CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA

ROLL CALL
Councilmen present: Mayor Cox, Councilpersons McCandliss, Scott, Malcolm, ~loore
Councilmen absent: None
Staff present: City Manager Cole, City Attorney Lindberg, Assistant City
Manager Asmus
Mayor Cox remarked that Item #2 will be considered first pending the arrival of
Councilman Scott.
2. FOCUS Community Stay in School Program (Director of Public Safety)
Director of Public Safety introduced Mr. Stokes, Supervisor of Student Affairs,
Sweetwater Union High School District and in charge of the Operation Stay at
School Program.
Mr. Stokes gave a brief background of the inauguration of this program which
began in October 1981 as a pilot program under the leadershipof Judge Dennis
Adams. He declared that the program is designed as a preventative rather than
a punitive approach to improved attendance at the schools. The objectives of
the program are to prevent truancy, reduce loss of student learning time,
assist parents who may be having problems with their sons/daughters, and pre-
vent daylight crimes by juveniles. Mr. Stokes commented on the cooperation of
the police departments from Chula Vista, Imperial Beach and National City in
conducting spot "sweeps" at various location throughout the South Bay.
In answer to the Council's questions, Mr. Stokes said there have been six (6)
sweeps in Chula Vista resulting in picking up 69 students. Since the pilot
program, there have been sixteen (16) sweeps resulting in just one repeater.
Director of Public Safety Winters affirmed that the daytime burglaries in
the City decreased by 30% due, in part, to this Stay in School Program.
3. REPORT CONCERNING ALTERNATIVES TO CLOSING MEMORIAL PARK RESTROOMS
Director of Public Safety Winters referred to his written report noting the
Council action of September 21, 1982 to close the restrooms. He commented that
there are three course of action that can be taken to control the situation:
(1) lock up the restrooms permanently; (2) increase surveillance; (3) open the
restrooms only on weekends and holidays (as suggested by Councilman Moore).
Mr. Winters indicated that he would concur with the third option.
Council discussion followed during which Councilwoman McCandliss voiced her
concern over bringing officers in from other beats to increase this area's
surveillance. Other concerns were whether this was a high priority item;

the verdicts given by the judges in these cases; the adverse publicity being
given to these stories; the number of restrooms in other park areas; the
need for the restrooms in this park; closing the restrooms for a time certain.
MSUC (Cox/Scott) to draft a letter to the Judges in the South Bay Courts express-
ing Council's concerns and frustrations overthe problems developed in the
Memorial Park restrooms. A copy of this letter to be sent to the District
Attorney.
MSC (Cox/McCandliss) for a 60-day period of time, to adopt the staff recom-
mendation for increased surveillance and at the end of the 60-day period of
time, if the staff feels there is not a significant improvement to this problem
they can be given the authorization to lock the restrooms during the week
and open them only on weekends. Councilman Moore voted "no".
Councilman Moore said he could support a 30-day time period and if there is
still a problem after that, the staff can extend it for another 30-day
period of time. He added that with proper judicial action (letter being sent
to the judges), he feels the problem will be solved.
la. REQUEST OF CHAMBER OF COMMERCE TO HAVE RESTROOMS IN MEMORIAL PARK OPEN ON
SATURDAY, OCTOBER 16, 1982
Assistant City Manager Asmus stated that staff has been directed to have the
restrooms open onthis day.
lb. REQUEST OF CHAMBER OF COMMERCE TO HAVE SENIOR CITIZENS REFERRAL CENTER OPEN
ON OCTOBER 16, 1982
City Manager Cole explained the need to have this Center open: use of telephones;
increased exposure for the Center; use of the electricity for the festivities;
and the possibility of six representatives from Bank of America coming down from
Los Angeles and may want to view the structure (they donated $6000 for this
renovation). Mr. Cole added that a volunteer can be at the building from 10:30 am
to 4:30 pm.
In answer to the Council's query, Director of Parks & Recreation Pfister
indicated that although a volunteer will be at the Center, there will be a
need for a staff person who will have to be paid.
MSC (Malcolm/Moore) to have the Center open on Saturday, October 16. Councilman
Scott voted "no".
3. CITY MANAGER'S REPORT
MSUC (Cox/Malcolm) for a Closed Door Session at the end of the meeting for
employee negotiations.

3b. COUNCIL CONFERENCE ON FILING SUBDIVISION MAPS
City Manager Cole commented that the Council has asked for a Conference
regarding the process of filing subdivision maps - the procedure used by
the City. This workshop was planned to be done when Mr. Bill Robens was
still employed by the City. Inasmuch as it wasn't scheduled, Mr. Cole
asked the Council if they still wanted this workshop, and if so, would
they be receptive to hiring Mr. Robens to do it.
Council discussion followed regarding the need for the workshop; that
the City has "talent" in house that is capable of discussing and explaining
the process; that Mr. Robens is no longer with the City and the staff
should not rely on his expertise in these matters.
REDEVELOPMENT CONFERENCE
Councilman Scottindicated a need for a Council Conference concerning
"the theory of redevelopment".
MSUC (Scott/Moore) to schedule this for a Council Conference "somewhere
down the line."
Councilman Scott clarified the motion stating that he would like to know
the function of the redevelopment (department); how it works; how is it
different; the City's relationship; why was it set up; how was it set
up.
4. MAYOR'S REPORT
Mayor Cox reported that the 1982 AAA Pedestrian Safety Program Appraisal
has been received and there are a few areas that are listed needing improve-
ment, such as: legislation, public information and education; enforcement
and school traffic safety.
MSUC (Cox/Moore) refer this appraisal to the Safety Commission and have
them look at the areas identified as having shortcomings, and come back
to the City Council with a report.
5. COUNCIL COMMENTS
Councilwoman McCandliss asked which Councilmembers were going to participate
in the"dunking" contest on Saturday, October 16. Councilmen Moore and
Scott stated they planned to be there.
The Council recessed at 5:05 pm to Closed Door Session.
ADJOURNMENT at 5:25 pm to the meeting scheduled for Tuesday, October 19, 1982
at 6:00 p.m.
