INTRODUCTION AND OVERVIEW Mayor Cox welcomed the people in the audience to the meeting and thanked them for allowing the Council to meet at the Woodlawn Park Community Center. He stated this is one of three community forum meetings that will be held in the Montgomery area. 2. STATUS OF SPECIFIC PLAN WORK Chairman Palmer explained the operations of the Montgomery Planning Committee, stating there will be four openings in December and urged interested persons in the audience to file an application for those vacancies. Chairman Palmet then explained the policies and goals of the Committee noting they meet twice a month, deal primarily with land use issues and strive to keep the individual nature of the various subdivisions in the Montgomery area. 3. CITY ACCOMPLISHMENTS IN AREA City Manager Goss presented transparencies explaining the budget for the Montgomery area stating that at the beginning of the annexation there was a $20 million deficit in what public improvements were needed. The deficit for the first year was due to the hiring of a number of personnel, specifically in the Police Department along with purchasing of automobiles and other needed equipment. Minutes 2 March 31, 1987 Woodlawn Park Community Forum Mr. Goss then noted the taxes and fee structure and a graph showing the Capital Improvement Funding which comes from Community Block Grants, Gas Tax, General Fund and a 20% "set aside." He noted that the proposed CIP projects in the Montgomery area will cost approximately $2.5 million which includes the Telegraph Canyon Flood Control Channel. As to future CIP projects, Mr. Goss remarked that there will be a Housing Needs Inventory; a Street Needs Inventory; a Park Study and a Library Master Plan Study. 4. COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM Assistant Director of Community Development Gustafson explained the federal m~nies involved in the Community Block Grant Funds and how these funds are presently involved with those of the County since the annexation. Mr. Gustafson noted that in 1982-83, $93,000 of that money was spent in the Woodlawn Park area and specifically, $23,000 for the parcel directly across the street from the Community Center. More money can be spent on that park area; however, the major issue may be the renovation of this Community Park Center. Mr. Gustafson noted that Block Grant monies could be used to combine improving the park area and the Community Center. Another recommendation for the expenditure of the funds is street improvements, since all of the streets in the Woodlawn area are not build to City standards and, in most cases, need widening, curbs, gutters and sidewalks. Also street lights need to be installed. Mr. Gustafson then explained the rehabilitation program which is headed by Tony Ciotti who would be willing to talk to any of the residents after the meeting. 5. PUBLIC INPUT Specific questions submitted to the Council generally were: how the City would enforce the animal control; how cheese distribution can be brought back to the Woodlawn Community Park Center; how will the zoning be enforced; how much longer will it take to complete the City's Master Plan; what are the plans to survey the streets and upgrade the circulation patterns; any projected plans to widen and improve the intersection at Walnut/Spruce/Lotus; will traffic lights be installed at Albany and Orange; the inadequate Police patrolling the area; parking of illegal vehicles in front yard areas; question of availability of recreational facilities and programs for the children; plans for any assessment districts in the area; any plans to have a Councilmanic district in the Woodlawn area; suggestion for a stop sign at Sycamore/Orange; needed funding for the expansion and renovation of Woodlawn Park Community Center. The questions asked by the residents in the area were answered by the members of Council and/or staff. Minutes 3 - March 31, 1987 Woodlawn Park Community Forum Councilwoman McCandliss advised the audience that there are a number of Boards/Commissions in the City which advise the Council; however, Council has the final say in any matter coming before the Ci~ty. She urged the audience to let their wishes be known. Councilman Moore agreed, adding that telephone numbers for each of the Councilmembers are in the book and if the community residents have any questions, they can call any one of the Councilmembers. Mayor Cox thanked Mrs. Evelyn Gillispie who operates the Community Center for hosting the Community Forum.
