1. Request by Member Malcolm for reconsideration of funding for the soccer
tournament sponsored by South Bay Soccer League
Council concurred to reconsider the above item.
Member Malcolm stated that he spoke with an individual for about two hours on
he phone after last Thursday's meeting and, after thinking about it, felt that
even though South Bay Youth Soccer League might make some money, it is
significantly less than they had asked for. He sees now that it is not a
drain on the City, as Member Moore pointed out, but the City will have a
financial benefit out of it or break even. Hopefully, next year the City will
be able to hold the tournament here. The League's agreement to work with the
Chamber to have people stay here in the City is beneficial to the City.
Member Malcolm stated that he felt he made the wrong decision, he would like
the South Bay Youth Soccer League to represent the City.
MSC (Malcolm/Moore) to remove the condition of the $1,500 repayment.
Member Moore suggested that the City may want to re-think its policy as it
pertains to the youth. In reviewing the list of funding assistance to the
youth, he noted that what the City has contributed is minimal. We have
contributed more to youths who go to remote distances to represent the City.
Member McCandliss stated her concerns that when she first heard of the
tournament it was scheduled to be played in Chula Vista but now it's going to
be played in Imperial Beach. If it were like the other events the City
sponsored that were here, she would view it differently. Every year there are
so many agencies that come to the City looking for financial support; we
cannot support them all. If the League makes anywhere near the figures that
were quoted to the Agency last Thursday, they should reimburse it. What the
Agency did last week was appropriate, the Agency could "up" the loan if
they're looking for more money, but she has a difficult time making it a
contribution.
Member Nader noted that the condition of repayment is contin§ent upon the
League making enough money to make the repa~q~ent. Would the Agency help them
out more by increasing the amount of the loan available? For example, offer
them a $5,000 loan and they can pay a portion of it.

Speaking to Council was Mr. Don Swanson, lB7 Murray Street, Chula Vista who --
noted that the soccer program in South Bay is headed in the right direction.
He noted the number of excellent players coming from San Diego Fidel
Fernandez being the best known; the Leagues in South Bay go from amateur to
semi-professional; the League being formed by Mr. Ross, who spoke at last
Thursday's meeting, is definitely a high-caliber type League.
As a result of last Thursday's meeting, Mr. Swanson stated he would be getting
together with representatives from AYSO and the YMCA to focus attention on the
need for better quality fields and more fields being set aside, and to
address that,with the City.
Member McCandliss stated her concern that games would not be played locally.
She asked Mr. Swanson if playoffs could be here or if that would be
unreasonable. Her major concern is that the tournament is not being played
here.
Mr. Swanson responded that whatever flyers Mr. Ross had sent out would promote
Chula Vista as opposed to Imperial Beach. Mr. Ross is a resident of Chula
Vista, it was his intent to have the playoffs in Chula Vista but because of
the unavailability of fields, the game was scheduled in Imperial Beach.
MOTION - RESTATED BY VICE-CHAIR NADER
To turn the loan into a grant and retain the same conditions adopted last
week. -
Conditions to be retained: a special event will be held in Chula Vista;
efforts to be made to use Chula Vista playing fields; sponsors of the
tournament will cooperate with the Chamber in promoting the use of Chula Vista
Motel facilities and business.

The motion carried with Member McCandliss voting no (Chairman Cox out).
