On 10117/02, a Request for Proposals (RFP) for Urban Waterfront Planning
and Design Consulting Services for the Chula Vista Bayfront Master Plan
Study was issued to 87 firms by the San Diego Unified Port District pursuant
to a Joint Planning Agreement between the District and the Agency. The
RFP emphasized the need for a consultant team comprised of three major
disciplines: award-winning urban water planning and design; innovative
market and financial analysis; and development of an extensive public
outreach program. A consultant selection committee consisting of staff
from the City and the Port was formed. The consultant selection committee
selected five of the ten respondent consultants to be interviewed.
STAFF RECOMMENDATION: Agency/Council adopt the resolution.

March 4, 2003, at 4:00 p.m., immediately following the City Council meeting in

STUDY AND AUTHORIZE THE EXECUTIVE DIRECTOR

AGREEMENT
EXECUTIVE SUMMARY:
A Request for Proposals (RFP) for Urban Waterfront Planning and Design Consulting
Services for the Chula Vista Bayfront Master Plan (CVBMP) Study was issued on
October 17, 2002 to 87 firms. The RFP emphasized the need for a consultant team
(consultant) comprised of three major disciplines: award-winning urban waterfront
planning and design; innovative market and financial analysis; and development of an
extensive public outreach program. A consultant selection committee, consisting of
staff from the Port and City of Chula Vista (City), was formed to review the RFP
responses and interview the consultants. Five of the ten respondent consultants were
interviewed by the selection committee: Carrier Johnson/Cooper Robertson & Partners,
ROMA Design Group, Sasaki Associates Inc., Ehrenkrantz Eckstut and Kuhn
Architects, and Wallace Roberts & Todd. The top three consultants are recommended
to the Board for consideration. All three are exemplary, award-winning planning teams.
Board Policy 110 requires that the top three ranking consultants be recommended to
the Board that are determined to be most qualified to provide the services sought by the
Port. The Board, at its discretion, may choose anyone of the three consultants. Staff
has provided its recommendation for the top candidate consultant team. The three
consultants, in order of Port and City staffs preference, are: Carrier Johnson/Cooper
Robertson & Partners, ROMA Design Group, and Sasaki Associates Inc. Staff will
negotiate the actual terms of the one-year agreement with the selected consultant and
return at a future Board meeting with a completed agreement. It is anticipated that the
agreement fee will range from $800,000 to $850,000.
Staff recommends Carrier Johnson/Cooper Robertson & Partners because of their
nationally acclaimed urban waterfront projects. Their team is comprised of the following

major players: Cooper Robertson & Partners as the planning and design firm, Gordon
Carrier of Carrier Johnson as Project Director, Wade Communications to provide public
outreach services, Sedway Group to provide market and financial analyses, David
Malmuth of Robert Charles Lesser and Company to provide real estate development
services, and P&D Consultants to provide infrastructure cost analyses. The Carrier
Johnson/Cooper Robertson & Partners team represents 40 years of design leadership
experience, and combines the talents and vision of nationally recognized leaders in
master planning and waterfront development, with extensive knowledge of local
governmental, environmental, physical, and economic conditions.
RECOMMENDATION:
Adopt a resolution authorizing selection of Carrier Johnson/Cooper Robertson &
Partners to provide Urban Waterfront Planning and Design Consulting Services for the
Chula Vista Bayfront Master Plan Study and authorize the Executive Director
(PresidenUCEO) to negotiate a one-year consulting agreement.
FISCAL IMPACT:
It is anticipated that the proposed agreement fee will range from $800,000 to $850,000.
Funds will be paid from the City of Chula Vista MOU account. The Port will repay half
of these funds out of operating accounts at a later time. (Certificate of the Treasurer
03-113).
DISCUSSION:
Backaround on the Chula Vista Bavfront Master Plan Study
On June 26, 2002, at a joint workshop of the Board and Chula Vista City Council, the
master planning team, comprised of 28 Port and City staff members, was directed to
begin a master plan study for the Chula Vista Bayfront. The purpose of the study is for
the Port and City to work cooperatively in a comprehensive public planning process to
develop a master plan for the Chula Vista Bayfront that, when implemented, will result
in the creation of a world-class bayfront and meets mutually identified objectives.
On October 8, by Resolution 2002-280, the Board authorized staff to enter into a Joint
Planning Agreement (JPA) with the City of Chula Vista. The JPA formalizes the Port's
and City's commitment to working cooperatively in developing the CVBMP. The JPA
outlines: objectives, values, work plans, concepts, Port and City team member roles,
decision-making, dispute resolution, cost sharing, and timelines.

