libraIYlLearning Resource Center, which was the lowest ranked alternative of the original 11 sites evaluated the previous Fall. While there have been some meetings at the staff levels since that time, this is the fIr.;t time there has been an opportunity for the two policy boards to further discuss the two trans it center locations. From the City's per.;pective, even though the transit center as now proposed by the College is reflected on the revised College Master Plan and is close to student non- classroom activities such as the libraIY/IRC, there are several disadvantages to this location when viewed from the per.;pective of the different interests that would be affected by this transit center, such as students, the neighbomood, non-student rider.;, future rider.; and the general taxpayer.;. One of the original objectives of this project was to improve Chula VLSta Transit access to and from the College and to provide for improved transfer opportunities at this location for College and non-College passenger.;. The proposed facility next to the libraIY/IRC does not meet either of these objectives and in fact would result in a deterioration of cvr service compared to what is occurring today. The alternative proposed by the City, on the other hand, would improve bus service to Southwestern College by centralizing all bus routes at one location, still provide reasonable access to buses for the students, would clearly provide a better and more visible transfer point for non-College destined passenger.;, and would provide quick access to and from the College campus. Currently, non-College rider.; constitute 53% of passenger.; on the four routes that serve this area, which will grow as this portion of the community grows. So, from the per.;pective of the non- College rider.; now and in the future, Site IB-l would provide the more visible, secure, and convenient transfer location between the two alternatives being looked at at this time. Another concern is that the alternative by the libraIY/IRC would be more expensive to operate. It is estimated by staffthatit would cost an estimated $304,000 increase in operating and capital costs annually to maintain the existing cvr service level for the four routes that initially would serve the facility, and are currently operating in the Southwestern College area. This is based on the 1994-95 operating and capital costs, and would increase as operating and capital cost increases occur in the future. While other options were evaluated, which would counter-balance this increase in operating costs, the result would be a reduction in service levels on some of these routes, and pemaps throughout the entire system, depending on which options were selected. The further point is, however, that even if the CoUege paid the additional $304,000 a year increased cost, the alternative next to the library/IRC still would not be recommended, balancing the needs of the students, the non-student riders, the future riders of the system and the general taxpaying public. Another concern is that the transit facility, if built per the current CoUege Master Plan, might be next to a proposed library/IRC, which may never be built. While it is understood that plans for the facility have been designed, and the project has been approved by the State for funding, actual funding is reliant upon passage of a Statewide bond issue. An effort to pass such a bond issue failed this last June by a vote of 2,109,103 in favor (47.7%), and 2,338,608 against (52.6%). In San Diego County, the proposition did even worse, receiving only a 45% yes vote versus a 55% no vote. While CoUege staff told us that this facility would not be built for at least five years, unless a bond issue is passed, and that does not look too promising anywhere in the or neal'-term or intermediate future, it may be 10 years, if ever, for the facility to be built. The current mood in California is negative toward bond issues, since every bond issue is now failing. Staff can go into more detail regarding the operational impacts of this alternative, and it is understood the CoUege is interested in improving the entrance off East H Street by going from two to four lanes. Staff stiU has concerns regarding the delays that would occur in terms of out of direction travel, especiaUy for non- students, as weU as the delays that would occur as a result of this location. Apparently, the CoUege staff is willing to be flexible in using the ring road to try to cut across campus as opposed to going through East H Street and Otay Iltkes Road. However, staff still has concerns about the delays that would impact transit operations. There was definite negative reaction from the neighbomood regarding the aesthetics of the original proposal for a transit center on Otay Iltkes Road. IB-l is designed not to intrude into any of the grass area between the existing major parldng lot and the road, and, in staff's belief, would not have a negative impact on the aesthetics of this part of the campus. There has been concern that the City is holding traffic signals along Otay Iltkes Road hostage with regard to this project. This is incorrect. The City is ready to award the signal at Gotham and Otay Iltkes Road as long as no decision is made tonight which would point to moving it to Elmhurst and Otay Iltkes Road. Another factor is that the transit money that the County has been holding for this project probably can't wait until the future life of the library/IRC is eventuaUy determined. That means that there is the prospect of losing that money to other needed projects throughout the County. Obviously, if