has called and will convene a special meeting of the City Council/Redevelopment Agency. The
meeting will be concurrent with the Board of Port Commissioners, San Diego Unified Port District
meeting, Tuesday, July 29, 2002 at 1:00 p.m., in the Council Chambers, located in the Public

THAT HIS ABSENCE AT THIS MEETING BE EXCUSED.
STAFF RECOMMENDATION: The absence be excused.
ORAL COMMUNICATIONS
This is an opportunity for the general public to address the Redevelopment Agency on any subject matter
within the Agency's jurisdiction that is no~t an item on this agenda. (State law, however, generally prohibits the
Redevelopment Agency from taking action on any issues not included on the posted agenda.) If you wish to
address the Agency on such a subject, please complete the "Request to Speak Under Oral Communications
Form" available in the lobby and submit it to the Secretary to the Redevelopment Agency or City Clerk prior to
the meeting. Those who wish to speak, please give your name and address for record purposes and follow up
action.
BUSINESS
If you wish to speak to any item described in the Agenda before or during consideration of that item, please fill
out the "Request to Speak Form" available in the lobby and submit it to the Secretary of the Redevelopment
Agency or the City Clerk prior to the meeting.
1. PRESENTATION ON PRELIMINARY EXISTING CONDITIONS,
OPPORTUNITIES, AND CONSTRAINTS FINDINGS FOR THE CHULA VISTA
BAYFRONT MASTER PLAN BY THE CONSULTANT TEAM - Over the past
four months, as part of its initial scope of work tasks, the Chula Vista
Bayfront Master Plan (CVBMP) consultant team of Carrier Johnson/Cooper,
Robertson & Partners has reviewed numerous background documents and
held various meetings and interviews with Port and City staff, the public, and
stakeholders in order to gather existing conditions, opportunities, and
constraints data for the CVBMP. The consultant team will incorporate this
data into a report that will be used as a framework for developing three draft
master plan alternatives for the Chula Vista Bayfront. A summary of their
findings will be presented. Port, City staff and the consultant team
anticipate returning to the joint Council/Redevelopment Agency and Port
Board this fall to present three preliminary draft master plan alternatives.

STAFF RECOMMENDATION: No action by the City Council/Redevelopment
Agency is requested at this time.
ADJOURNMENT
The meeting will adjourn to the regular meeting the City Council on August 19,
2003, at 6:00 p.m., and the regular meeting of the Redevelopment Agency on
August 19, 2003, at 6:00 p.m. immediately following the City Council meeting in
the City Council Chambers.
