2. DISCUSSION OF PROCEDURE FOR FILLING CITY COUNCIL SEAT NUMBER 4.
ORAL COMMUNICATIONS
This is an opportunity for the general public to address the City Council on any subject matter within the
Council'sjurisdiction that is not an item on this agenda for public discussion. (State law, however, generally
prohibits the City Council from taking action on any issues not included on the posted agenda.) If you wish to
address the Council on such a subject, please complete the yellow "Request to Speak Under Oral Communications
Form" available in the lobby and submit it to the City Clerk prior to the meeting. Those who wish to speak,
please give your name and address for record purposes and follow up action. Your time is limited to three
minutes per speaker.
ADJOURNMENT
The meeting will adjourn to the Regular City Council Meeting on Apri118, 1995 at 6:00 p.m. in the City Council
Chambers.

MEMORANDUM

SUBJECT: Procedure Utilized by the County Board of Supervisors for Appointment
Arlene Hulch, Deputy Clerk for the County Board of Supervisors, stated the foHowing procedure
was utilized by the Board for appointment of Brian Bilbray's vacant seat:
1.
A meeting was held by the Board to determine the number of finalists (5)
the field would be narrowed down to.
2.
A meeting was held by the Board where all applicants (approximately 30)
were given 3 minutes to address the Board. Those in support of the
applicants were also given 3 minutes to address the Board.
3.
At the end of that meeting the B::>ard chose the five finalists.
4.
Another meeting was then held by the Board where the 5 finalists were
each given 10 minutes to address the Bond.
5.
At the end of that meeting a vote was taken to appoint Greg Cox to fill
the vacant seat.
