HomeMy WebLinkAboutCVRC Memo Susan BiQelow From: Sent: Subject: rudyforch ulavista [rudyforchulavlsta@cox. net] Monday, January 08, 2007 908 PM MEMORANDUM/ORGANIZATIONAL REFORMS FOR THE CVRC Memorandum Date: January &, 2006 To: Redevelopment Subcommittee - Mayor Cox and Councilmcrnber Rindone Cc: Councilmembers McCann and Castaneda Fr: Councilman Rudy Ramirez Re: Organizational ref0nns for the Chula Vista Redevelopment Corporation Because we share a vision for a vibrant redevelopment of West Chula Vista, I believe we should consider changes to the decision-making process and composition of the board of the Chula Vista Redevelopment Corporation. Changes to the composition and structure of the board could: Increase the boardls independence from both the City Council and city stafDcpoIiticize the process by removing elected officials from the membership; and,Improve efficiency by eliminating duplication and streamlining the process. In my view, the composition of the board should be balanced with four representatives of community-oriented groups those who have traditionally advocated 3community character2 and a cautious approach to redevelopment -- and four members from business-oriented groups and individuals eager to bring the economic benefits of redevelopment to our city. . .. Conununity oriented members could include representatives of each of the major local civic organizations and area planning groups -- Southwest Civic Association, Northwest Civic Association and Crossroads II and others concerned with harmonizing the impacts of redevelopment with existing neighborhoods. ... Development related interests could include an attorney with expertise in development related issues, other industry experts and representatives of local business organizations. By having both perspectives equally represented, and an even number oftotal members on the board, we can encourage compromise and consensus. It would be my hope that such a board could resolve many contentious issues and reach consensus on an Urban Core Specific Plan and important redevelopment proposals prior to them coming before the City Council. By incorporating these perspectives and interests traditionally held by the RAC and existing CYRC board in to a new, reconstituted CYRC board, we could eliminate the necessity for RAC and the existing CVRC board, thereby streamlining approval ofredeveloprnent proposals on which a consensus has been formed. It is my hope that we can have these issue resolved prior to a new City Manager taking their position. ' These are my initial ideas for restructuring and streamlining the decision making process for redevelopment proposals and the UCSP and are certainly a 'work in progress'. J look forward to hearing your ideas for improving the efficiency and independence of the process by which our city considers redevelopment proposals and to seeing the recommendations that your subcoIlilllittee is preparing.
