These are the only traffic delineators in the city which are encircled by a residential neighborhood. The delineators have contributed to do a reduction in average traffic speed and accidents throughout our neighborhood. In the Spring of 1993, with area residents in attendance, the City Council unanimously approved a permanent a stamped concrete alternative to replace the delineators. Last year, I was informed by the City Manager, that the five-year Capital Improvement Program (Fiscal Years 93-94 through 97-98) does propose funding for the construction of raised street medians on Country Club Drive, at three intersections in Fiscal Year 1994-95. On May 20, 1994 I was verbally informed that the permanent concrete alternative work does not appear on the proposed 1994-1995 Capital Improvement Program and does not appear in the current five-year CIP. It was only at 2PM this afternoon that I was informed of the agenda of this meeting. I had previously been told that this issue would first be discussed by the Council on June 14th. This short notice is why I stand alone as the representative of this neighborhood. I want to retain the charm of this neighborhood and remove the only delineators in the City of Chula Vista surrounded by a residential neighborhood. I would like the City Council to allot funds in the 1994-1995 fiscal year to implement a permanent stamped concrete alternative to the existing delineators as approved by the City Council in the Spring of 1993. ~\(/? :- ~~~ ------ .......~....... ~- ,~ CllY OF (HULA VISTA OFFICE OF THE CITY MANAGER June 7, 1993 Mr. Glenn E. Goerke 877 Country Club Drive Chula Vista, CA 91911 RE: COUNTRY CLUB NEIGHBORHOOD INTERSECTION IMPROVEMENTS Dear Mr. Goerke: I have received your letter dated May 17, 1993 requesting that funds be programmed for the subject improvements. Each capital need is considered in relation to all others, City-wide, competing for the same funding sources. In terms of safety, cost benefit and need, unfortunately, these needs far exceed the resources available to fund them. The intersection improvements you are requesting are not recommended for funding next fiscal year due to these restraints. The five-year Capital Improvement Program (Fiscal Years 1993-94 through 1997-98), currently being considered by Council, does however propose funding for construction of raised street medians on Country Club Drive at First Avenue, Palomar Street and Sierra Way in Fiscal Year 1994-95. Whether or not funds will be actually appropriated for this project will be determined next Spring as part of the 1994-95 budget review process.
