HomeMy WebLinkAboutcc min 1983/08/27 MINUTES OF AN ADJOURNED REGULAR MEETING CITY COUNCIL OF CHULA VISTA, CALIFORNIA Saturday, August 27, 1983 8:00 a.m. Council Conference Room ROLL CALL Councilmembers present: Mayor Cox, Councilmembers Scott, McCandliss, Moore, Malcolm Councilmembers absent: None Staff present: None INTERVIEWS FOR BOARDS AND COMMISSIONS VACANCIES Mayor Cox announced that the following people will be interviewed: Robert Strahl - Parks and Recreation Mike Green - Planning Suzanne Harris - Planning and Library Sandra Mason - Parks and Recreation, Planning Tom Mitchell - Planning MaW Taylor - Planning Ashley Whitefeather - LibraW Linda Navarro - Planning Steve Taylor - Planning David Ferguson - LibraW, Parks & Recreation, Planning Robert Tugenberg - LibraW, Planning Suzanne Miller - Library Tim Nader - Planning Geraldine Vanderpool - LibraN, Parks and Recreation Jobanna Paladino - LibraN, P1 anning The interviews began at 8:00 a.m. and were completed at ll:20 a.m. A short recess was taken and the meeting reconvened at ll:30 a.m. MSUC (Malcolm/Moore) to reappoint SUZANNE MILLER to the LIBRARY BOARD OF TRUSTEES. MSUC (Moore/Malcolm) to reappoint MIKE GREEN to the PLANNING COMMISSION. The Council concurred it would take three votes for a candidate to continue in the balloting and that any candidate receiving three (or more) votes would be declared elected. Cox, Moore. McCandliss MR. ED GUILES, having received three votes was declared appointed to the PLANNING COMMISSION. MSUC (Moore/Malcolm) to reappoint JOHN HARRIS to the PARKS AND RECREATION COMMISSION. MR. ROBERT ST~HL. having received five votes. was declared appointed to the PARKS AND RECREATION COMMISSION. MS (Scott/Malcolm) for the Mayor to make appoin~ents to the PARKS AND RECREATION COMMISSION. Discussion followed regarding the merits of the motion; the provisions of the Charter; having the Mayor interview futu~ applicants and the Council ratifying the appointment. Councilman Scott withdrew his motion; Councilman Malcolm agreed to withdraw the second. MSUC (Scott/Moore) that in the future, the City Council interview only for Planning C~ission, Civil Service, Board of Appeals and Advisors and Libra~ Board of Trustees. (Council Policy) CITY ATTORNEY APPLICATIONS City Manager Goss and Director of Personnel Thorsen were present. MSUC (Cox/McCandliss) to ~cess to Closed Session for matters of personnel. The Council recessed at 12:15 p.m. and the meeting reconvened at l:lO p.m. Mayor Cox announced that the Council received a list of 33 applicants for the position of City Attorney. The list was screened down to 17. The screening was based on a set criteria. experience and education. MS (Scott/Moore) to authorize staff to run a reference check on finalists for the City Attorney's position. Adjourned Regular Meeting - 4 - August 27, 1983 Motion Clarified and Restated MSUC (Scott/Moore) for staff to run a reference check on the remaining seventeen (17) candidates for the position of City Attorney. It was the concurrence of the Council that the City Manager be directed to submit recommendations for a panel to interview the applicants and that an assessment center be set up for either September 30 or October l, 1983. THE COUNCIL WILL MEET AT 8 A.M. IN THE COUNCIL CONFERENCE ROOM, CITY HALL, 276 FOURTH AVENUE.
