ORAL COMMUNICATIONS
This is an opportunity for the general public to address the Redevelopment Agency on any subject matter
within the Agency's jurisdiction that is not an item on this agenda. IState law, however, generally prohibits
the Redeveiopment Agency from taking action on any issues not included on the posted agenda.) If you wish
to address the Agency on such a subject, please complete the "Request to Speak Under Oral Communications
Form" available in the lobby and submit it to the Secretary to the Redevelopment Agency or City Clerk prior to
the meeting. Those who wish to speak, please give your name and address for record purposes and follow up
action.
PUBLIC HEARING
The following item Is) have been advertised and/or posted as public hearings as required by iaw. If you wish to

1.a. JOINT PUBLIC HEARING OF THE CITY COUNCIL/REDEVELOPMENT
AGENCY TO CONSIDER THE EXTENSION OF AN INTERIM ORDINANCE
PROHIBITING THE ESTABLISHMENT OR EXPANSION OF OUTDOOR
STORAGE USES AND TOLLING THE OPERATION OF EXISTING OUTDOOR
STORAGE USES WITHIN THE REDEVELOPMENT PROJECT AREAS -On
5/29/01, Council adopted Urgency Ordinance No. 2836-A to prohibit the
establishment or expansion of outdoor storage uses and tolling the operation
of existing outdoor storage uses within the redevelopment project areas.
Pursuant to the Municipal Code, Section 19.12.130, the ordinance was
adopted on an urgency basis and took effect immediately upon passage to
protect the public safety, health, and welfare. As an interim measure, the
ordinance will be of no further force and effect 90 days from the date of
adoption unless the City Council, by a four-fifths vote, extends the
ordinance for one year. No more than two such extensions may be adopted.
Unless extended, the urgency ordinance will expire on 8/27/02.

VISTA APPROVING THE CITY COUNCIL ORDINANCE EXTENDING FOR ONE

ESTABLISHMENT OR EXPANSION OF OUTDOOR STORAGE USES AND
TOLLING THE OPERATION OF EXISTING OUTDOOR STORAGE USES

STAFF RECOMMENDATION: That: 1) Council/Agency open the public
hearing and receive testimony; 2) Council read and adopt the urgency
ordinance to be effective August 27, 2002; 3) Council place the ordinance
on first reading; and 4) Agency adopt the resolution.

ADJOURNMENT
The meeting will adjourn to a closed session and thence to an adjourned meeting
of the Redevelopment Agency on September 10, 2002, at 6:00 p.m., immediately
following the City Council meeting in the City Council Chambers.
CLOSED SESSION
Unless Agency Counsel, the Executive Director, or the Redevelopment Agency/City Council states otherwise at
this time, the Agency/Council will discuss and deliberate on the following itemlsl of business which are
permitted by law to be the subject of a closed session discussion, and which the Agency/Council is advised
should be discussed in closed session to best protect the interests of the City. The Agency/Council is required
by law to return to open session, issue any reports of final action taken in closed session, and the votes taken.
However, due to the typical length of time taken up by closed sessions, the videotaping will be terminated at
this point in order to save costs so that the Agency/Council's return from closed session, reports of final action

taken, and adjournment will not be videotaped. Nevertheless, announcements of actions taken in Closed
Session shall be made by Noon on Wednesday following the meeting at the City Clerk's office in accordance
with the Ralph Brown Act (Govt. Code § 54957.71
