"P" PRECISE PLAN HODIFYING DISTRICT (Director of Planning) D~rector of Planning Gray stated that questions were raised at a Council neetiny concerning the placement of the "P" no~ifier to the 29 acre parcel of industrial area at Otay Valley Road some months ago. The Council approved it by a split vote add directed that a conference be scheduled to discuss where to place this "P" modifier in the City. Principal Planner Lee reviewed the past zoning and development problems which were covered under the Planned Unit Developl~ent and Cluster Housing which led to the "P" District. Mr. Lee showed slides of typical developments explaining how it was used as a density control device for multiple family zoning as well as a design review tool. The Design Review Committee was formed and charged with reviewing multiple family zone developments. Mr. Lee said that this took the burden off staff and resulted in better developments in the City. The process v~as streamlined insofar as it did not require public hearings before the Planning Commission and the City Council. Mr. Lee noted the areas designed under the "P" Zone such as E1 Rancho del Rey (P-C zone) and the two redevelopment areas in the City: Bayfront and Town Centre. In answer to Councilmen's questions, Mr. Lee explained that there is no specific need for the "P" modifier unless the Council wa~ts to limit buildings to two-stories and things of that nature. The "P" modifier does not have to be applied to every R-3 development in the City unless there is a specific reason for doing so. Under general discussion the City Council noted the Code requirements covered under this zoning; the criteria for application of the "P" District; the advantages and disadvantages of applying this zone to developments within the City; time element involved for the developers in processing their plans; City development versus that of the private developer; and specific applications of the "P" District as it applies to certain developments in the City. Mr. Lee recommended t~at the "P" District could he applied to areas such as entries into the City, new community areas, and those areas in which the City wishes to control or guide developments in a manner different than the standard zoning regulations. City Council Adjourned Regular f~eeting - 2 - October 28, lq82 Mayor Cox discussed the two review boards in the City: the Design Review Board which reviews developments within the redevelopment areas and the Design Review Committee which reviews all R-3 developments in the City. tie suggested the possibility of merging these two bodies. Mr. Patrick Crowley, Registered Architect, Design Review Committee Member, related the objectives of the Committee, how they operate, how they review plans, method of criteria in approving plans, and some of the problems which confront the Committee. Nr. Crowley added that it would benefit the City to have the two Committees combirled. HSUC (McCandliss/~Ialcolm) to accept the report. I~S (Cox/Scott) to approve in concept, at this point, the merging together of the Design Review Board and the Design Review Committee and ask staff to come back with a plan of implementing that merger and refer this item to both the Design Review Board and the Design Peview Committee for comment. Councilman Moore suggested that instead of disbanding the Design Review Board, that they be given a similar task such as reviewing the developments along Broadway, or on Broadway from I-5 to "E" Street, or the ones at Otay Valley Road. Councilman Scott felt the Council should look at the whole area and expand the Design Review Committee, not necessarily with a view to merging the t~o bodies. Director of Planning Gray stated that perhaps the staff should be directed to investigate the matter and to direct these comments to both the Con~aittee and the Board for their input. SUBSTITUTE MOTION ~SUC (Cox/Scott) to direct staff to investigate and report back on this question and ask the Design Review bodies to look into it and to give the Council their comments; this is also referred to the staff for their comments. 2. CITY MANAGER'S REPORT A. City Hanager Cole submitted a revised schedule of City Council meetings for the next two months noting that no Council conferences were scheduled for the month of November and that a tentative Council conference was scheduled for December 9. This would take the place of the December 23 conference which just precedes the Christmas h ol i day. MSUC (Scott/Cox) to hold a conference on December 9 as recommended. City l:anager Cole asked the Council for some specific times in which to schedule a joint m~eting with the Montgomery Fire District and Supervisor Hamilton. City Council Adjourned Pegular Meeting - 3 - October 28, 1982 It was the concurrence of the Council that the City Manager schedule this meeting for the early part of next year. C. City Manager Cole reviewed the Council tour scheduled for November 6. The Council concurred that they will follow the tour as outlined, having lunch at E1 Torito and then going to the San Diego Gas and Electric Plant for a tour of that facility. 3. MAYOR ' S REPORT A. Mayor Cox noted for the record, the action taken at Closed Session on October 26, 1,°82. The Council approved a 6.5% total compensation increase in salary and benefits for the Police and Firefighters which will be retroactive to July 1. B. MS (Cox/Malcolm) to draft a letter to the Unified Port District requesting them to consider the reimbursement to member agencies for verifiable expenses incurred in the areas of Police and Fire - fire protection - services that are provided on Port land. Council discussion ensued regarding the ramifications of this motion; how much does it cost the various cities to provide this service; will it do the task it is intended to do; the ramifications on the District-wide area; and the actual services that are provided by the Unified Port District to the cities. SUBSTITUTE MOTION MSUC (Cox/Malcolm) for staff to substantiate costs incurred to the City because of the Port property and try to obtain a consolidated report of what the other people are doing and the potential cost also to include what services are provided by the Port District to the City. 4. COUNCIL COM~!ENTS A. Councilman Malcolm presented Star News Reporter Joan Conrow with roses from the Mayor and the Council in appreciation for her services in reporting events at City Hall. The Mayor noted that this was Joan's last meeting of the Council and she will now go to work for the Blade-Tribune in Oceanside. The Council wished her well. B. Councilman Scott discussed the large sign facing the ~05 freeway (Love's, Mexi-Insur, Texaco). He stated that it was never the intent of the City Council to have the gas prices changing on that sign. MS (Scott/Moore) for staff to come up with a specific reason why that sign should not be put up there on the freeway, and to abate, amortize, or whatever, that sign over a ten year period, and not to allow changing letters or numbers on that sign. City Council Adjourned Regular Meeting - 4 ~ October 28, 1982 Assistant City Manager Asmus said he was already investigating the legality of that sign and would report to the Council. SUBSTITUTE MOTION ~ISUC (Cox/Scott) for staff to report back to the City Council on the legality of that sign and the possible ways to abate it. C. Councilman Malcolm remarked that the Jaycees held their Fiesta de la Luna parade last Saturday along Fourth Avenue; however, they failed to notify the businesses along that street of the parade. Some of the banks could not have their full time staff in because these people could not get into the businesses. MSUC (Malcolm/McCandliss) for the Mayor to write a letter to the Jaycees expressing the Council's concern, outlining the problems that have incurred, and ask for their cooperation in preventing this from happening again. Mr. Pat Bararajas said he lives on Fourth Avenue and he and his wife could not get in or out of their home during the parade progress. D. Council~lan Moore noted the numerous calls the staff and Council are receiving regarding the mandatory trash collection. He submitted a notice sent by the Chula Vista Sanitary Service to these residents stating that the staff should have sent out a prior notice to all the residents notifying them of the Council's action and the purpose for this ordinance. Assistant City Manager Asmus indicated that a number of people may be at the meeting Tuesday evening and the Council may want to take some action to nodify the ordinance at that time.
