That the adjourned regular meeting of the Council of the City of
Chula Vista was held Thursday, April 28, 1983
and said meeting was adjourned to the time and place specified in
the order of adjournment ATTACHED HERETO:

The City Council met in the C~%~=C~n:~ at the City Hall,
276 Fourth Avenue on the above date at 6:03 p.m. with the
following:
Councilmen present: Cox, Malcolm, Moore, McCand]iss, Scott
None
Councilmen absent:
ADJOURNMENT
The Mayor adjourned the meeting until Monday, May 2, ]983

MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF CHULA VISTA, CALIFORNIA

ROLL CALL
COUNCILMEMBERS PRESENT: Mayor Cox, Councilmembers Malcolm, Moore,
McCandliss, Scott
COUNCILMEMBERS ABSENT: None
STAFF PRESENT: City Manager Goss
Mayor Cox announced the purpose of the meeting was for Council to adjourn to
Closed Session for matters of employee negotiations. He stated he had a few
announcements to make prior to the Closed Session.
1. Mayor Cox stated that Congressman Bates would like to meet with the
City Council to discuss Federalism and matters of mutual concern.
MSUC (Cox/Scott) to notice the meeting with Congressman Bates for
May 28, 1983, Saturday, at 12 noon.
City Manager Goss stated he would not be present at that meeting due to a
prior commitment.
2. Mayor Cox discussed Congressman Dills' bill on Compulsory and Binding
Arbitration stating it was set for hearing before the Senate and Finance
Committee on Monday, May 2, 1983.
MSUC (Cox/Moore) to authorize the Chairman of the Legislative Committee
(Councilman Malcolm) to testify at the hearing and staff to prepare comments
for Councilman Malcolm.
3. City Manager Goss referred to two maps posted on the wall which were
brought in by the Gersten people. This is a plan for 1,300 acres of the
Gersten development for their Specific Plan and Vegetation Plan. Mr.
Goss suggested that this matter be set for a Council Conference in order
to have the Gersten people explain it in detail. Councilman Scott
indicated that this would be an illegal procedure since a public hearing
would be scheduled in the future and presentation should be at that
time.
4. Councilman Scott discussed beginning recruitment immediately for a new
City Attorney.
MSUC (Scott/Moore) to start the process of procuring a City Attorney by the
same method as previously used for the City Manager.

Council discussion followed regarding bringing in some outside
professional legal attorneys to assist in the selection process; that the
City Manager should have some input into the decision; the preparation of
a more thorough job description; have a draft prepared and presented to
the Council prior to publication of the announcement; the person selected
should have both experience in Municipal Law and Management; staff should
contact County Counsel for their expertise and advice.
Councilman Scott said he talked to the Assistant City Attorney, Tom Harron and
was advised of a number of court trial cases coming up soon.
MSUC (Scott/McCandliss) to look into the possibility, if the need arises, for
staff to see how it can get a contract attorney in the interim period.
MSUC (Cox/Scott) to recess to Closed Session for matters of employee
negotiations.
The Council recessed to Closed Session at 4:25 p.m. The City Clerk was
excused and the Mayor reported the meeting ended at 6:03 p.m.
ADJOURNMENT at 6:03 p.m. to the meetings scheduled for Monday, May 2, 1983 at
4:00 p.m. for a Joint Meeting with the Schools Districts and to the regular
scheduled meeting of Tuesday, May 3, 1983 at 7:00 p.m.
