RESOLUTION NO. 7165
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
APPROVING THE TENTATIVE MAP OF A SUBDIVISION TO BE KNOWN
AS BONITA RIDGE ESTATES SUBDIVISION
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Planning Commission of the City of Chula Vista
has nEretofore approved that certain tentative map of a subdivision to
be k~own as BONITA RIDGE ESTATES SUBDIVISION
and as recommended that the City Council approve said tentative map
subj ct to the conditions as recommended in their letter dated the
24 h day of January , 19-2!, a copy of which is attached
here 0 and by this reference made a part hereof, the same as though
fully set forth herein.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that said Council does hereby approve said tenta-
tive subdivision map in accordance with the recommendations of the
Planning Commission of the City of Chula Vista.

Subject: Tentative Subdivision Map PCS-73-6, Bonita Ridge Estates
On January 23, 1974 the City Planning Commission considered the revised
tentative map for Bonita Ridge Estates as submitted on January 11, 1974,
containing 136 single family lots on 107 acres to be built in three
phases of development. The property is located between Otay Lakes Road
and Acacia Avenue.
An Environmental Impact Report EIR-73-l7 for this project was adopted
by the Planning Commission on December 12, 1973, in accordance with the
attached resolution.
The Planning Commission recommends approval of the tentative map submitted
January 11, 1974, subject to the following conditions:
1. Tentative map to be revised to show the following:
a. Revise lot boundaries as follows: Delete one lot each from the
following series of lots to expand usable yard areas; readjust
remaining lot boundaries.
(1) 98-103
(2) 130-135
b. Include existing vegetation on tentative map.
c. Realign the tentative map boundaries with Ranchito Robinhood where
land swaps will occur between lots 17-19 in Ranchito Robinhood and
lots 98 and 136 of Bonita Ridge Estates.
2. Owners of the Bonita Ridge Estates and Ranchito Robinhood properties
shall execute an agreement to the proposed land swap transferring the title
therein and legal description of the portion of the lots involved; a copy
of this agreement to be provided to the City.
3. Prior to the issuance of building permits, the applicant
with Council Resolution #6762 and Ordinance #1492 pertaining

4. A decorative slumpstone wall utilizing earthtone colors shall be built
on the top of the slope on lots 1-8; design of this wall shall be subject
to staff approval. In addition, the CC&R's for lots, 10, 11, and 15-17
shall specify that any walls constructed on these lots in the future which
face Otay La kes Road shall conform to the des i gn of those walls bu i lt on
lots 1-8; however, the wall may be reduced in height as desired.
5. All existing and proposed utilities shall be underground with the excep-
tion of the 69 kv line adjacent to Otay Lakes Road.
6. An open space easement prohibiting the construction of any structures
or fencing without City Council approval and allowing access for mainten-
ance of landscaping and irrigation systems and equestrian trails shall be
granted over lots 137-144.
7. The subdivider shall petition the City to form an Open Space f1ainten-
ance District covering lots 137-144; such district shall be formed prior to
or concurrent with City approval of the final map. Prior to approval of the
final map the applicant shall supply staff I'lith a copy of a statement designed
to inform purchasers of the existence of the Open Space rlaintenance District
and the amount of the assessment. The appl icant shall certify that such a
statement wi 11 be presented to each buyer for signa ture.
8. The access openings between lots 93 and 94 adjacent to lot 59 shall
be graded level with the adjoining lots.
g. If two story houses are built in lots 1-6, living room and kitchen facil-
ities shall be constructed on the first floor.
10. Landscaping and irrigation shall conform to the Landscape f1anual and
the following standards:
a. Complete landscaping and irrigation plans with related specifications
including construction techniques, maintenance, and guarantees, shall be
submitted and approved by the City staff prior to the recording of any
final subdivision map, and before any grading permit has been issued.
b. All landscaping and irrigation systems for manmade slope areas shall
be installed within thirty days after grading is completed except that
the requirement shall be postponed for any lots that have been issued
building permits until thil^ty days after final inspection. In cases of
partial development, the developer may request in writing to the Zoning
Administrator, within fifteen days after grading is completed, for
deferral for all or part of the remaining areas. The developer shall
show just cause for such deferral and shall indicate the estimated time
of completion of the landscaping for the remaining area.
c. All landscaping shall be maintained by the developer for a period
of one year from the date of acceptance of the landscaping by the City;
such maintenance shall include seeded areas, cuttings, plants, shrubs,
and trees, which shall be replaced if seeds fail to germinate or if
plants fail to grow.