there is no agreement on where the transit center should be located, then that may be the best course of action. In that connection, a better option from the City staff's perspective than the alternative next to the librarylIRC would be to enhance sen'ice at bus stops along Otay Illkes Road in front of the CoUege. This would make it a little bit more difficult for the CoUege students to utilize transit, it might discourage some from using transit, but overaU, balancing the interests of the student riders, non-student riders, future riders and the general taxpayers would probably be a better alte mative. But for the reasons outlined above - service to current and future student and non- student riders, security, uncertainty regarding funding of the new Library, the increased cost of bus service, prospective loss of County transit funding - you are urged to support Option IB-l. County of San Diego funding commitment. Parking lot impacts of Alternate Site 1B1. Proposed facility location on CVT service. Following are responses to these issues. 1. Development Timing According to John Wilson, Director of Business & Operations at Southwestern College, the LibrarylLRC has been accepted by the State as a viable project. However, the project, like other State education construction projects, is currently not funded. The LibrarylLRC project was included in the Higher Education Facilities Bond Act which failed to pass in June 1994. Therefore, funding for the project depends upon passage of a future bond issue. Southwestern College staff anticipates that implementation of the LibrarylLRC will not occur for at least five years. 2. County Funding Commitment The County of San Diego has dedicated $900,000 for the Southwestern College Transit Facility. Approximately $180,000 has been spent to date on planning and design work. Therefore, $720,000 remains for this project. Any additional funds required to implement a transit facility at Southwestern College would probably need to be supplemented by City 3-/ John Goss August 9, 1994 Page 2 of Chula Vista IDA Article 4.0 funds since County staff has indicated that it has no additional funds for this project. Regarding the time commitment of the County to reserve funds for this project, County staff has indicated that a decision regarding how long to reserve funds for this project would be made by the Board of Supervisors. However, County staff would like to implement this project this fiscal year since it has requests for other transit facility projects. Therefore, the County staff recommendation to the Board of Supervisors would be to reallocate the $720,000 remaining for the Southwestern College project if Council and Southwestern College Board decide not to proceed with project implementation this fiscal year. 3. Parkin!!: Lot Impacts of Alternate Site IBI A preliminary sketch plan for Site IBI (Attachment 1) shows that 24 existing parking spaces would be removed. However, 22 of these 24 spaces could be relocated to an existing vacant area adjacent to the parking lot where the spaces would be lost. The addition of these 22 spaces would require approximately 0.18 acres and would add those 22 spaces to an existing parking lot. Also attached for Council's information is the conceptual site plan for Alternative lB. Site IB does not use any of the existing parking lot but does replace more existing open space since it is located in a grass area closer to Otay Lakes Road. 4. Transit Impact on CVT Operations Transit staff has indicated that the College proposed transit facility near the LibrarylLRC site would impact CVT operations and would result in an estimated $304,000 increase in operating and capital costs annually to maintain the existing CVT service level for the four routes that would initially serve the facility. This cost estimate is based on FY 94-95 operating and capital costs, and would increase as operating and capital cost increases occur in the future. The attached information memo (Attachment 2) to Council dated August 1, 1994, discusses two CVT service modification options that would eliminate this estimated $304,000 cost increase to serve the proposed facility. While staff does not recommend these options, they are meant to show two approaches that could be implemented to reduce this cost. Both options impact CVT service, resulting in less frequent service either to routes serving the transit facility, or cutting service on other CVT routes. In addition, one access alternative to the proposed site recently discussed by College and City staffs is to permit CVT buses to use either the East H Street and/or the Gotham Street/Otay Lakes Road entrances to the campus and the campus perimeter ring road. Use of the ring road does not fully mitigate access concerns and would still result in delays for CVT buses, thereby impacting CVT schedules, for the following reasons: J~~ John Goss August 9, 1994 Page 3 Using the ring road would save an estimated 5 minutes by bypassing the left turn movements at the East H Street/Otay Lakes Road intersection and the East H Street entrance to the campus for existing Routes 704 and 709. However, buses using this routing still would require at least 10 minutes additional travel time compared to present schedules during peak traffic conditions at the College. Buses would be operating on campus in a mix of automobile and pedestrian traffic. The ring road has speed bumps which results in slow movement for CVT buses. In summary, accessing the proposed facility using this on-campus traffic pattern would save some time compared with using Otay Lakes Road;East