MEMBERS PRESENT: Members McCandliss, Malcolm, Moore, Nader and Chairman Cox
STAFF PRESENT: Executive Director Goss; A~sistant City Manager Asmus; Community
Development Director Salomone
2. REPORT ON MITIGATION CREDIT OPTION
Chris Salomone, Community Development Director stated there were no additional staff comments.
Chairman Cox stated Dr. Penner of the Port Commission was in the audience and he would request that
staff work with the Port Commission to pursue picking up of Chula Vista's option.
MSUC (Cox/Nader) to continue for one week, with meeting being scheduled after the Gity Council
meeting.
Dr. Penner stated the Port Commission was actively pursuing cleanup of the bay and have formed several
committees. One of the committees is for "prevention~. He stated they have already moved to the Policy
Committee and he would urge the Council move with utmost speed in contacting the Committee regarding
Council's Resolution allowing only double hull tankering in San Diego bay.
He stated the documents regarding the mitigation credits should be developed and noted the short time
frame.
VOTE ON MOTION: Approved tmanimously
3. RESOLUTION 1061 APPROPRIATING $900.00 FROM THE LOW AND MODERATE-INCOME
HOUSING SET ASIDE FUND TO ASSIST BAYSCENE ARBITRATION FEES
RESOLUTION OFFERED BY MEMBER MCGANDLISS, reading of rb_e text was waived, passed and approved
unanimously.

Member Moore
Stated the CHIP program seemed very successful and noted their funding was depleted.
Mr. Salomone stated staff would be before the Agency in the future regarding funding.
The Redevelopment Agency adjourned at 9:40 p.m. to the regular adjourned City Council meeting of
Thursday, February 27, 1990 at 6:00 p.m. in the City Council Chambers and reconvened as City Council
to meet in closed session.
