BACKGROUND
The California Used Oil Enhancement Act (1999) requires the collection of four cents for every
quart of lubricating oil sold, transferred and imported into California from oil manufacturers.
Chula Vista consumers pay four cents per quart into the fund when they purchase oil. The Act
mandates that the California Integrated Waste Management Board (CIWMB) use a portion of the
funds to provide block grants to local governments for used oil programs that encourage used oil
and oil filter recycling. Chula Vista is the lead agency for the Used Oil Recycling Program for
the South Bay cities ofChula Vista, Imperial Beach and National City.
ENVIRONMENTAL REVIEW
Not applicable.
RECOMMENDATION
That Council adopt the resolution accepting a grant from the California Integrated Waste
Management Board Used Oil Enhancement Act, Cycle 12 and appropriate $55,285 in
unanticipated revenues for the FY07 supplies and services budget and $25,000 to the FY07
personnel services budget of the Waste Management Recycling Fund.

DISCUSSION
This grant is a "regional" program that includes the cities of Chula Vista, Imperial Beach, and
National City. The program targets regional watershed protection issues that affect all the cities
that share the South Bay watershed. The primary purpose of this block grant is to provide
alternatives to illegal disposal of used motor oil in storm drains, fields and waterways, through a
network of collection opportunities and outreach efforts designed to inform and motivate the
public to recycle used oil.
This grant will continue to provide technical assistance and new supplies for approximately 33
free used oil recycling drop-off centers and curbside collection programs in Chula Vista,
National City and Imperial Beach.
The public education component will allow the City to continue to provide advertising, portable
displays, point of purchase displays, the Used Oil Hotline, billing inserts, bottles, funnels and
drain pans. This will also allow staff to have a booth at the various car shows throughout the
South Bay, reaching out to our target audience the "Do It Yourselfers" (DrYers).
This grant cycle also includes work at the marina providing boaters an alternative disposal option
for oil contaminated bilge water and motor oil other than dumping it in the bay.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is not site
specific and consequently the 500 foot rule found in California Code of Regulations section
18704.2(a)(1) is not applicable to this decision.
FISCAL IMPACT
The grant will provide $80,285 to implement used oil recycling education and promotion through
the 2006/2007 fiscal year. There is no additional fiscal impact as a result of the recommended
action to adopt the attached resolution. The program does not require matching funds.

This letter authorizes you to begin incurring costs under the Block Grant 12 (UBG12)
Terms and Conditions and Procedures and Requirements. Any UBG12 expenditures
which occurred prior to the NTP but after July 1, 2006, will be covered by the Procedures
and Requirements for the BG12th cycle.
Enclosed is a copy of your executed Grant Agreement cover sheet. Refer to Exhibit A:
Terms and Conditions and Exhibit B: Procedures and Requirements that were sent to
you with the original Grant Agreement for all reporting requirements. Supplemental
information is also available on our website at

Grant Manager if you need an additional copy of the Terms and Conditions and the
Procedures and Requirements.
Also enclosed is a copy of New Administrative Requirement for AI! Open Used Oil Block

describes a new requirement that invoices must be submitted for all Block Grant
expenditures after July 1, 2006.

BOARD'S USED OIL RECYCLING BLOCK GRANT
FOR 2006/2007, 12TH CYCLE.
WHEREAS, the California Integrated Waste Management Board provides Block
Grant opportunities for funding Used Oil Recycling Disposal and Education Programs;
and
WHEREAS, staff submitted the Block Grant application on behalf of the South
Bay Regional Used Oil Recycling Program serving Chula Vista, Imperial Beach and
National City for the period of July 1,2006 through June 30, 2009; and
WHEREAS, the City received a regional grant award of $80,285 from the
California Integrated Waste Management Board in November 2006; and
WHEREAS, Staff will be using these funds to promote the practice of proper
disposal and recycling of used oil and oil filters.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Chula Vista accepts a grant in the amount of $80,285 from the California Integrated
Waste Management Board Used Oil Block Grant program and appropriate the amount to
the Personnel, Supplies and Services budget of the Waste Management Recycling fund of
the General Services Department, based upon unanticipated revenues.
