2. JOINT RESOLUTION OF THE CITY COUNCIL AND REDEVELOPMENT
AGENCY OF THE CITY OF CHULA VISTA DIRECTING STAFF TO INITIATE
THE PREPARATION OF AN URBAN CORE SPECIFIC PLAN - The General
Plan Vision for the Urban Core of the City states that the Urban Core will
contain the greatest diversity of public, commercial, civic, financial, cultural
and residential uses emphasizing its role as the hub of the City. The Urban
Core Specific Plan will be closely coordinated with the General Plan Update
process to accomplish the necessary neighborhood-level planning for the
Urban Core that is envisioned in the update process. [Community

The purpose of this report is to receive input and diredion from Council to proceed with the
preparation of an Urban Core Specific Plan with the expedation that staff will bring back a detailed
scope of work and associated budget request.
BACKGROUND
The City of Chula Vista's General Plan provides an overall vision and guiding principles, goals and
policies for the future development of the City. The General Plan, which was last updated in 1989, is
currently undergoing a comprehensive update. The existing General Plan incorporates five Area
Plans, including Central Chula Vista, Bayfront, Montgomery, Sweetwater and Eastern Territories.
These Area Plans identify issues, goals and objedives and planning and design proposals specific
for each of the geographically distinct areas of the City. These Area Plans will be updated along
with the General Plan. Within the Central Chula Vista Area Plan, the most intensive commercial and
residential uses and designations are concentrated in an area identified as the Urban Core.
In order to effedively implement the updated General Plan and respond to increasing development
interests in the Urban Core, an Urban Core Specific Plan is proposed to be developed to realize the
vision for the area as a vibrant urban centerpiece for the City of Chula Vista. Section 65301(b) of
the California Government Code authorizes the development of more detailed plans in order to
implement a general plan. These plans may address a particular subjed or geographic area within
the planning area of a general plan. In addition, Chula Vista Municipal Code Section 19.07.010
adopts by reference Sedions 65450 through 65507 of the California Government Code relating to
the authority, scope, and procedures for the adoption of specific plans. The Government Code
provides that the local legislative body has the authority to initiate the preparation of a specific plan
to implement the policies of a general plan for a specific area. A specific plan may do so by
regulating land uses, creating development and design standards, and establishing entitlement
processes.
The preparation of the Urban Core Specific Plan has been, and will continue to be, closely
coordinated with the General Plan Update process, and is anticipated to follow the conclusion of the
General Plan Update. Currently, staff from the Community Development Department is
participating in an intradepartmental effod with the Planning and Building Department and other
City departments to develop preliminary land use alternatives that will be tested for further

evaluation as part of the update process. As the alternatives are further refined, staff crossover
involvement in the General Plan Update will ensure consistency and coordination throughout the
specific plan process.
RECOMMENDATION
It is recommended that the Redevelopment Agency/City Council adopt the resolution directing
staff to initiate the preparation of the Urban Core Specific Plan, by distributing a Request for
Proposals for the project, and retaining a consulting team to prepare the Plan.

DISCUSSION
Realizing the Vision
The preparation of the Urban Core Specific Plan will be developed consistent with the Vision adopted
by the General Plan, and will be closely coordinated with the General Plan Update process to
accurately retied the goals and policies for this area, as may be amended through the General Plan
Update process. The current Vision states that "The Urban Core will contain the greatest diversity of
public, commercial, civic, financial, cultural, and residential uses emphasizing its role as the hub of
the city." The Land Use Element of the General Plan calls for the use of precise planning in the areas
surrounding Town Centre I to encourage mixed land use. Goal 1 of the Central Chula Vista Area
Plan of the General Plan states "It is the goal of Chula Vista to foster the vitality and preeminence of
Central Chula Vista and the Urban Core in particular as the downtown and focus of the city."
In addition, the General Plan also establishes a vision for the traditional residential neighborhoods
that surround the Urban Core. The Vision states that these neighborhoods "will retain their
dominant single family charader" and that "the attractiveness of living in these areas will be
enhanced by the core's diversity in charader and architectural style and enhanced access to facilities
and services." This vision and goals will be updated and refined through the General Plan Update,
and the Land Use and Transportation Element of the Plan will be revised to reflect the updated vision
and goals. In addition, the "Central Chula Vista Area Plan," which is part of the existing General
Plan and provides detailed policy guidance regarding future development of the northwestern
portion of the City, will be updated to reflect the updated vision and goals for this area.
The Urban Core Specific Plan would serve as the planning mechanism to direct and guide the
development of the Urban Core in accordance with the upd.ated General Plan. The specific plan
will serve to implement the new General Plan's neighborhood-level planning principles and policies
for this area and provide the implementing tools for the General Plan through a policy and
regulatory document that addresses the issues and opportunities unique to the area. It would
include focused design guidelines tailored to the various distinct areas and uses that make up the
Urban Core, including the Downtown/Third Avenue District, the Chula Vista Center area, Broadway
and adjacent transit areas, and the principal gateways such as "H" Street and 'E' Street. In
addition, the Urban Core Specific Plan could provide for flexibility and tailoring of development
regulations to address issues unique to these districts, and establish an implementation component

