AGENCY RESOLUTION 1418 APPROVING A FINAL RENTAL ASSISTANCE PAYMENT IN THE AMOUNT OF $3,300 PURSUANT TO THE ADOPTED RELOCATION PLAN FOR THE FINAL RENTAL UNIT HOUSEHOLD FORMERLY RESIDING AT 459 F STREET WITHIN THE TOWN CENTRE U REDEVELOPMENT PROJECT AREA--The City and Redevelopment Agency purchased the property at 459 F Street as part of the adopted Chula Vista Master Plan Expansion Project. On 7/19/94 the Council/Agency approved Final Rental Assistance and Last Resort Housing payments for three of the remaiuing four households that needed to be paid. Council and Agency are now requested to approve the final claim which concludes all relocation payments for this project. Staff recommends approval of the resolutions. BACKGROUND: The City of Chula Vista and the Chula Vista Redevelopment Agency purchased the property at 459 F Street as part of the adopted Chula Vista Master Plan Expansion Project. The property contains 1 single family residence fronting F Street and 5 rental units on the balance of the .52 acre parcel. In order to utilize the property, 5 rental households have been relocated. On April 5, 1994, the Council and Agency approved the payment of Advanced Assistance and Moving Expense relocation claims for all 5 households. On July 19, 1994, the Council and Agency approved Final Rental Assistance and Last Resort Housing payments for 3 of the remaining 4 households that needed to be paid. As was outlined in that report, Mary Mancini, who resided in Apartment B, would be submitting her final claim in the near future. This item requests that the Council and Agency approve Ms. Mancini's final claim as provided which concludes all relocation payments for this project. RECOMMENDATION: It is recommended that: 1) The Redevelopment Agency adopt the resolution which approves the Final Rental Assistance payment to Mary Mancini formerly residing at 459 F Street pursuant to the adopted Relocation Plan, and 2) The City Council adopt the resolution which authorizes the expenditure of $3,300 from the Civic Center Expansion Project (Account No. GG-130) for a payment of the Agency approved Final Rental Assistance payment which is mandated by State law. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. q-J Page 2, Item-d- Meeting Date 09/06/94 DISCUSSION: As provided in the other reports previously identified, affected residences are entitled to receive Advance Assistance, Residential Moving Expenses, Rental Assistance, and if applicable, Last Resort Housing payments. The spirit of the law is to provide enough funds to the displacee up front in order to afford the initial cost of the move such as moving expenses, security deposit, and first month's rent; and then pay rental assistance (up to a maximum of $5,250) and any Last Resort Housing payments that may be necessary in order for the displacee to be made "whole". The Rental Assistance payment is determined by taking the "monthly housing need" and multiplying by 48 (48 months). The amount, if any above the maximum of $5,250, is considered the Last Resort Housing payment. Attached is the Final Rental Assistance (Attachment A) claim filed by Ms. Mancini as follows: NAME PAYMENT TYPE AMOUNT Mary Mancini Rental Assistance $3,300 Ms. Mancini's Final Rental Assistance claim was predicated on the determined "monthly need" of $100; therefore, the full amount of her Rental Assistance claim would be $4,800. However, the $4,800 had to be offset by the Advance Assistance payment of $1,500 she previously received, thereby arriving at the Final Claim amount of $3,300. Since her claim does not exceed the maximum amount of $5,250, she is not entitled to receive a Last Resort Housing Payment. FISCAL IMPACT: This is the final relocation payment necessary to be paid on this project. As provided in the Fiscal Impact section of the prior report of June 19, 1994, the grand total for all relocation payments made on this project was $46,033.28; therefore, with this additional $3,300 the final grand total is $49,333.28. As part of the adopted Relocation Plan, an estimate of $73,500 was provided for relocating the tenants. The difference between the amount estimated and the grand total amount of $49,333.28 is primarily due to the fact that the Purchase and Sale Agreement for the property included all relocation benefits for the prior property owner. Adoption of the resolutions will not create an additional fiscal impact since the funds have previously been appropriated in the Civic Center Expansion Project CIP (#GG-130). [149.94 I'ev.
