Councilmembers Present: Mayor Cox; Councilmembers Moore, McCandliss,

1. RESOLUTION NO. 11359 URGING THE LEAGUE OF CALIFORNIA CITIES' SUPPORT
FOR REALLOCATION OF EXISTING SALES TAX
City Manager Goss stated that at the last Council meeting, he was instructed
to come back with a modified resolution to be submitted to the League of
California Cities. At that time, a question was raised regarding the impact
on jurisdictions. The Council cited the City of Imperial Beach indicating
this type of proposal would help Imperial Beach where commercial activities
are outside of the City. Based on population, the current sales tax revenue
for Imperial Beach is $350,000 per year. Under this proposal, based on
population, the estimated sales tax revenue would be $1.4 million. The City
of Chula Vista would benefit as well, as the projected sales tax revenue is
$1.7 million this year. There is no doubt that all cities would benefit by
having 1~ come out of 6~ sales taxes.
Councilman Moore, in reference to the last paragraph of the proposed
resolution, remarked that the words "to guarantee this additional one cent
sales tax.. ." could be used as a loophole; therefore, this wording should be
changed to state" guarantee the present one cent sales tax "
MSUC (Moore/McCandliss) to amend the resolution to add ".. . to guarantee the
present one cent sales tax as a permanent source of income to cities" to the
1 ast paragraph.
RESOLUTION OFFERED BY COUNCILMAN MOORE, the reading of the text was waived by
unanimous consent, passed and adopted unanimously as amended.

COUNCIL COMMENTS
Councilwoman McCandliss commented that due to the proximity of the City to the
Omar Otay Landfill, the City is very lucky additional problems did not arise
(as a result of the recent fire). City Manager Goss stated a preliminary
tentative report would be provided at Tuesday night's meeting (8/23/83).

ADJOURNMENT at 5:48 p.m. to Closed Session to discuss personnel negotiations
(immediately following adjournment of the Redevelopment Agency meeting) and to
the regular meeting of August 23, 1983 at 7:00 p.m. The Recording Secretary
was excused and the City Manager reported that Closed Session ended at
6:00 p.m.