H Street. However, it would still result in a service reduction in terms of longer headways (less frequent service), or additional cost to maintain existing frequency by adding more buses to these routes. Another impact of this alternative access pattern would be impact on non-college destined passengers who use bus stops near the intersection of East H Street and Otay Lakes Road (please refer to Attachment 3). SANDAG passenger counts for Routes 704 and 709 show 80 passenger "ons" and 72 "offs" at stops near the East H Street/Otay Lakes Road intersection. Most of these passengers are non-college destined because Route 709 passenger counts show 121 "ons" and 151 "offs" at Otay Lakes Road/Gotham and Otay Lakes RoadlElmhurst (most of these passengers are destined for Southwestern College). In that report, Transit staff estimates (Attachment 8A) that the net cost increase to maintain the existing CVT service level at the College proposed transit facility site would be approximately $304,000 annually based on FY 1994-95 operating costs. It was requested that Transit staff develop one or more options that would result in no cost increase for CVT based on the College preferred facility location. While staff does not reco=end either of these two options, they do attempt to respond to Council's request by presenting two possible CVT service change altematives that would involve no additional cost to serve a transit facility near the proposed College Library/ Learning Resource Center. Both options involve CVT service reductions to accomplish this objective. Option 1 reduces service frequency on Route 709 and restructures Route 711. Option 2 adds 2 buses to Route 709 to maintain current service frequency, restructures Route 711 and eliminates about 65,740 annual CVT miles by reducing service on Routes 701, 703, and 705. Council should also be aware that staff developed these options in a short time period. They are meant to show only two cost reduction approaches that could be evaluated further. Option 1 CVT route structure under Option 1 is shown on Attachment 1. The following is a su=ary of the service changes for each of the four existing CVT routes serving Southwestem College, including cost and service impacts. 1. Route 704: No change to existing service. J...? Southwestern College Transit Facility -2- August 2, 1994 2. Route 705: Terminate route at new SWC transitfacility; eliminate service on Otay Lakes Road, Gotham and Rutgers Streets. Retain current frequency of approximately 40 minutes. Annual cost savings estimated at $37,500. 3. Route 709: Restructure route to serve SWC transit facility, Eastlake High SchoollLibrary, and terminate at intersection of East H Street and Eastlake Parkway. Reduce frequency from current 30 minutes peak/45 minute off-peak to 1 hour. Annual estimated cost increase of $65,700. 4. Route 711 Terminate at SWC transit facility; eliminate service to Eastlake area (Eastlake area service provided by Route 709) Current service frequency of approximately 1 hour and 20 minutes improve to 1 hour. Annual estimated cost savings of $85,000. 5. Annual estimated total cost savine:s is $57.500 or about 21,300 miles based on current CVT total operating cost. Option 2 Under option 2 CVT Routes 704, 705, and 711 would be the same and described in Option 1. However, two buses would be added to Route 709 in order to maintain the current service frequency. The following is a su=ary of estimated changes and impacts. 1. Route 704 (Same as Option 1) 2. Route 705 (Same as Option 1) 3. Route 709 Maintain current 30 minute peak/45 minute off-peak frequency. Restructure Route as under Option 1. :J'~ Southwestern College Transit Facility -3- August 2, 1994 Estimated annual cost increase is $300,000, including $250,000 operating cost, and annual depreciated cost over 15 years of $50,000 for two new buses. 4. Route 711 (Same as Option 1) 5. Total annual estimated cost increase is $177.500. 6. Estimated annual cost increase under this option of $177,500 is 65,740 miles based on CVT total operating cost of $2.70 or about 5.5% of total CVT system annual miles. In order to make up this cost increase, staff looked at reducing service on a number of routes. Although staff has not had time to do a detailed analysis, following is an example of some potential service cuts that could be evaluated further. Eliminate Route 705 Sunday service: 14,200 annual miles Eliminate four evening trips on Route 701: 22,000 annual miles. (The last trip on Route 701 would depart H Street station at 8:00 pm instead of 10:00 pm.) Route 703: Eliminate two evening trips for a savings of 11,000 miles. (The last trip would depart H Street at 7:45 pm instead of 10:00 pm.) The balance of the mileage could be made up by reducing Route 701 weekend service (Saturday and Sunday) from current 30 minutes to 1 hour frequency. In addition, listed below for your information is a current ridership boarding and deboarding from Southwestern College from CVT Routes 704, 705, 709, and 711. This data was collected by SANDAG in Fall 1993. This data shows that total College ridership for these four routes is 1,420 or approximately 47% of total ridership for these four routes. The joint meeting between the College Board and Council is scheduled for Wednesday, August 10, 1994 at 6:00 p.m. at Southwestern College. The purpose of this report is to provide information to Council and Southwestern College on the proposed project prior to the August 10 meeting, and to receive any direction from Council to assist in preparation for the meeting. RECOMMENDATION: That Council accept this report. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable DISCUSSION: The attached report which Council considered on April 12, 1994 discussed the proposed transit facility project in detail and presented City staff's reasons why the College's proposed site at the future LibrarylLearning Resource Center (LRC) does not meet the City's objectives for a transit facility. These objectives are: . Improve Chula Vista Transit (CVT) service to Southwestern College, . Serve as a transfer point for CVT routes, . Improve CVT operating efficiency including reducing costs, and . To meet the transportation requirements of all CVT riders including Southwestern College students, Bonita Vista Middle and High School students, and the general public. At this point the City and College differ on the recommended site for the transit facility. The College recommended site is identified on Attachment 3 of the attached April 12, 1994 report and is also shown on the Attachment I (evaluation matrix) as site 5. The College recommended site is located on the north side of the campus near the perimeter campus road and Devore Stadium in the vicinity of the proposed LibrarylLRC. Access to this site would be from the East H Street entrance to the campus. The City staff recommended location is site IB1, identified on Attachment 2 of the April 12, 1994 report. This site is a modification of - :1./7 Page 2, Item .2 tJ Meeting Date 8/2/94 the site originally recommended by the Southwestern College Transit Center Feasibility approved by the College Board. Site 1B I is located between the Gotham and Elmhurst Street entrances to the campus, but is set back about ISO feet from Otay Lakes Road and utilizes part of an existing parking lot. Following is a summary of the advantages and disadvantages of theses two sites: Site 5 (College Recommended site) Advantages: . Visual Impact - Since this location is not visible from either Otay Lakes Road or East H Street, there should be no negative visual impacts on surrounding neighborhoods. . Landscaping - There is sufficient space to development a facility in this area with no apparent loss of existing landscaping. . Bus Service - CVT buses serving the College would stop at one location, thereby improving bus capacity utilization. The location provides convenient access for College destined passengers to the north side of the campus and the proposed new Library/LRC. Disadvantages: . Cost It is estimated that this site would add approximately $304,000 annually to CVT operating cost (page 3 of the April 12 report, and attachment 8-A). Please note that Attachment 8 has been updated (8A) to reflect CVT's operating costs for FY 1994-95; the original attachment 8 was based on FY 1993-94 operating costs. . Access Several disadvantages exist including: time, distance, and potential nOIse impact (discussed on pages 3 and 4). . Transfer function The distance of this site from East H Street detracts from its function as a transfer point particularly for non-college passengers (discussed on page 5). . Safety The relative isolation of this site on campus raises safety concerns for passengers, particularly during early morning and late evening hours and at times when College is not in session. . Timing of development It is staff s understanding that the College Library/LRC will not be built for at least five years. Coordinating transit facility development with the Library/LRC raises two Issues: ~~ ~ 3-/8" Page 3, Item .2. ~ Meeting Date 8/2/94 I) If the transit facility is built now, perhaps five years in advance of the Library/LRC, the facility will not serve the present campus well; however, 2) The County staff has indicated it would like to implement this project in the near future, since it can reallocate the remaining $720,000 to other projects if the Southwestern transit facility is not built. Site IB I (Citv Staff Suooorted Site) As a result of City and County staff s conceptional evaluation of additional transit facility locations in Fall 1992 (Attachment I - April 12, 1994 report), one site that met CVT's operating objectives and Council's objective of not impacting existing landscaping on campus was site IBI (Attachment 2-2 of the April 12 Report). This site was also concurred in by the neighborhood representatives who considered various alternative sites on October 30, 1992. Site IBI is a modification of the original site recommended by the Southwestern College Transit Center Feasibility Study and utilizes an existing parking lot on the Southwestern College campus. Site lBI is set back about 150 feet from Otay Lakes Road. Advantages: This site meets transit objectives for a transit facility and provides the following advantages: CVT Ooerations . It would improve CVT bus service to Southwestern College by centralizing all bus routes in one location, thereby improving CVT's bus capacity utilization. It would allow quick access to and from the College campus. . It provides a convenient point for CVT buses ending at the College (for buses not proceeding to the Eastlake area) to terminate and turn around before proceeding back to western Chula Vista. It also provides a terminus for future CVT routes serving the Eastlake area. . This site serves well as a transfer point for non College destined passengers. Other Advantages . Visual Impact - This site, by being located in an eXlstmg parking lot, would have limited aesthetic or environmental impact on the neighborhood. . Both MTDB and County staff concur that this site would function well as a transit facility. . Safety - This site offers good visibility from both on campus and from Otay