Between September and November 2002, the master plan team participated in project
management sessions for the Chula Vista Bayfront master plan process. Work
products generated included: a project statement, project objectives, a draft sequence
and schedule of deliverables, and a draft work program. A revised schedule was
produced, and is subject to further refinement once a consultant team is retained.
On January 16, 2003, the first CVBMP public meeting was conducted by Port and City
staff to introduce the joint master planning process being undertaken by the Port and
the City for the Chula Vista Bayfront. The public meeting was held at "Bob's On The
Bay" restaurant in Chula Vista, located in the project area, and consisted of an
afternoon and an evening session to accommodate all interested parties.
The public meeting was advertised in approximately 400 meeting notices, including
mailing to: federal, state, and local agencies; organizations; environmental groups;
surrounding Port tenants and property owners; schools; and churches. Furthermore,
the meeting was advertised on the Port's new Chula Vista Bayfront Master Plan Study
web page, a news release was distributed, and a display ad was placed in the Chula
Vista Star News. Potential master planning consultant teams were invited to the public
kick-off meeting as well.
Approximately 175 people attended the public meeting. A wide variety of questions and
comments were received from the meeting attendees regarding: joint planning with the
Midbayfront project; land trading between the Port and Midbayfront parcels; the desire
for open space and parks with passive and active recreational and educational uses;
the need for focused planning meetings for the power plant site; the need to address
infrastructure; and a request for the Port to maintain its commitment to protecting and
enhancing environmental resources. It is anticipated that the next public workshop will
be held in late March or early April, after the consultant team agreement is executed.
The Consultant Selection Process
On October 8, 2002, the Board authorized staff to issue an RFP for Urban Waterfront
Planning and Design Consulting Services for the CVBMP. The RFP was issued on
October 17, 2002. Notice of the RFP availability was published in the San Diego Union
Tribune and the San Diego Daily Transcript, and was posted on the websites of the
Association of Environmental Professionals, National and California American Planning
Associations, and the Port of San Diego. The RFP was mailed to 87 urban waterfront
planning consultants and subconsultants all over the United States. Again, the RFP
emphasized the need for a consultant team comprised of three major disciplines: an
award-winning urban waterfront planning and design firm that would bring the best
waterfront design to Chula Vista; innovative market and financial analyses to accurately

estimate infrastructure costs and attract developers; and development of an extensive
and responsive public outreach program to ensure public participation and support.
The RFP requested that the consultant team also be comprised of professionals in the
fields of: real estate development, landscape architecture, civil engineering,
transportation planning, and environmental resources.
The Port received 10 responses to the RFP by the deadline date of November 27,
2002. The selection committee evaluated the written RFP responses based on:
experience and expertise; reliability and responsibility, including past project
implementation; understanding of the Port and City objectives; proposed fee; and
knowledge of the project area. Based on this evaluation, the selection committee
narrowed the candidate consultants to five: Carrier Johnson/Cooper Robertson &
Partners, ROMA Design Group, Sasaki Associates, Ehrenkrantz Eckstut & Kuhn
Architects, Inc., and Wallace Roberts & Todd Inc.
On January 15, 2003, Port and City staff hosted a bus tour and orientation of the
project area for the five shortlisted consultants. The purpose of the bus tour and
orientation was to better educate the consultants about the project, and provide them
with an opportunity to change subconsultants, and refine their proposed fees and
scopes of work. Port and City staff briefed the consultants on: the history of the project
area; existing project area, including the power plant site; environmental issues;
regulatory requirements; and tentative schedule.
The selection committee interviewed all five shortlisted consultants, conducted second
interviews where clarification was needed, and evaluated them in five major areas:
general and directly related waterfront planning experience; understanding of the
project; team composition and availability; general presentation; and reasonableness of
scope, cost, and schedule. Following the consultant interviews, the selection
committee ranked the shortlisted consultants, and the top three ranking consultants are
recommended to the Board for its final selection. All consultant teams are exemplary,
award-winning waterfront planning teams. However, based upon the ranking system of
the selection committee and staff analysis, the consultants are ranked as follows with
staff's recommended choice first:

