ROLL CALL: PRESENT: Members Grasser Horton, Rindone and Vice Chair Moore ABSENT: Member Malcolm (attending Coastal Commission meeting) ALSO PRESENT: John D. Goss, Executive Director; Chris Salomone, Executive Secretary; Bruce Boogaard, Agency General Counsel; and Berlin Bosworth, Secretary to the Redevelopment Agency 2. APPROVAL OF MINUTES: None submitted. CONSENT CALENDAR (Items pulled: none) CONSENT CALENDAR OFFERED BY VICE CHAIR MOORE, reading of the text was waived, passed and approved unanimously. 3. WRITTEN COMMUNICATION: None. 4. RESOLUTION 1186: MAKING CERTAIN FINDINGS IN CONNECTION WITH THE SUBORDINATION OF COVENANTS CONTAINED IN A DEVELOPMENT AGREEMENT HERETOFORE ENTERED INTO BETWEEN THE REDEVELOPMENT AGENCY AND CIVIC CENTER BARRIO HOUSING CORPORATION; RATIFYING SUCH SUBORDINATION; AND APPROVING AND RATIFYING THE EXECUTION OF THE IMPLEMENTATION AGREEMENT ENTERED INTO IN CONNECTION WITH THE DEVELOPMENT AGREEMENT -- On June 4, 1991 the Agency approved a loan to the Civic Center Barrio Housing Corporation of $350,000 to acquire property at 1250 Third Avenue in Chula Vista for the propose of building 28 units for low-income families. The Agency approved a Development Agreement containing certain Covenants which maintain the affordability of the units; these Covenants were subordinated to the lender of the first note; the Agency did not make a finding, as is required by State Law, and is now asked to do so. Staff recommends that the Agency approve the resolution making certain findings pursuant to State Redevelopment Law in connection with the~subordination of Covenants contained in the Development Agreement; ratify said subordination; and approve and ratify execution of the Implementation Agreement entered into in connection with the Developer Agreement. * * END OF CONSENT CALENDAR * * MINUTES Page 2 July 18, 1991 PUBLIC HEARINGS None. ORAL COMMUNICATIONS None. ACTION ITEMS 5. RESOLUTION 1187: APPROVING AND RATIFYING AN AGREEMENT FOR PROFESSIONAL SERVICES WITH MR. ANTHONY CIOTTI AND AUTHORIZING CHAIRMAN TO EXECUTE -- The City has contracted with Mr. Ciotti since February 1977 for services in connection with the Housing Rehabilitation Programs and Commercial Rehabilitation Program. These services include program promotion, loan counseling and packaging, instruction contract management, and quality control inspection. Mr. Ciotti's efforts have been a major factor in the City's highly successful Conmaunity Housing Improvement Program acting as a model for other programs in Southern California. Staff recommends that the Agency adopt the resolution approving and ratifying the agreement with Mr. Ciotti from July 1, 1991 to June 30, 1992. Member Rindone asked the basis for the percentage of increase in salary and he quoted page 54, Statement B which states "assist in the promotion of the CHIP Prograrnx in designated neighborhoods". He wished to know who is Mr. Ciotti is assigned to assist. Chris Salomone, Community Development Director, informed the members that the increase in salary was arrived at through negotiation with Mr. Ciotti, who is an independent consultant operating the housing rehabilitation program for the City, taking into account cost of living increases, and performance evaluations of Mr. Ciotti. Margery Girbes, Housing Coordinator, responded to the second part of Member Rindnne's question, saying that the areas are designated by the City Council and that at present it is a Citywide program. John Goss, City Manager, interjected, stating that Mr. Ciotti assists in the promotion of the CHIP Program and he works with the CHIP Committee. Member Rindone express~:t his belief that the key question is the need for this consultant position, that there is an overriding concern with the number of consultants the City employs--we either need to examine this carefully or be sure that the staff that we do employ has the appropriate skills to perform this function, regardless whether it is General Fund, Grant, or Redevehipment money. City Manager Goss responded that the arrangement for Mr. Ciotti's~ services in early 1977. It has been less expensive retaining Mr. Ciotti as an independent consultant as opposed to filling the job with a City employee. However, recently, Mr. Ciotti stated he plans on retiring at the end of June 1992 and during the recent budget process there was discussion about creating a full time position in lieu of Mr. Ciotti's contract position. It is the City's intention that this position become a full time City position in the next fiscal year budget. Member Rindone noted that to staff's credit, the City over the years has been very frugal in the number of employees relative to other cities and the growth within Chula Vista; but we need to look at City staff having specific expertise that the City is now hiring consultants to perform. He requested staff provide a list of consultants that are paid from General Fund money and a list of consultants that are paid with Redevelopment funds. The lists should contain the special skills being provided by these consultants. Member Rindone further stated that staffas well as the Council needs to develop a long-range, three to five year, plan of how the City is going to provide cost- savings, reduce the number of consultants, and find more effective ways to utilize staff to perform those services currently being performed by consultants. Mr. Goss cited an example in the Planning Department where previously four consultants were previously under contract and now the work they were performing is being done by newly created staff positions. Member Grasser Horton stated she concurred with Member Rindone and noted that she had requested similar information from department heads.
