A RESOLUTION OF THE CITY OF CHULA VISTA
APPROVING A COOPERATIVE AGREEMENT WITH
THE REDEVELOPMENT AGENCY OF THE CITY OF
CHULA VISTA
WHEREAS, the Redevelopment Agency of the City of Chula
Vista requires, in order to effectively exercise its powers,
assistance from the City of Chula Vista; and,
WHEREAS, the City of Chula Vista desires to assist its
Redevelopment Agency exercise its powers;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Chula Vista as follows:
Section 1. That the proposed Cooperative Agreement
between the City of Chula Vista and the Redevelopment Agency
of the City of Chula Vista is hereby approved and the Mayor
of the City of Chula Vista is, by this resolution, hereby
authorized and directed to execute said agreement on behalf
of the City.

COOPERATIVE AGREEMENT BETWEEN
THE CITY OF CHULA VISTA AND
THE REDEVELOPMENT AGENCY OF
THE CITY OF CHULA VISTA
THIS AGREEMENT entered in this 5th day of Februarv
1974, by and between the City of Chula Vista (hereinafter re-
ferred to as "City"), a California municipal corporation and
the Redevelopment Agency of the City of Chula Vista (herein-
after referred to as "Agency"), a public, body corporate and
politic, duly created and functioning pursuant to the Cali-
fornia Community Redevelopment Law, (Division 24, Part 1,
Health and Safety Code) WITNESSETH: that,
Recitals
WHEREAS, City by Ordinance No. 1425 adopted October
24 ,1972, formed Agency pursuant to and in accordance
with the provisions of the Community Redevelopment Law; and
WHEREAS, Agency desires to begin redevelopment activity
within the City of Chula Vista pursuant to its powers under
the Community Redevelopment Law including, but not limited to,
the selection of potential redevelopment project areas, the study
of such areas with respect to the necessity and desirability
of redevelopment, the preparation of preliminary redevelopment
plans, the preparation of redevelopment plans, and, the imple-
mentation of redevelopment plans adopted by Agency and City;
and
WHEREAS, the Agency will require, in order to carryon
such redevelopment activity the assistance of City; and
WHEREAS, City desires to assist Agency carryon rede-
velopment activity:
NOW, THEREFORE, pursuant to the provlslons of Section
33220 of the California Health and Safety Code and in consider-
ation of the benefits to accrue to City, the community and the
citizens thereof from the redevelopment of certain areas of
the community, City and Agency agree as follows:
Section 1. City agrees to provide Agency with such
funds as may be necessary for Agency to carryon redevelopment
activities. Said funds may be grants to the Agency or loans
made upon such terms and conditions as City may prescribe.
Such financial assistance by City to Agency shall only be given
after City approves by resolution of the City Council of City
an annual budget prepared by Agency.
Section 2. City agrees to provide Agency with the ser-
vices of such City officers and employees as are necessary for
Agency to carry out its redevelopment activities. Such use by
Agency of City services shall be considered to be a loan from
City to Agency and Agency shall repay City the reasonable value
of such services from any funds which may become available to
Agency and which may legally be used for such repayment.

Section 3. City agrees that it will assist Agency in
carrying out redevelopment activity by doing, upon such terms
and conditions as City may prescribe, the acts permitted by the
Community Redevelopment Law including, but not limited to,
those acts permitted by Section 33220 of the California Health
and Safety Code. City further agrees that in the event Agency
and City adopt one or more redevelopment plans that City shall
at the time of the adoption of such redevelopment plans either
amend this agreement or enter in a new cooperation agreement
specifying with particularity those acts City will do to im-
plement such adopted redevelopment plan.

tain detailed records of all receipts and expenditures by
Agency as well as detailed records of all time spent and ser-
vices performed by City officers and employees on Agency's
behalf pursuant to this agreement.
Section 6. Agency agrees that it shall submit a quar-
terly report describing all aspects of Agency's operations
including, but not limited to, the records described in Sec-
tion 5 herein, to City for its review.
Section 7. City and Agency agree that because Agency's
redevelopment activity is incipient this agreement is only in-
tended to provide a basic framework for the relationship be-
tween City and Agency and that this agreement may from time to
time, be amended as the need occurs.