Lakes Road and should present no safety concern for transit passengers. -~ ~ J-.J ~/'7 Page 4, Item :< tJ Meeting Date 8/2/94 Disadvantages: . Impact on Existing Landscaping - Although this site is proposed to be located in an existing parking lot, there would some removal of existing grass for buses to access this site from the Gotham Street and Elmhurst entrances to the campus. . Some parking spaces would either be lost or could be relocated to a vacant area. Relocation would mean loss of some grass. Alternative Transit Site If Councilor Southwestern College do not wish to pursue a transfer facility at the IB I site (or at any alternate location off Otay Lakes Road), staff recommends improvements on Otay Lakes Road to better accommodate bus passengers as the next best alternative. A new traffic signal and crosswalks at the intersection of Gotham and Otay Lakes Road would facilitate movement to and from the Southwestern College campus for CVT riders. Installation of a traffic signal at this location is being held in abeyance pending resolution of the transit facility project, since a transit facility off Otay Lakes Road would require a signal to function properly. Since three of the four routes currently Southwestern College do not enter the campus, but stop on Otay Lakes Road, the installation of a traffic signal would result in pedestrian movement to and from the College for CVT riders. Bus passenger amenities such as shelters and benches could also be installed on Otay Lakes Road. Advantages: . Capital Cost - Minimum compared to all other transit facility sites. Estimated improvement cost is between $]00,000 - $]50,000 (including traffic signal, crosswalks, shelters, and benches). . CVT Operating Costs - No major change to present CVT operating costs. Perhaps small decrease in cost since Route 704 would no longer enter the College campus. (Under this alternative, all four CVT routes currently serving the College would board and de-board passengers on Otay Lakes Road). . CVT Operations - Since all CVT buses would stop on Otay Lakes Road and not enter the College campus, bus capacity utilization would be improved. Disadvantages: . Southwestern College Service - Since one of four CVT routes currently enters the Southwestern College campus, College destined passengers who ride Route 704 would experience a longer walk between Otay Lakes Road and the campus. . CVT Operations - This alternatives does not provide the planning and operations flexibility offered by most transit facility sites. A transit facility would provide a specific central location in which buses could terminate, layover, or discharge/board J,.1- ;J-~ Page 5, Item ~() Meeting Date 8/2/94 passengers and continue on to eastern Chula Vista. A transit facility provides more convenient transfer opportunities for passengers. Summary . The College preferred transit facility location near the stadium and the future Library/LRC would result in substantial operating cost increase for CVT, I,;urrently estimated at approximately $300,000 based on the current fiscal year operating cost. This cost includes the additional miles and buses that would be required to retain the existing CVT service frequency to the College. . The College preferred site, while meeting the objectives for further College development, does not function well as a transit facility for non-college destined passengers. . There currently remains approximately $720,000 in County funds for the transit facility project. While a detailed cost analysis has not been done of all sites, City and County staffs estimate that any of the transit facility sites would cost at least $720,000 to build. The County has indicated it does not have additional funds to supplement the $720,000 remaining for this project. Any additional funds required to implement a transit facility could be supplemented by City of Chula Vista Transportation Development Act (TDA) Article 4.0 funds. . In October 1992, a number of additional sites were evaluated as shown in Attachment I in the April 12 Council report. Any site for a transit facility removed from the Southwestern College campus (for example south of Telegraph CanyonlOtay Lakes Road) would cost more to develop and serve the College than an on-campus site, since bus shuttle service from a remote site to the College would need to be provided. . Making improvements on Otay Lakes Road would better accommodate CVT buses and passengers is a low cost alternative to building a formal transit facility. This alternative basically is an improvement to current CVT service to the College area. DISCUSSION: On October S, 1992, a meeting was held in the Council Conference Room to discuss the proposed transit facility. This meeting was attended by JePresentatives from the City, County of San Diego, Southwestem College, and residents from the neighborhood near Southwestern College. The meeting concluded with the understanding that City and County staffs would identify a greater number of possible locations, both on and off Southwestern College campus, that might be suitable for . transit facility. City, County, and College staffs jointly identified additional sites; each site was evaluated based on criteria that took into account concerns expressed by the College, the community, and factors Je!ated to bus operations. These aites are presented in Attachment 1. A second meeting of this group was held on October 30, 1992, to discuss these various aite altematives. The objective of this meeting was to reach consensus on up to three aite locations for presentation to the Southwestern College Board at its November