The following is an assessment of the three consultants, in ranked order:
Carrier Johnson/Cooper Robertson & Partners (7.481 points)
The Carrier Johnson/Cooper Robertson & Partners team is a well-assembled team
comprised of professionals in the desired disciplines requested in the RFP. Cooper
Robertson & Partners would provide the Port with the urban waterfront planning
experience desired to develop the CVBMP. Cooper Robertson & Partners is a
nationally recognized architecture and urban design firm located in New York. The
principal representatives from Cooper Robertson & Partners are Brian Shea and
Randall Morton, and their significant waterfront projects include: Battery Park City
Master Plan in New York City; Memphis Riverfront Master Plan; Boston Seaport Master
Plan; Maritime Park Master Plan in Miami; Detroit East Riverfront Park; and the
Baltimore Inner Harbor East. They have received numerous awards for their Battery
Park City projects from: the National American Institute of Architects (NAIA), American

Institute of Architects (AlA), American Society of Landscape Architects (ASLA), Urban
Land Institute (ULI), and the Waterfront Center. Cooper Robertson & Partners is the
first and only firm to receive NAIA. awards in both architecture and urban design in the
same year. Other Cooper Robertson & Partners projects have received awards, such
as from: the AlA for the Boston Seaport Public Realm Plan; the NAIA for WaterColor,
Florida; ULI for Celebration, Florida; the American Planning Association (APA) for the
Carlyle Master Plan in Virginia; and the NAIA (Honor Award) for the Visitors'
ReceptionlTransportation Center in South Carolina.
Carrier Johnson would provide project management and direction to the consultant
team. Carrier Johnson is a local firm with over 25 years of experience in architecture,
urban planning, and interior design. Gordon Carrier would be the Project Director for
the CVBMP, and his project experience includes: Chula Vista Midbayfront Visioning
Plan, Chula Vista Bayside Redevelopment Master Plan, Goodrich Corporate Offices,
City of Chula Vista Police Headquarters, Naval Training Center Concept and Imaging
Study, Otay Ranch Master Plan Study, Ballpark Redevelopment District, Guangzhous
China Bio-Island Master Plan, and Villa del Palmar Master Plan in Mexico. Other
Carrier Johnson representatives are Linda Zubiate and Frank Wolden.
Wade Communications would provide public outreach and public relations services for
the CVBMP. The team's public outreach program for the CVBMP would include:
identifying and working with stakeholders, coordinating public workshops, coordinating
with the media, and preparing newsletters. Leslie Wade of Wade Communications
brings 17 years of experience in communications related to land use and community
development. Her project experience includes: the Chula Vista Nature Center, San
Diego Padres Ballpark, and San Diego City Hall Redevelopment.
The Sedway Group would provide market analysis and financial feasibility consulting
services for the CVBMP. The Sedway Group has conducted numerous development
feasibility analyses and market and economic studies for various projects in California,
and has provided favorable consulting services in the past to the Port's Real Estate
Department.
David Malmuth of Robert Charles Lesser and Company would provide real estate
development expertise to the consultant team. Mr. Malmuth has 20 years of
experience in the development business, which includes completion of over $1 billion in
high-profile projects, assisting clients in the planning and execution of mixed use,
entertainment, and waterfront developments. Projects worth noting include: Hollywood
and Highland, a $615 million mixed use entertainment and retail project, and Paseo
Colorado in Pasadena, an "urban village" consisting of 560,000 square feet of retail and

