ROLL CALL
MEMBERS PRESENT: Mayor Cox; Councilmembers Nader, Moore,
McCandliss
MEMBERS ABSENT: Councilman Malcolm
STAFF PRESENT: City Manager Goss, City Attorney Harron
1. REPORT LIBRARY STUDY (Library Director)
Library Director Rosemary Lane introduced Trevor McAlester, Onsite
Industrial Engineer, RCG-INBUCON Productivity Services, Inc. who
prepared the Library Study.
Mr. McAlester presented transparencies depicting the existing and
proposed layout of the remodeled areas of the Library.
Advantages of the proposed redesign would be to utilize existing
personnel in one centralized area for book return, checkout, fines
and cards; cut down of staff travel time from one end of the
library to the other; book shelving routines would be facilitated
by trucks in the return area, thereby combining the book return
activity with the sorting activity.
Presently, staff is accommodating 850,000 books coming in yearly;
it is anticipated that by the time the changes are implemented
circulation will be close to 1,000,000.
The current outside book return area would be converted into a
used book store manned by the Friends of the Library. They would
be responsible for their own remodeling and staffing. City
Manager Goss noted there will be a report submitted on this
proposal at a later date.
Mayor Cox asked how fines would be paid.
Mr. McAlester responded they would combine library cards and fines
on one dedicated terminal at checkout.

Council Conference
Councilman Moore question checkout problems in the children's
section and what staff would do with the extra time if there was a
slow day.
Mr. McAlester noted since the checkout in the children's section
has been implemented already, staff is already being used in other
areas when there is a slow time.
Councilman Moore questioned the use of the extra space around the
entrance area.
Mr. McAlester explained that it reduces congestion in the area;
agreeing with Councilwoman McCandliss ' statement that right now
the perception is that the library is too crowded to get into when
you walk in because of the setup.
Councilwoman McCandliss asked if the security system had been
installed yet.
Director Lane answered that the Purchase Order had been submitted
in February.
MSUC (Moore/Nader) to accept the report.
2. REPORT ON CHAMBER OF COMMERCE REQUESTS FOR ASSISTANCE
IN PROMOTING THE CITY (Deputy City Manager)
In the last year, the Chamber of Commerce has submitted several
requests for funding projects that are designed to provide general
information services and/or promote the City for purposes of
visitor development, economic development and general image
enhancement. Council referred these requests to staff for
evaluation and recommendations.
Staff's recommendation was that Council:
1. Not fund a $130,000 visitor advertising program at this time
as requested by the Chamber.
2. Consider funding either all or 50% of a general information
person at the Chamber during the regular FY 1987-88 budget
review process, with the Redevelopment Agency reimbursing the
General Fund for one-half of any approved costs.
3. Defer formulation of a separate joint City/Chamber Marketing
Task Force and instead continue the City/Chamber coordination
through existing committees.
4. Authorize staff to investigate funding 50% of the production
of a City map using funds included in the current year ' s
budget with 50% funding potentially coming from the Chamber.

Council Conference
Deputy City Manager Thomson clarified that the total cost for
funding a general information person at the Chamber at
approximately $18,500 per year was actually $15,000 for the
individual and $3,500 for postage.
Mr. Thomas A. Martin, President of the Chamber of Commerce
addressed Council as to his concerns regarding the funding of a
general information person specifically in regard to item 2 of
staff's recommendation: many of the services the Chamber provides
are City-related such as updating and assembling demographic
packages, population inquiries and economic and job opportunities
in the City. He asked that something be done by April 1st because
of the many events slated for the coming year (i.e. Superbowl).
Councilwoman McCandliss asked if there were funds an Economic
Development account to cover this funding so the City would not
have to appropriate from the General Fund.
Assistant Community Development Director Gustafson responded there
were certain accounts in which funds were budgeted and could be
transferred from at a later date (i.e., advertising budget).
MSUC (Cox/McCandliss) staff to bring back a resolution funding
half-time position (1/2-time at 4 hours/day) from
economic/promotional funds effective April 1, 1987 and to bring
this back in the form of a contract for the Chamber to provide
specified services on behalf of the City of Chula Vista.
Council discussion followed with Councilman Nader expressing
concern about the way the City would be presented in any brochures
the Chamber may distribute; for example, could the City expect the
Chamber to remain neutral over the land growth policy.
Neik Slijk, Executive Vice-President, Chamber of Commerce
responded that people naturally address the Chambers of various
cities because they usually have the best resource material
available.
Mr. Martin added that the Chamber does not offer opinions. They
have brochures available that he will send to Councilman Nader to
review.
MSUC (Cox/Nader) to accept the balance of staff recommendations on
items 1, 3 and 4.

6. COUNCIL COMMENTS
a. Councilwoman McCandliss discussed the heavy trucks traveling
on East "H" Street and the inconvenience they are causing in
that area.
MSUC (McCandliss/Moore) refer to staff the possibility of working
with the developers to schedule earlier or later starting times or
alternate routes for trucks to travel.
b. City Manager Goss noted the Community Forum scheduled on March
31 at 7 p.m. at Woodlawn Park Community Center.
ADJOURNMENT AT 5:00 p.m. to the Community Forum meeting on March
31 at 7:00 p.m., to the joint City Council/Redevelopment Agency
meeting on April 2 at 7:00 p.m. and to the regularly scheduled
meeting of April 7, 1987 at 4 p.m.
