ROLL CALL: Agency/Council Members Moot -' Padilla_, Rindone -' Salas -' and Chair/Mayor Horton- CONSENT ITEMS (lIem2) (Will be voted on immediately following the Council Consent Calendar during the City Council meeting) The staff recommendations regarding the following item listed under the Consent Calendar will be enacted by the Agency by one motion without discussion unless an Agency member, a member of the public or City staffrequests that the item be pulled for discussion. If you wish to speak on one of these items, please fill out a "Request to Speak Form" available in the lobby and submit it to the Secretary of the Redevelopment Agency or the City Clerk prior to the meeting. Items pulled from the Consent Calendar will be discussed after Action Items. Items pulled by the public will be the first items of business. 2. COUNCIL APPROVING CLOSURE OF TIDRD A VENUE FROM "D" TO "G" RESOLUTION 19221 STREETS FOR THE CHULA VISTA DOWNTOWN IDGH SCHOOL BAND PAGEANT ON NOVEMBER 14, 1998--In January 1998, Council approved Sweetwater Union High School District's request to close Third Avenue and provide financial assistance to conduct a band pageant in April 1998 in the Downtown area. The April pageant was cancelled and the School District has rescheduled the pageant to 11/14/98 and would like to conduct the event in the Downtown area. Staff recommends Council approve the resolution to close Third Avenue between "D" and "G" Streets and that the Agency approve the related staff services. (Community Development Director) ITEMS PULLED FROM THE CONSENT CALENDAR This is the time the Redevelopment Agency will discuss items which have been removed from the Consent Calendar. Agenda items pulled at the request of the public will be considered prior to those pulled by Agency Members. ORAL COMMUNICATIONS This is an opportunity for the general public to address the Redevelopment Agency on any subject matter within the Agency's jurisdiction that is not an item on this agenda. (State law, however, generally prohibits the Redevelopment Agency from taking action on any issues not included on the posted agenda.) AGENCY/COUNCIL MEMBER COMMENTS ADJOURNMENT The meeting will adjourn to a closed session and then to the Regular Redevelopment Agency Meeting on November 3, 1998 at 4:00 p.m., immediately following the City Council meeting, in the City Council Chambers. ********** CLOSED SESSION Unless Agency Counsel, the Executive Director, or the Redevelopment Agency states otherwise at this time, the Agency will discuss and deliberate on the following item(s) of business which are permitted by law to be the subject of a closed session discussion, and which the Agency is advised should be discussed in closed session to best protect the interests of the City. The Agency is required by law to return to open session, issue any reports of.flm!1 action taken in closed session, and the votes taken. However, due to the typical length of time taken up by closed sessions, the videotaping will be terminated at this point in order to save costs so that the Agency's return from closed session, reports of.flm!1 action taken, and adjournment will not be videotaped. Nevertheless, the report of final action taken will be recorded in the minutes which will be available in the Office of the Secretary to the Redevelopment Agency and the City Clerk's Office. 6. BACKGROUND: In January 1998, Sweetwater Union High School District requested the closure of Third Avenue and financial assistance to conduct a band pageant in the Downtown on April 1998. Unfortunately, the pageant was cancelled. The School District has rescheduled the pageant to November 14, 1998 and would like to conduct the event in the Downtown area, It is requested that Third Avenue be closed from "D" Street to "G" Street between 6;00 a.m. and 10;00 a.m. on Saturday, November 14, 1998. The proposed street closure has been coordinated with staff from Public Works, Parks and Recreation, Transit, Engineering, and the Police and Fire Departments and the City's Risk Manager. RECOMMENDATION: Staff recommends City Council adopt the resolution approving the closure of Third Avenue from "D" to "G" Streets on November 14, 1998 for the Sweetwater Union High School District's 1998 Band Pageant, subject to conditions listed in Exhibit A of the resolution; and that the Agency approve related staff services as presented in this report. BOARDS/COMMISSIONS RECOMMENDATION: On October 6, 1998, the DBA Board voted to support the closure of Third Avenue for the Sweetwater Union High School Band Pageant proposed to be held on November 14, 1998. c2 -I -. -- Page 2, Item ~ Meeting Date t 0.20-98 DISCUSSION: Last year, the Sweetwater Union High School District initiated a band pageant for high school bands to qualify for major upcoming school band competitions throughout the region and state. The District would like to conduct the pageant