II, 1992, meeting for consideration. The pup leached consensus on three sites in order of priority: Site 6A16Al; Site IB1; and Site 4. These sites are shown on Attachment 2. Route 704, which enters the campus, aperiences delays of 5-1 0 minutes during certain times of day, particu1arly when College classes are starting or ending. Secondly, .ince the four routes serving the College do not atop in one location, bus capacity is not used efficiently. Most students want to ride the bus that enters the campus; therefore, Route 704 is often aver capacity while the other three routes that atop on Otay Lakes Road are often under capacity. Centralizing the buses in ODe locatiOD is also nor-..")' in order for the transit &cility to serve as a convenient transfer point for nOD-College destined CVT puseagers. This trlDsfer point would serve future CVT routes operating in the EastLake area, and avoid the need for all CVT routes to travel from the eastern part of the City to ODe of the three Trolley ltations. When evaluating the transit facility at the proposed Library/Leaming Resource Center .ite against the bus service and operations objectives discussed ahave, there are certain advantages and disadvantages with this locatiOD. Attachments 6 and 7 show how CVT routes would be changed to access this tnmsit facility. There is aufticient space to develop a facility in this area and no apparent loss of existing landscaping. The location provides convenient access for College destined passe:agers to the north side of the campus and the proposed new Library/Leaming Resource Center. For eumple. on Tuesday, 1anuary 25 and Thursday, January 27, 1994, at approximately 7:45 Lm., the Transit Division Atlminit1rative Analyst recorded the time delay for two approaches to the proposed transit facility site. The time to proceed from Otay Lakes Road and Elmhurst Street to the lite was 10 minutes. This routins simulates CVT Routes 704, 709 and 711. The other approach took about 6 minutes, from Otay Lakes Road north of East "H" Street (in front of Bonita Pointe Plaza). This routing simulates CVT Routes 705 and 711. For the two CVT routes that proceed to the Eastlak~ .Ana - 709 and 711, these delays would occur on both the inbound and outbound trips, nsultins in up to 16 minutes additional trip time per one round trip. Therefore, without eJttensive oft'site improvements on East H Street, auch u an exclusive bus lane, buses would experience lipificant delays on East H Street while entering and exitins the campus durins certain time periods. The Collese has committed to access improvements on campus only; off'-site improvements would be the City's responsibility. Tnffic counts were taken for vehicles entering and exitinS the campus via the East "W Street access road. The counts covered the period from 12 p.m. Monday, December 6, 1993 throush 12 p.m. Friday, December 10, 1993. The averase dally traffic (ADl) was 8,220, with 4,260 vehicles enterins and 3,960 exitins. The counts showed definite peaks in tnffic flow, senera1ly coincicfins with clus start and end times. For eumple, between 7 Lm. - 8 Lm., an averase 668 vehicles entered the campus, or 16% of total daily enterins vehicles. Another sipificant period for enterins vehicles was between 6 p.m. - 7 p.m., when 445 vehicles, 10"" of the total enterins vehicles, entered the campus. The major period for vehicles leaving the campus was between 10 Lm. and 2 p.m., when an averase of 385 vehicles Der hour exited, representins 39% of all daily exitins vehicles. These peak times for vehicles enterins and leavins the campus would impact CVT operations, and complicate CVT schedulinS. since schedules would have to allow sufficient trip time during peak tnffic periods. It should also be noted that these traffic counts did IISU include traffic senerated by sporting events (such u footha11 pmes), since no events were scheduled when the counts were taken. . Distance: The distance from East H Street to the proposed transit fAcility location is approximately 114 mile (please lee Attachments I and 6). Therefore, every time a CVT bus entered the campus, there would be an approximate 112 mile round trip diversion from East H Street to the facility and return. HoweVer, even with unrestricted or preferential bus access, the distance tn the location from EBst H Street severely detracts from the transit facility's function as a ~er point Therefore, it is staff's recommendation that the City not pursue developing a transit facility at this location. ~Itm'n.ative T",n~it Facility Location As a result of City and County staff's conceptual evaluation of additional transit facility locations in Fall 1992 (Auachment I), one site that met CVT's operating objectives, and Council's objective of not impacting existing landscaping on the campus, was Site IBl (Atmr.hment 2). This site was also concurred in by the group considering various alternative sites on Octnber 30, 1992. This site is a modification of the site originally recommended by the Southwestern College Transit Center Feasibility Study and approved by the College Board (modified in that it required removal of less green space). Site IB 1 is located between the Gotham and Elmhurst Street entrances tn the campus but is set back about ISO feet from Otay Lakes Road and ntili7~ part of an existing parking lot Site IBI was identified by the group as a variation of Site IB (Atmr.hment 1). Site IBI is located about SO feet further on campus than IB, and uses part of an existing parking lot The primary advantages of this site are: It would meet Transit Operations objectives of quick access