d. Planting standards, soil preparation, fertilization, and weed control
shall be in conformance with the City of Chula Vista Landscape Manual.
e. Manmade slopes 5:1 or steeper shall utilize extensive hydroseeding
with a special emphasis on shrubs and trees adjacent to Otay Lakes Road
(lots 1-7). Plants shall be selected based on their low maintenance
requirements, and their similarity to existing natural vegetation in the
area, and shall be coordinated with the plants selected for the Ranchito
Robinhoos subdivision. In addition, slopes 6 feet or greater in height
shall be planted with one shrub or tree (minimum 1 gal.) per 100 sq. ft.
of slope area in those areas where hydroseeding is not utilized. These
shrubs or trees are to be selected by a landscape architect for aesthetic
value as well as deep rooting qualities.
f. All manmade slopes higher than six feet shall be irrigated by sprinkler
system.
g. The subdivider shall provide landscaping and irrigation plans and
specification for the natural slope areas throughout the subdivision.
Special emphasis shall be placed on supplementing the existing vegetation
with additional plantings, such as shrubs and eucalyptus trees. Natural
open spaces adjacent to dwelling units shall be planted with fire retardant
materials.
11. The landscaping and irrigation plan shall include a proposed equestrian
trails system with a cross section and trail making scheme shown on the plan.
12. All manmade slopes shall be blended into the natural topography by the
utilization of:
a. Rounded tops and slopes.
b. 100 ft. minimum radius or horizontal manmade contours into natural
contours wherever possible.
c. Where highly visible, toe of slopes shall be rounded.
13. The following lots have panorama views and shall be designed to take
advantage of these views: 54-65, 75, 100, 101, 125-127.
14. Slope rights shall be secured on adjacent property to allow for proper
grading.
15. Side yard fencing, using a combination of vlood and pilaster, shall be
constructed on the following lots adjacent to the street or private drive:
69, 79, 104, 110, 117, 120, 125, 131.
16. Revision shall be made to the following:
a. Lot 53: correct reverse slope.
b. Lots 70-74: the slopes behind are 1.6:1 ratio; correct to 2:1 ratio.

c. Private street serving lots 94-97: show the slope bank between this
street and the residential street.
d. End of cul de sac serving lots 104-120: the grade is 10% instead of
5% as shown.
e. Palm Avenue: include street elevations and slope banks between the
street and lots to the west.
f. Show maintenance access to the manmade slope in open space lot 144.
g. The access easement from the water tank shows as 15' wide; correct
to 20' wide.
h. Lot 94: expand lot size to provide adequate yard area around the house.
i. Lot 126: adjust southerly property line further south to expand the
usable rear yard.
17. All lots with garages less than 22' from the street will require an
automatic garage door opener. Lots served by private drives shall be required
to provide two off-street parking spaces in addition to a 2-car garage.
18. Prior to the approval of building permits for Unit 3, the final map for
Ranchito Robinhood shall have been recorded.
19. Fire protection:
a. During construction access for emergency apparatus shall be provided
and maintained to within 150' of combustible construction.
b. The number and location of fire hydrants shall be determined by the
Chula Vista Fire Department; minimum acceptable flow shall be 750 gpm
for 2 hours duration.
c. Water supply for fire protection shall be provided prior to the start
of combustible construction.
20. Prior to or concurrent with the issuance of building permits for Unit 2
plans shall be submitted for approval of the Planning Department and the
California American Water Company to provide for architecturally treated
enclosure to house the existing pumping facil ity adjacent to street "A". The
construction cost shall be the responsibil ity of the Bonita Ridge Estates
subdivider. The enclosure shall be designed for compatibil ity vlith the
proposed development for this unit.
21. Site plan and architectural review of house plans for each lot will
require Planning Department approval prior to the issuance of building permits.
The design, architectural treatment, and concept of split level housing shall
conform to designs 011 file with the Planning Department.