annually and have selected Third Avenue in Downtown Chula Vista between E Street and the Memorial Bowl as the pageant site. Staging for the pageant is planned to begin at 6;00 a.m. on Third Avenue between 0 and E Streets. The pageant will begin at 8;00 a.m. Depending on the number of participants, the activity should finish about 10 a.ffi, at the Memorial Bowl where trophies will be awarded. It is anticipated that at least 36 bands from San Diego County will participate in the event. Since the pageant is a sanctioned band review, it will include a judges stand located on the route. The DBA Board voted to recommend that the pageant be held in the downtown. Families and friends of the participating band members attending the function will be exposed to the Downtown commercial district and the Chula Vista Community. FISCAL IMPACT: The City will incur administrative costs of processing this request. The Sweetwater Union High School District requests city staff services for the event which will include; Police services for crowd control and traffic control $3,100 Parks personnel trash clean-up 240 City portable stage, PA system, folding chairs, delivery set-up, removal 270 Public Works barricades, traffic control equipment, delivery & removal 1.400 TOTAL $5,010 Funding for staff services is available in the Town Centre I/Bayfront Redevelopment budget. Ipbl H:\HOMEICOMMOEV\STAFF.REP\10.06.98Ibandpag.nov [October 8, 199813:23PMII r;;2-d- - . .. -- RESOLUTION NO. /qJ,d.-( RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AND APPROVING THE CLOSURE OF THIRD AVENUE BETWEEN "D" AND "G" STREETS ON SATURDAY, NOVEMBER 14, 1998 FOR THE CHULA VISTA DOWNTOWN HIGH SCHOOL BAND PAGEANT WHEREAS, the Sweetwater Union High School District has requested the temporary closure of Third Avenue between "0" and "G" Streets to conduct the Chula Vista Downtown high School Band pageant on November 14, 1998, subject to conditions set forth in Exhibit A attached hereto and incorporated herein by reference; and WHEREAS, the City Council encourages public and quasi public activities that will be mutually beneficial to the Chula Vista Community and the Chula Vista Downtown, NOW, THEREFORE, BE IT RESOLVED that the City Council of City of Chula Vista does hereby approve the closure of Third Avenue between "0" and "G" Streets on Saturday, November 14, 1998, for the Chula Vista Downtown High School Band Pageant subject to conditions listed in Exhibit A, attached hereto and incorporated herein by reference. The Sweetwater Union High School District (SUHSD) shall provide for adequate traffic and crowd control, as determined by the City's Traffic Engineer and Police Department. 2. The SUHSD shall provide adequate litter control during and after the event. 3. The SUHSD shall notify all property owners and tenants (including businesses and residents) that will be affected by the street closure. The notification must be sent by first class mail at least seven days prior to the event date. 4. No band performance shall begin before 8 a.m. 5. The SUHSD must provide, 10 days prior to the band pageant, evidence of general liability insurance in the amount of $1 million, in the form of a certificate of insurance and policy endorsement satisfactory to the city, naming the City of Chula Vista and the Chula Vista Redevelopment Agency as additional insured. 6. SUHSD shall submit proof of insurance for all participants in the event and in a form that meets approval of the City of Chula Vista Risk Manager. 7. The SUHSD must execute an agreement in a form approved by the City Attorney and Risk Manager to hold the City and Redevelopment Agency harmless from any liability resulting from the subject Band Pageant activities. 8. The SUHSD shall provide and post "No Parking" signs in a form acceptable to the City Traffic Engineer, along the band pageant route. Buchan Principal Community Development Specialist CITY OF CHULA VISTA Community Development Department 820 fourth Avenue Chula Vista, CA 91910 RE: Chula Vista Band Review Dear Ms. Buchan: By this letter, Chula Vista High School is requesting closure of Third Avenue and financial assistance in order to host the postponed Chula Vista Band Review, which was previously approved in January 1998 for an April date, on November 14, 1998. It is anticipated that approximately 40 county and out of county bands will participate in this event which is planned to begin no later than 9:00 a.m. and end at approximately 1:00 p.m. The parade route will be south along Third Avenue from D street to Memorial Bowl. Enclosed is a map of the proposed parade route. The Downtown Business Association voted unanimously once again to support the event on the new date. With their support and the support of the City of Chula Vista, it is hoped that this will be an annual event exposing thousands of county residents to the downtown commercial district.