tn the College, and centralization of bus routes at one location. It serves well as a Transit transfer point It meets Council's objective of not impacting campus landscaping. It should have no aesthetic or environmental impact on the neishborhood. As noted on the attached diagram (Exhibit 2), a raised barrier island has been incorporated into the design for the purpose of creating an exclusive right-turn bus lane and to reduce confusion at the Otay Lakes Road intersection. Under this plan it is also expected that college traffic will be attracted to the signalized intersection. Since the ranking of the intersection of Gotham Street and Otay Lakes Road is based on the entering volume of traffic, which is basically warranted by the college traffic and not the neighborhood traffic, the diversion of traffic to Elllhurst would effect the nUllber of signal priority points that this intersection receives. It was concluded that re-distribution of traffic due to the Transit Center would also reduce conflicts at the Gotham Street intersection but would cause a greater t.,act at the El~urst Street intersection. Cost Breakdown A cost est1l1ate for the project is attached as Exhibit 3. Transit Center construction, including the traffic signal and a 15S contingency, is est1l1ated at $745,000 or about 65S of the total project cost. The other ..jor cost cOlllPonents of the project are: the feasibility study, design, construction tnspect1on, and project ..nagement. Land will be dedicated by the College. As indicated in the attached letter from Sharon Jasek Reid, Deputy Director Public Works, County of San Diego (Exhibit 4), the two lIain objectives of the project design were to develop a facility whose function would 1.,rove transit service and auto access to and from the College; and also be aesthetically compatible with College architecture and enhance existing developtll8nt in the area. Cost of Alternatives Detailed cost est1l1ates were prepared only for Alternative I, the recommended site plan. All four alternatives share the same basic design components; the only lIajor difference among the alternatives that would affect cost is location. The County staff and consultant for the project, Estrada Land. Planning, est1l1ate that the recommended Alternative 1 and Alternative 4 are cOlllParable in cost, while Alternatives 2 and 3 would be ~re expensive. We bad 10 years ago a transit stop in front of our home and got it aoved to a commercial area due to the fumes and increased traffic at our front door. In the intervening years our side of otay Lakes vas designated by you the city for no parking during school hours as the impact on the residences along otay Lakes vas too great. Robberies have forced us to put bars on all our vindows and doors and this is in part due to the growth in the area part of which vas on again Campus Property. Although our request is self motivated in part it i. also for the balance of the community. It vas in fact the effort of a neighbor some blocks away from otay Lakes Road that alerted us to the approval of the project by the Southwestern College Board of Trustees. County and Southwestern College staffs have been negotiating for some time among themselves to develop a plan for the construction of the Transit Center that will draw $900.000 dollars from county transportation funds and $250,000 dol- lars from similar City of Chula lista funds. The front lawn of the college seems to have been chosen. as the site for the Transit Center in a roundabout way. Southwestern College controls adequate unde~eloped land on the corner of Otay Lakes Road and East H Street to build- the Transit Center. If this site were used, the cost might even be less than putting it on the front lawn since there are already traffic control devices installed in the immediate vicinity of the corner location. However, the Southwestern College administration wishes to reserve this undeveloped site for some future joint development venture with a yet-to-be-determined partner. As a result, the college has chose~acrifice the aesthetically pleasing and environmen- tally benign front lawn and convert it into an acre and a half of concrete. asphalt. transplanted palm trees and fake -Aztec-like- pillars. When I appeared before the City Council in February and appealed to you to reverse the decision not to install a traffic signal at Otay Lakes Road and Gotham Street, the city staff informed you that their decision was sound. based on a significantly reduced traffic volume at that intersec- tion. The staff position was further enhanced by certain financial benefits to the city derived from funding provided by the county for the construction of the Transit Center. The staff. it turns out, had not done a traffic study at the Otay Lakes Road/Gotham Street intersection, or the area, in a number of years - the information provided to you in February had no basis in fact. and was guess-work. It was not until April 28, 1992, according to the traffic warrants provided to .e by the Director of Public works in his May 12. 