22. Lots 59-62 shall be developed as part of Unit #1 rather than Unit #2
with the proper adjustment of open space boundaries as well.
23. Street Section "0" shall conform to Standard Drawing 101A for two \~ay
Hi 11 side Local.
24. Street Section "B", the connection of Street "A" to Acacia Avenue, shall
have a 32' roadway as shown on Street Section "C". Connection of Street "A"
to Acacia Avenue is subject to approval by the County Engineer. Connection
shall include full improvement of Acacia Avenue east and west of the inter-
section so that when Acacia Avenue is widened to four lanes in the future,
the intersection will not have to be reconstructed.
25. Palm Drive shall be a residential street per Standard Drawing 101A
without sidewalk on the easterly side of street. The portion of Palm Drive
lying within the County shall be granted to the County and improved to the
existing limits of the County maintained system.
26. Street Section "A" may be used in lieu of Street Section "E" when
residential lots face only on one side of street.
27. Streets having grades of 12% or more shall be paved with P.C.C.
28. All private drives shall have a minimum of 21' of AC paving with curbs
and gutters.
29. Each lot shall have 20' of frontage on a dedicated street, or a method of
access as approved by the City Engineer.
30. A final map shall have been recorded for Ranchito Robinhood Subdivision
prior to the filling of a final map for Unit No.3 or in lieu thereof improved
access shall be constructed to Otay Lakes Road and all necessary right of way
granted to the City of Chula Vista. The improved access to Otay Lakes Road
shall conform to the tentative map for Ranchito Robinhood.
31. Landscape plans to provide for erosion control shall be submitted with
grading plans if all grading or Units 1-3 is to be accomplished at one time.
32. Hethods of handling storm drainage both within and off-site of the sub-
division will be subject to the approval of the City Engineer at the time of
submission of improvement plans.
33. tlethod of providing sewer service from Bonita
subject to detailed approval by the City Engineer.

34. The subdivider shall coordinate any off-site drainage improvements and
sewer main extension with the County Department of Sanitation and Flood Control.

35. Approval of lots 98, 99, 126, 127, 136, and all areas within the
subdivision lying above elevation 376 are subject to evidence that they
will have sufficient water pressure and can be served by the water utility.
36. Electrical plans for street lighting shall be approved by the City
Engi neer.
37. The following sewer assessment shall be paid prior to approval of
final map:
Apring Valley Sanitation District Assessment of $130.00 per gross acre.
38. Easements necessary for off-site construction shall be obtained by
developer.
39. The subdivision boundary shall be tied to the Lambert Projection for
California Coordinate System Zone VI. This shall be accomplished by tying the
subdivision boundary to a minimum of two established horizontal control monuments
on file in the office of the City Engineer.
40. All work shall be done in accordance with ordinances, resolutions,
standard specifications and standard drawings of the City of Chula Vista.
41. CuI de sac at southerly terminus of Palm Drive shall be of permanent
construction in accordance with Standard Drawing No. 114.

RESOLUTION OF THE CITY PLANNING COf.lflISSION ADOPTlNG
AN ENVIPONi'!fNTf\L H1PACT REPORT
WHEREAS, a Preliminary Draft Environmental Impact Report was filed by Par
Construction Company on October 19, 1973, and
WHEREAS, a Draft Environmental Impact Report was filed on November 1, 1973,
and
WHEREAS, a notice of completion was sent to the Secretary of Resources of
the State of Califol'nia on November 2, 1973, and
WHEREAS, Par Construction Company requested the consideration Draft Environ-
mental Impact Report leading to the preparation of a final Environmental Impact
Report by the City of Chula Vista in consideration of'rezoning and prezoning of
approximately 110 acres and a tentative subdivision map commonly known as Bonita
Ridge Estates, and
WHEREAS, said Draft Environmental Impact Report was post.ed for public
scrutiny and review for a period of 21 days, and
WHEREAS, the Planning Commission of the City of Chula Vista held public
hearings on November 21, 1973 and December 12, 1973 for the' purpose of taking public
testimony on said Draft Environmental Impact Report, and
\o!lIEREAS, the Environmental Review COol'dineto.' of the City of Chula Visco pre-
pared a final Environmental Impact Report considering the Draft Environmental Impact
'Report, public comment on said draft, and independent analysis, and
WHEREAS, said final Environmental Impact Report was considered by the Planning
Commission of the City of Chula Vista following said public hearing on December 12,
1973.
NOW THEREFORE BE IT RESOLVED AS FOllOWS:
From facts presented to the Commission, the Commission finds that in accord-
ance with the California Environmental Quality Act of 1970 and Ordinance 1459 of the
City of Chu1a Vista, said final Environmental Impact Report on the proposed rezoning
and prezoning and the tentative subdivision map for the project known as Bonita
Ridge Estates, located between Acacia Avenue and Otay lakes Road to the southeast of
Bonita Bel Aire subdivision, consisting of 131 single family lots on 107 acres, is
hereby adopted as the City of Chula Vista Environmental Impact Report on said project.
PASSED and APPROVED by the CITY PLANNING COMMISSiON of CHUlA VISTA, CALIFORNIA this
12th day of December, 1973, by the following vote, to-wit:
