BUSINESS
The staff recommendations regarding the following item(s) listed under the Consent Calendar will be enacted
by the Agency by one motion without discussion unless an Agency member, a member of the public or City
staff requests that the item be pulled for discussion. If you wish to speak on one of these items, please fill out
a "Request to Speak Form" available in the lobby and submit it to the Redevelopment Agency or the City Clerk
prior to the meeting.
1. PRESENTATION UPDATE ON THE CHULA VISTA BAYFRONT MASTER
PLAN
On 5/25/04, at a joint meeting of the Board of Port Commissioners and
Chula Vista City Council, the Port Board and City Council gave preliminary
approval of the Chula Vista Bayfront Master Plan land use plans, and
authorized staff to proceed with Phase II of the master plan. (Director of
Community Development)
STAFF RECOMMENDATION:
Agency/Council accept the report.

within the Agency's jurisdiction that is not an item on this agenda. (State law, however, generally prohibits
the Redevelopment Agency from taking action on any issues not included on the posted agenda.) If you wish

BACKGROUND
On May 25, 2004, at a joint meeting of the Board of Port Commissioners (Port Board) and Chula
Vista City Council (City Council), the Port Board and City Council gave preliminary approval of the
Chula Vista Bayfront Master Plan (CVBMP) land use plans identified as "Option C" and "Option B",
and authorized staff to proceed with Phase II of the master plan. Phase II includes identifying a
specific development program and master plan alternatives, conducting a financial feasibility
analysis, and formulating a project description for the preparation of an environmental document
pursuant to the California Environmental Quality Act (CEQA). Staff, in concert with the consultant
team, will present an update on the progress of Phase II of the master planning process and the
public input received to date.
RECOMMENDATION
Presentation by staff and the consultant team on the status of the CVBMP.

DISCUSSION
At the direction of the City Council and Port Board at a joint meeting held on May 25, 2004, staff
has proceeded to implement Phase II of the CVBMP, which includes identifying a specific
development program and master plan alternatives, conducting a financial feasibility analysis, and
formulating a project description for the preparation of an environmental document pursuant to
CEQA for the land use plans identified as Option C and Option B.

The Port has retained the firm of Cooper, Robertson & Partners (CR&P) as the lead urban design
consultant for Phase II. CR&P, represented by Randy Morton and Keith Orlesky, was also the
consulting firm responsible for the completion of the planning and design component of Phase I of
the master plan. The Port has also retained RECON Environmental, Inc. to conduct the Phase II
environmental analysis and to prepare the environmental document required pursuant to CEQA.
Economic Research Associates, Katz and Associates, and Wade Communications have also been
retained by the Port as consultants for economic analysis, public facilitation, and public outreach,
respectively, to assist in the completion of Phase II.
Since Phase II began, the Citizens Advisory Committee (CAC) membership has expanded to 29
members. Five CAC meetings have been held since September 2004, including two "charette"
workshops, which have enabled participants to review plan alternatives in three dimensions. A
bayfront tour and a development economics class have also been held for CAC members. In
addition, a public meeting was held in December to update the public on the status of the CYBMP
and to solicit input on the three-dimensional models. Additional CAC meetings and public meetings
are planned as the master plan progresses.
Staff and representatives of the CYBMP consultant team will present the public input received to date
and provide and overview of the status of the bayfront master plan. The next steps in the process
include completion of the financial feasibility analysis and a refinement af the development
program.
FISCAL IMPACT
This presentation will have no fiscal impact to the Redevelopment Agency/City Council.
