ISLAND. The 38 acre island area is proposed ClS the nucleus of the resort hotel and
conferelxe cenrer. Wilh provisions for auxiliory uses - including tennis courts, swim-
mino po::>ls, small relai1 shops one! restourants - the island could ocummoelate up to
700 hotel and motel units plus conference facilities. No privote vehicles should be
permitted in the meCl in order to retoin Ihe natur.al charoct2r of the site and to promote
o distinctive oedestrian-oriented environment.

To maintain the maximum amounl of open space and maximize avaibble view units,
o combination of three to eight story hotel facilities is proposed in ;he center of the
island, partially surrounded by one and two slory hotel unils. AlaL] the Bayside,
o two to three story boatel, with approximately 50 u'nits and adiacc:1t boot-berthing
facililies, should be permitted. Additionally, seven to eioht acres of public pork
space should be provided on the Bayside of the island.
.The island's marsh setting and sense of insulation make it ideally sutted for recreation
and park purposes. Hence, consideration should be given to acqui;ing the entire is-
land for some public open space.uses. If such a decision were made, residential de-
velopment designated for shoreline areas in the south should insteac be changed to
cammerciCJI recreation purposes.
GATEWAY AREA. Immediately east of the Marsh, 25 acres has been designated for
comrncrci a I use complementary to island foci Ii ti es. The reception bui Idi ng for the island
complex would be lo<:ated here, olong with parking required for isl.,nd units. An adcli-
tianol 250-300 molel units would be permitted, 010010 with small skjJs and restaurants.
Generally, this area would cater to overnioht stays in contrast to the longer-term re-
sort and conference emphmis of the island oreCl.
GOLF COURSE. ^ nine-hole short golf course of approximately 3:~ ucr,;; is .ecGrr:c.,,,nd-

MARSH AND LAGOON. Criteria which should be applied to these areas ore:
1. Further filling of the marshes should be prohibited except for the 'express purpose of
providing for extension of Tidelands Avenue, far limited access to ('y'powder Point;
for improvement of the dikes crealing the lagoon area, or for creatil " of small islands
which would serve solely as nesting and breeding areas for wildlife.
2. The construction of the Tidelands Avenue extension across the me shlands shoClld
provide for unrestricted tidal action throughout the marsh and additiC:lally allow for
the flow of fresh water from the Sweetwater River to marsh areas wes' of the Tidelands
Avenue right-of-way.
3. The U. S. Army Corps of Engineer.;' Sweetwater Fiood Control Pre ect should be de-
signed to retoin the flow of fresh water into the marsh fr~m the Swec; ',ater River.
4. An open space buffer should be provided along the marsh edge, ( ';,roximately 50-
100 feet in deplh. Pedestrion ond bicycle access should be allowed' ilhin this zone.

allowed in conjunction wilh the marina, and may occupy space wit;,in the open space buf-
fer if adequate allowance is mode for uninterrupted pedestrian and L:cycle movement
around the island.
GATEWAY AREA. The following criteria ore designed to ensure successful integration of
dev!"lopment with the adjoining marshlands and the "E" Slrce! entrc'lce to the Boyfront.
1. Structures should not be pelTl1itted within the open spoce buffer ';cscribed in the above
discussion of the marshlands.,
2. Molel and restaurant buildings should be sited to maximize views outward over the marsh
and lagoon.
3. The island resort hotel reception center should be designed as or. integral port of the
adjoining motel and restaurant facilities. All these structures shouH be sited and desi~ned
to achieve 0 "gateway" effect for people approaching from "E" Strcel and Tidelands Avenue.
4. Because this portion of the orca is intended far short-term, overflight accommoda-
tions, parking in areas immediately adjoining the motel units is appropriate.

