REGARDING THE SALE OF SPACE NUMBER 145 AT ORANGE
TREE MOBILE HOME PARK--When Orange Tree Mobilehome Park
converted to resident ownership the Agency purchased 29 homes residents did
not want to buy. The Agency still owns 18 of those spaces and has the
opportunity to sell Space 145. Staff recommends approval of the resolution.

4. Resolution 1472 EXTENDING THE OWNER PARTICIPATION AGREEMENT WITH LAWRENCE
M. AND STEPHEN P. CUSHMAN, DATED OCTOBER 17,1991, FOR TWO YEARS--The Cushmans have
requested a further extension of the Owner Participation Agreement due to current adverse market conditions. Staff
recommends approval of the resolution. (Community Development Director)
5. RESOLUTION 1473 APPROVING RELOCATION CLAIM FOR $9,079.36 AND AUTHORIZING AN
AGENCY BUDGET ADJUSTMENT TRANSFERRING FUNDS FROM THE PROFESSIONAL SERVICES
ACCOUNT TO THE RELOCATION COSTS ACCOUNT TO COVER THE RELOCATION EXPENSE
CLAIM ASSOCIATED WITH THE ACQUISITION OF THE FORMER SOUTH BAY CHEVROLET SITE
LOCATED WITHIN THE SOUTHWEST REDEVELOPMENT PROJECT AREA--Acquisition of the property
at 801 included a parcel with a single family home. State Law requires the Agency to pay all eligible relocation
expenses. The resolution will transfer funds from the professional services account to the appropriate account to
cover this expense. Staff recommends approval of the resolution. (Community Development Director) 4/5ths vote
required.

6. RESOLUTION 1474 APPROPRIATING $27,816 FROM THE LOW AND MODERATE INCOME
HOUSING FUND FOR BALANCE OF PAYMENT TO SKIDMORE ENvmONMENTAL PLANNING FOR
CONTRACTUAL SERVICES RELATING TO THE VETERANS HOME PROJECT--On 5/16/95Ihe Council
and Agency directed staff to commence CEQA review for the Veterans Home project. On 6/6/95 Council
authorized an agreement with Skidmore Environmental Planning. Resolution 17913 contained an error which now
needs to be corrected. Staff recommends approval of the resolution. (Community Development Director) 4/5ths
vote required.
RESOLUTION 1474 OFFERED BY MEMBER RINDONE, reading of the text was waived, passed and
approved unanimously.
7. RESOLUTION 1475 AUTHORIZING THE CHAm TO SIGN THE TENTATIVE PARCEL MAP AND
FINAL PARCEL MAP FOR THE BROADWAY BUSINESS HOMES/VILLAGE PROJECT LOCATED AT
760 BROADWAY--The tentative parcel map has been submitted for processing. The property is owned by the
Redevelopment Agency and the Agency's signature, as owner, is required on the tentative parcel map. If the
Agency is still owner of the property when a final parcel map is processed, the Agency's signature will also be
required on the final parcel map. Staff recommends approval of the resolution. (Director of Engineering)

approved unanimously.

BACKGROUND: In Novernber 1987, Orange Tree Mobilehome Park converted to resident ownership.
The Agency assisted the residents in purchasing their park with a $600,000 acquisition loan which was
converted to loans for lower income residents to help them purchase their spaces. At that tirne, 29
residents did not wish to purchase their space, and the Agency agreed to purchase these spaces after the
newly-forrned homeowner's association was unable to secure financing to purchase these unsold spaces.
The residents who did not purchase their space remained as renters. The Agency's desire is to sell these
spaces as new home buyers move into the park. The agency currently owns 17 spaces, having sold 12
spaces. In this case, space number 145 was a rental space owned by the City and the residents owned
the home. Due to years of financial difficulties and habitual nonpayment of rent, the residents filed for
bankruptcy. The City evicted the residents in June of this year and the residents failed to take any action
to sell their home. Thus, abandonment papers were filed so that the City could sell the unit. The
Community Development Department has received an offer to purchase space 145 at the appraised value
of $33,500 ($30,000 for the land and $3,500 for the unit).
RECOMMENDATION: That the Agency conduct a public hearing, consider testimony, and adopt the
resolution approving the sale of Space 145 at Orange Tree Mobilehome Park at 521 Orange Avenue.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION: This is a request to authorize the sale of Space 145 at Orange Tree Mobilehorne Park.
If approved, the Community Development Director will be authorized to execute the purchase contract
and escrow instructions, and take such other action as deemed necessary to consummate the sale. The
sales price is based on a recent appraisal of $33,500. A copy of the appraisal is available for review.
FISCAL IMPACT: The Agency has an outstanding loan of approximately $19,680 from Bank of
America for this space. Proceeds of the sale will be used to payoff this loan. The balance of $13,820
less closing costs will be deposited in the Agency's Low and Moderate Income Housing Set-Aside Fund.

PARK, recorded July 27, 1987 as File No. 87-420716 of Official Records of San Diego County.
(b) The exclusive right to possession of those portions designated as Exclusive Use Areas on
the above referenced Condominium Plan.

Unit S-I45 as shown and defined on the Condominium Plan referred to above.

RESOLUTION
RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
CHULA VISTA APPROVING THE SALE OF SPACE NUMBER 145 AT
ORANGE TREE MOBILEHOME PARK AND AUTHORIZING THE
COMMUNITY DEVELOPMENT DIRECTOR TO EXECUTE A
PURCHASE AGREEMENT AND ESCROW INSTRUCTIONS
WHEREAS, the Redevelopment Agency currently owns mobilehome spaces at
Orange Tree Mobilehome Park located at 521 Orange Avenue, Chula Vista; and,
WHEREAS, these spaces are leased to tenants on a month-to-month basis; and,
WHEREAS, an offer has been made to purchase one of the Agency-owned spaces
(number 145) at this park; and,
WHEREAS, Article 11, Section 33431 of the California Community
Redevelopment Law requires that a Public Hearing be held for any sale or lease of Agency-
owned property; and,
WHEREAS, said Public Hearing has been conducted pursuant to Section 33431
for the sale of Orange Tree space number 145.
NOW THEREFORE, THE REDEVELOPMENT AGENCY OF THE CITY
OF CHULA VISTA does hereby find, order, determine and resolve to approve the subject
sale of space number 145 at Orange Tree Mobilehome Park and authorizes the Community
Development Director to execute a purchase agreement, attached hereto as Exhibit A, and
escrow instructions and to take such other actions as deemed necessary to consummate said sale.

Park located at 521 Orange Avenue, Chula Vista, CA 91911. Spaces are proposed to be sold
to the mobilehome owners currently either residing at or acquiring the Agency-owned spaces at