1992 letter, that a traffic survey was actually done, some two months after I appeared before the City Council. No accurate traffic-data appears to have been used in the Transit Center planning to this point. either. The statement that staff .ade to you in February that the traffic count at the Gotha. Street intersection had declined to 1100 vehicles per day was wildly inaccurate. After the April traffic count the previously reported volume turned out to be in error by 3781 - the April count indicates the average daily traffic volume at Gotham to be 4160 vehicles per dayl ..3 ,. >~ &- ,.., City Council. May 21, 1992. Page 3. It distresses me that the city staff was 10 careless in provfdfng you wfth accurate information. I fe.l that this severely prejudfced your action on my February request. It was made to appear that there was no substantfation or 3ustification for my appeal, and naturally you acted accord- fngly. However, almost every aspect of the staff posftfon fn February was not supported by accurate facts (fn some cases. none at all). The sftuatfon appears lfttle changed now,-even after receiving the .answers. to my questions addressed to the City Manager. The Dfrector of Publfc Works. for example. fndicates fn hfs May 12th reply. that the traffic survey done fn Aprfl demonstrates that the fntersectfon of Otay Lakes Road and Elmhurst Street is now busfer than the one at Gotham Street. My examfnatfon of the warrants clearly shows that the traf- ffc volume at Elmhurst (the mfnor street) has a volume of 2000 fewer vehfcles per day than Gotham Street. Somehow. with a trafffc count half that of Gotham. Elmhurst was awarded a maxfmum of 12 pofnts for vehfcle volume - as opposed to 6 points for Gotham Street. This kfnd of suspf- cious manipulation of figures produced a forced total of 55 points for Elmhurst and only 43 for Gotham Street. Another weakness in the traffic study is the faflure to take into account that traffic flow has been severely reduced along Otay Lakes Road between the Gotham Street intersection and Telegraph Canyon Road because of road construction. For over a year much of the traffic that might otherwise use Telegraph Canyon is. and has been. optfng to use East H Street rather that fight the construction and congestion on Telegraph Canyon Road. I also note that the city staff has never produced factual justiffcation for the installation of a traffic signal and side walk and curb fmprovements at the intersec- tion of Otay Lakes Road and Camfno Del Cerro Grande/Surrey Drfve. Failure to support this decision with facts makes it appear more and more likely that the decision to fund a signal at that fntersection was .ade arbftrarily, and ahead of fntersections having a greater need. There are two request that I wfsh to make of the Cfty Council. First, I would like the Cfty's fnvolvement fn the matter of the Transit Center, and the commitment of funds for its constructfon at the site fn front of Southwestern College. to be fmpartially reexamined. I would hate to see die trees and grass removed to make way for lots of concrete 10 lupport a handful of noisy and polluting busses. Alternatives must be considered: j 1. Empty lot - southwest comer of Otay Lakes and Eut "H" Streets. 2. Another area on campus. possibly in die nistin, parking lot above &. west of die ltadium. (This approach would live lots of concrete...and uxpayers money) Unless you have forecasted and documented a dramatic increase in passenger traffic into and oul of Southwestern College. After reviewing the plans, we are list- ing below a number of reasons why we, as residents of College Estates (the residential area immediately to the E~lt of the college) are opposed to the transit center: 1. Present economic conditions for Federal, County and City do not warrent this expendure of tax payers' dollars (estimated cost $1,150,000.00). Budget deficiencies have forced many public employees to accept their jobs on a part-time basis, or face lay-off. 2. In future planning this Center may be a ~lus for East Lake developers. However, it will empact the residential com- munity that exists all around the campus (North, South, East and West) by the additional traffic that would be created; as well as adding to the pollution. Furthermore, zoning has been changed at the East Corner of Otay Lakes Road and H Stret, making this property available for another shopping area. Together with Ralph's shopping center and the 7-11 strip mall at the other end of Otay Lakes Road, plUS the Fire Station .at Elmhurst, the eventuality for an intolerable congestion of traffic in this immediate area is very probable. 3. We seriously question how the Transit Center would benefit the students who attend Southwestern. Our home being directly across from the main entrance to the campus, and also the fact City buses stop almost directly in front of our house, we observe a very small percentage (perhaps as small as 10%) of the students using the buses as their means of transportation to the college. We ourselves also use the buses frequently (#704 and #705), and find there is a very small percentage of residents taking advantage of them. It is a well-known fact that students of highschool and college age are car-oriented; and most of John Q. Public for that matter. 4. We believe there is a safety matter to be considered also. With a Middle School, a Highschool, and a College along Otay Lakes Road, there are a large number of their students who walk along this busy highway to and fro~ school. Although this opposition to the Transit Center is more of a personal consideration, it is also one that we are sure is of considerable concern to all College Estate home owners. The proposed location of the Transit Center at the main en- trance to the Southwestern College would mean destroying the beautiful setting it now presents to the public. It is our understan~ing after talking with persons in the City of Chula Vista administration that this project has been in the planning stage now for two years. However, it only came to our attention ten days ago. Certainly more advanced information would have been appreciated by those of us living in the area.