CIRCULATION
The Ihree maior roadwa)'s bordering or bisecting Ihis oreo - Tidelanc' Avenue, "E"
Street and "F" Street - have been discussed in prior sections of this "'port. However,
Ihe funclion and rei ationsh ip of "F" Street in parti cular shou Id be Ic-emphasized.
It serves as the main auto entry from Chula Vista, and the importance of its pedestrian
and bicycle pathway function, connecling to Ihe residential areas n'..ar the Chula Vista
Civi c Center, shoul d be stressed. The off-center alignment of the ,'cadway, di scussed
earlier in the Transportation section, allows the pedestriL1n and bic) cle paths to be both
physically and visually separated from auto traffic. These paths shcilld be continued to
the waterfront, connecting with the paths and mini-transit vehicle f'Jodway in I'he linear
'park strip fronting the Bay and marsh.
DEVELOPMENT AND CONSERVATION CRITERIA
This subarea derives significant benefits from its loca~ion between Be,y and marsh on the
west and Ihe golf course on the east. The following crileria and tl", Policy Diagram
(Figure18) provide specific guides which relate development to the cdiacent scenic and
recreational potential.

The second area, composed entirely of lands owned by Santa Fe R<Jilroocl, has been showll
in the overall land Use Policy Map as a residential area. This option, along with other
acceptable options, are discussed below. The major objectives o~e a land use which will
be a suiteble neighbor for the hotel and conference center propos~d immediately to the
south ond an attraclive entrance to the 'Bayfront from the Intersta: " 5 and Tidelands lwe-

DEVELOPMENT AND CONSERVATION CRITERIA

priate physicul and visual buffer zonc between the Notional City i.dustrial orca and
Chula Visio's Ekyfront to Ihe south; and 2) 10 utilize thc visual ane; recreational poten-
tial of fhe 5lJlrOunding marsh, Bay and Sweetwater River. These ar;~ considered in morc
detoil in the I'oliey Diagram, Figure22, and in the following criteria:
1,. A building-free buffer zone should be provided, ranging in de:'h from 50-100 feet,
on the fill mea perimeter facing the Sweetwater Ma.rsh. This buffc zone, in which
struciures WOuld not be permitted, would furnish space fo~ landscof:ng providing visual
screening, pathways and recreation.
2. The buildings facing onto the above buffer zone should be desi:'ned and sited to pre-

To provide an acceptable I':ater-oriented parr easily accessi ,le to Chula Vistans,
the follO'..:ing criteria, along \-lith the accompanying Policy 'Jiagram, (Figure 26)
are adopted:
1. A two-story maximum bui lding hei(Jht should be imposed t.hroughout the ilrsa.
In the proposed park area, buildings should be subject to ~2sign ~eview if
they exceed a one-story structure.
2. In general, parking areas should be used, where possille, as spatial buffer
zones, i.e. adjacent to existing uses, railroad tracks, nez,r, or in, powel' line
easement.s, etc. If possible, they should be consol-idated Lith comiTIon drivevlays
in the centel' rather than on the per-iphel'y of a lot, so that they are screened
from surrounding roads by landscaping and buildings.
3. A well landscaped building set-back, 80 feet deep, should be required on
the industrial pal'k side of both Tidelands Avenue and "F" ;;:treet.
4. Heavy screen-plantings \-lith sizeable trees should be L.rovided along the

This subarea would be served by two streets reaching westward from 'fidelands Avenue -
the existing HGH Street and a new street which is an approximate c:.Jension of "H" Stleet.
No specific standards are given for these local streets because sue:i decisions depend on
individual reo.ui remellts of the foci I i ties fi nally selected. These tv:_ streets and a connect--
ing street arc shown diagrammatically in Figure 29,

As an alternative to the uses discussed above, major water-oriented industrial

additional investigations pertaining to traffic circulatiol and dredging
indicate the feasibil ity of such a use and that there \'1111 be no adverse
impact upon the feasibility of the balance of the adopted plan, Should such
use be determined to be feasible, the Circulation and Development and Conser-
vation Criteria discussed below will have to be substanti~lly modified.

Tidelands Avenue, with its "J" Street merger, hos been discussed in the Transportotion

thereby improving both traffic capacity and the appearance of the area.