entertainment beneath 400 luxury apartments. As Vice President of Disney's
Development Company, Mr. Malmuth led Disney's efforts in the revitalization of the
New Amsterdam Theater in New York.
The SWA Group (SWA) would provide landscape architectural services. SWA would
support the design process, focusing upon their strengths as a firm nationally
recognized and honored for their design leadership, and bringing a perspective of
landscape and hardscape design, public art coordination, and public accessibility.
Other subconsultants of the Carrier Johnson/Cooper Robertson & Partners team
include: P&D Consultants, URS, Katz Okitsu and Associates, and Allied Geotechnical
Engineers, Inc. P&D Consultants would provide civil engineering and infrastructure cost
estimating services. URS has extensive project experience in environmental analysis,
and would provide geotechnical, environmental, and macro-scale transportation
planning services. Katz Okitsu and Associates is active in transportation planning,
traffic and parking studies, and traffic design, and would provide micro-scale
transportation planning services. Allied Geotechnical Engineers, Inc. houses primarily
civil engineers and geologists, and would provide geotechnical services.
The Carrier Johnson/Cooper Robertson & Partners team has proposed a fee of
$850,000 to complete the master plan in seven months.

ROMA Desiqn Group (7,380 points)
ROMA Design Group (ROMA) is a San Francisco firm with extensive urban waterfront
experience in major cities around the world, and has been involved in all aspects of
waterfront development, from overall master planning to the design and construction of
land and waterside facilities. ROMA has international project experience, including:
Orchard Road in Singapore; Viaduct Harbour in Auckland, New Zealand; transit and
pedestrian improvements in downtown Manila, Philippines; and the Tainan City, Taiwan
Master Plan. Other project highlights include: the Suisun City Redevelopment Plan,
Portland South Downtown Waterfront Plan, Oakland Estuary Plan, Alaskan Way
Viaduct in Seattle, and Santa Monica Third Street Promenade. ROMA has worked on
various planning and design projects in San Francisco over the past 25 years,
including: the Northeast Waterfront Plan, Pier 7, Mid-Embarcadero Roadway and Open
Space, Downtown Ferry Terminal, Music Concourse at Justin Herman Plaza, and
Treasure Island Ferry Terminal. ROMA has much project experience in San Diego,

including: Ballpark District, Centre City and Horton Plaza Redevelopment Plans, Navy
Broadway Complex, the Port's America's Cup Harbor/Shelter Island Master Plan, and
the City of Coronado's GlorieUa Bay Master Plan.
RO~' A has also won significant planning awards, including NAIA Honor Awards for: the
200 Mid-Embarcadero Open SpacefTransportation project, 1992 Railyards Specific
Pia for Sacramento, and 1992 Third Street Promenade in Santa Monica. ROMA's
Pro~' cts have received other awards from: the Waterfront Center (Honor Award) for the
Sui un City Waterfront project, the Southern California APA for the Santa Monica Civic
Ce er Specific Plan, and the National ASLA (Honor Award) for San Francisco's Pier 7.
The principal representatives from ROMA are Boris Dramov and Jim Adams. The
ROMA team includes the following subconsultants and respective roles: Project Design
Consultants for project management assistance and civil engineering services;
Economic & Planning Systems for financial analysis; Keyser Marston Associates for
market analysis; Wade Communications for public outreach and public relations;
Terracosta Consulting for coastal engineering services; URS Corporation for
environmental and geotechnical services; Lintvedt McColl & Associates for civil
engineering services; and Katz Okitsu and Associates for transportation planning
services.
The ROMA team has proposed a fee of $672,550 to complete the master plan in 10
months.

Sasaki Associates Inc. (6,690 points)
Sasaki Associates Inc. (Sasaki) is a multi-disciplinary firm established 49 years ago and
is an acknowledged leader in planning and design. Sasaki has strong experience in
working with municipal officials and regulatory agencies, market analysts, financial
experts, and legal specialists, supplementing in-house capabilities. Sasaki's notable
waterfront projects include: the Port's North Embarcadero Alliance Visionary Plan, the
San Francisco Presidio Trust Implementation Plan, the San Francisco Waterfront
Embarcadero, the Charleston Waterfront Park and Master Plan, the Indianapolis
Capital City Landing at White River State Park and Master Plan, and the Olympic
Green District in Beijing, China. Sasaki has also worked on other projects on Port
property such as: 1996 Driscoll Plan for America's Cup Harbor, Campbell Hotel Site
Development, Old Police Station Master Plan, South Embarcadero Urban Development
Plan, and Tidelands Urban Design Guidelines.
Sasaki projects have also received significant and multiple planning awards from: the
San Diego APA and AlA for the North Embarcadero Alliance Visionary Plan; the ASLA
(Honor Award) and Waterfront Center (Top Honor Award) for the Charleston Waterfront
Park and Master Plan; the Sacramento APA for the SacramentolWest Sacramento
Riverfront Master Plans; the ASLA for the California State University Monterey Bay
Master Plan, and the National APA and AlA (Honor Award) for the New York State
Canal Recreationway Plan.
The principal representatives from Sasaki are Owen Lang and Janne Corneil. The
Sasaki team includes the following subconsultants and respective roles: Keyser