to streamline the entitlement process. The Urban Core Specific Plan will be an opportunity not only
to renew the Urban Core, but also to provide improved services and amenities to residents in the
surrounding neighborhoods that will benefit from revitalization.
Preliminary Scope of Work
Staff is suggesting that the study area for the Urban Core Specific Plan include those areas where the
primary focus of urban development is expected to occur, bounded by 'E' Street to the north, '1'
Street to the south, Interstate 5 to the west, and Del Mar Avenue to the east. One of the initial tasks
within the scope of work would be to define "focus areas" within the study area where specific plan
level policies and guidelines would be appropriate. Information and studies generated through the
General Plan Update will be utilized to minimize conflicts and avoid redundancy of work efforts.
Staff from both the Community Development and Planning and Building Department will play an
integral role in the consultant selection process, defining the scope of work, and developing a public
participation process. Initially, public participation will be integrated with the General Plan Update
process and background reports generated by the General Plan team will be used to identify
opportunities and constraints. Ultimately, a citizens advisory committee may be recommended, in
order to provide more direct public input into the formulation of the Specific Plan document.
Major components of the specific plan development process will include the following:
· Special studies addressing detailed planning and land use, circulation and parking needs,
infrastructure assessment, architectural and design guidelines, market analysis, funding
sources, and implementation and phasing analysis.
· The environmental review (CEQA) process to identify any impacts and establish appropriate
mitigation if necessary, and serve as the Master EIR for the Urban Core.
· Policy development, analysis, evaluation, selection, and implementation with ongoing
opportunities for public input and participation.
Adoption of the attached resolution will direct staff to formally initiate the preparation of an Urban
Core Specific Plan. Adequate staff resources are now anticipated to be available to develop a work
program and manage the development of the Urban Core Specific Plan. Funds have been included
in the FY 2003-04 Capital Improvement Program budget that will be used to retain outside
consultants to provide various professional support and technical services in the preparation of the
specific plan. City staff and resources will be used as appropriate and to the greatest extent possible
to control costs and ensure integrity and viability of final work products. If initiated, a Request For
Proposal will be distributed within the next few weeks for the desired consultant services. Staff will
then return to Council to award the contract that will include a detailed work plan.
FISCAL IMPACT
This resolution will not have a fiscal impact; however, if initiated staff will return to Council to award
the contract to the selected consultant. The 2003/04 Capital Improvement Program Budget includes
$250,000 to complete the Specific Plan and associated environmental document. An additional
appropriation may be needed if the negotiated consultant contracts exceed that amount.

WHEREAS, the General Plan Vision for the Urban Core of the City states that the Urban Core will
contain the greatest diversity of public, commercial, civic, financial, cultural, and residential uses
emphasizing its role as the hub of the City; and
WHEREAS, the General Plan Vision for the traditional residential neighborhoods that surround the
Urban Core states that the attractiveness of living in these areas will be enhanced by the Urban Core's
diversity in character and architectural style and enhanced access to facilities and services; and
WHEREAS, the Land Use Element of the General Plan calls for the use of precise planning in the
areas surrounding Town Centre I to encourage mixed land use; and
WHEREAS, Goal 1 of the Central Chula Vista Area Plan of the General Plan states, "It is the goal of
Chula Vista to foster the vitality and preeminence of Central Chula Vista and the Urban Core in particular as
the downtown and focus of the City;" and

WHEREAS, the preparation of the Urban Core Specific Plan will be closely coordinated with the
General Plan Update process to accomplish the necessary neighborhood-level planning for the Urban Core
that is envisioned in the update process; and
WHEREAS, Section 65301(b) of the California Government Code authorizes area plans within a
