RESOLUTION 12858 APPROVING AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND PLANGRAPHICS, INC. FOR COST-BENEFIT ANALYSIS AND CONCEPTUAL DESIGN FOR A GEOGRAPHIC. INFORMATION SYSTEM AND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT The Data Processing Division's budget includes $40,000 for an in-depth consultant review of the cost-effectiveness of alternative approaches for developing a City- wide Geographic Information System. Staff has completed the Request for Proposal process and negotiated the recommended agreement with Plangraphics. Director of Management Services Thomson provided a 5 minute video tape describing Plangraphic's program. At the conclusion of the video tape, City Manager Goss stated that staff is not recommending building this system at this time, however, staff is recommending taking a look at the system and reviewing the cost-effective- bess. Mayor Cox asked what the total investment would be to completely convert to this system. Mr. Thomson responded that th~ most expensive part would be the data conversion. One of the major issues studied will be whether it is cost effective to totally convert to this system, or possibly to partially convert. If it was decided to totally convert, the cost could be as much as $3 million, however, it is doubtful this would be the recommendation. RESOLUTION OFFERED BY COUNCILWOMAN McCANDLISS, the reading of the text was waived by unanimous consent. The resolution passed (3-1; Councilman Moore voted no and Councilman Malcolm was not present for the vote). 2. ORAL COMMUNICATIONS: None. 3. CITY MANAGER'S REPORT: None. 4. MAYOR'S REPORT: None. 5.
