ROLL CALL: PRESENT: Members Malcolm, Moore, Nader, Rindone, and Chairman McCandliss ALSO PRESENT: John D. Goss, Director; Bruce M. Boogaard, Agency Attorney;, and Beverly A. Authelet, City Clerk 2. APPROVAL OF MINUTES: MSUC (Malcolm/Moore) to approve the minutes of October 9, November I and 15, 1991 as presented. 3. RESOLUTION 1140 ADOPTING A CONFLICT OF INTEREST CODE MSUC (Nader/Malcolm) to continue Resolution 1140 in order to obtain employee input and to be brought back to the Agency in conjunction with the Resolution for Council approval. 4. REPORT APPEAL OF DESIGN REVIE3fi/ COMMIFtI~E REQUIREMENT FOR THE SUDBERRY PROPERTIES INCORPORATED INDUSTRIAL BDILDING PROJECT LOCATED AT 1675 BRANDYWINE AVENUE Director Goss stated staff recommendation was to consider the appeal of the Design Review Committee and support their recommendation. They have reviewed the project twice and he did not see a reason why that should be reversed. ~Member Malcolm stated many of the changes had been made in the field with staff informed during the construction phase. He questioned whether the design feature (window) could be seen from Brandywine Avenue. Luis Hernandez, Assistant Planner, responded that the applicant had worked with the staff to get this item resolved. They had been advised prior to the construction permit that this item had not been approved. Larry l~doha, Ware Malcolmb Architectural Planning, representing Sudberry Properties Incorporated, gave an overview of the project. There is no visibility of the building from the street and therefore those features would not be predominant. MS (Nader/Nader) to grant the appeal of the Design Review Committee requirement for the Sudberry Properties Incorporated induswial building project located at 1675 Brandywine Avenue. Member Rindone felt that in support of the motion it was critical to let the Design Review Committee that there was an alternative option as presented tonight. VOTE ON MOTION: approved 4-1-0 with Member Moore voting no. Minutes Page 2 December 4, 1990 MSUC (McCandliss/Nader) to send a follow-up letter to the Design Review Gomm~ttee explaining the position the Agency took and asking for any additional comments they would like to offer. 5. ORAL COMMUNICATIONS - None. 6. DIRECTOR'S REPORT - None. 7. CHAIRMAN'S REPORT - None. 8. MEMBER'S COMMENTS a. Member Nader: It should be stressed to the Boards and Commissions that whenever an item comes before the Agency or Council, a member of the Board or Commission should be present.