The Sasaki team has proposed a fee of $953,400 to complete the master plan in 12
months.
Strengths of the Sasaki team include:

Summary
Staff judged Carrier Johnson/Cooper Robertson & Partners (7,481 points) to be
superior to the other two consultants. As per Board Policy 110, two other qualified firms
are recommended, namely: ROMA, who was a close second (7,380 points), and
Sasaki, who was ranked third by a higher margin (6,690 points). Carrier
Johnson/Cooper Robertson & Partners scored the highest in the top three of the five
interview evaluation criteria (experience, project understanding, and team composition),
tied with ROMA for general presentation, but scored the lowest for reasonableness of
proposed scope, cost, and schedule. ROMA scored second highest in experience,
project understanding, and team composition, tied with Carrier Johnson/Cooper
Robertson & Partners for general presentation, but scored the highest for
reasonableness of proposed scope, cost, and schedule. Sasaki scored lowest in the
top four criteria, but scored second highest for reasonableness of proposed scope,
cost, and schedule. In staffs view, all three consultants have the ability to create a new
waterfront identity for Chula Vista, with Carrier Johnson/Cooper Robertson & Partners
being ranked as the best of the best for this project.
References:
The references checked for each consultant provided favorable recommendations and
generally validated the statements of the consultants' representatives as to their
experience, effectiveness, responsiveness, strengths, and weaknesses.

Recommendation:
Staff recommends that the Board select the Carrier Johnson/Cooper Robertson &
Partners team as the best choice of the final three consultants, and authorize the
Executive Director (President/CEO) to negotiate a one-year consulting agreement.
Staff bases its recommendation on the staff analysis of the capabilities of each
consultant, and the fact that the Carrier Johnson/Cooper Robertson & Partners team
was the highest ranked by the selection committee. Staff will negotiate the actual
scope of work and not-to-exceed fee for the one-year agreement with the selected
consultant and return at a future Board meeting with a final agreement.
Environmental Review:
This proposed Board action is not subject to CEQA, as amended.

Rating Matrix - Consultant Selection Process for the Chula Vista
Bayfront Master Plan Study
The attached rating matrix for urban waterfront planning & design consulting
services for the Chula Vista Bayfront Master Plan Study (CVBMP) is based upon
interviews of the five shortlisted consultant teams. The consultant selection
committee was comprised of Port staff from the Land Use Planning and Real
Estate departments, and City of Chula Vista (City) staff from the City Manager's
Office and Community Development Department.
Based upon the ranking system of the selection committee and staff analysis, the
consultants are ranked as follows, with Port and City staff's recommended choice
first:
1. Carrier Johnson/Cooper Robertson & Partners
2. ROMA Design Group
3. Sasaki Associates Inc.
4. Ehrenkrantz Eckstut and Kuhn Architects
5. Wallace Roberts & Todd
Staff recommends Carrier Johnson/Cooper Robertson & Partners because of their
nationally acclaimed urban waterfront projects. The Carrier Johnson/Cooper
Robertson & Partners team represents 40 years of design leadership experience,
and combines talents and vision of nationally recognized leaders in master
planning and waterfront development, with extensive knowledge of local
governmental, environmental, physical, and economic conditions.
The joint meeting between the Board and Chula Vista City Council is scheduled
for February 25 at 9:00 a.m. in the Boardroom to select and authorize negotiation
of a one-year agreement with a consultant team to assist in developing the
CVBMP.
