HomeMy WebLinkAboutcc min 1986/07/09 MINUTES OF A JOINT CITY COUNCIL/SCHOOL DISTRICTS MEETING July 9, 1986 Administration Center 4:00 p.m. Sweetwater Union High District ROLL CALL City Council: Mayor Cox; Councilmembers Moore, Campbell; City Manager Goss, City Attorney Harron, City Clerk Fulasz, Community Development Director Desrochers, Assistant to the City Manager Sid Morris Sweetwater Union School District: President Judy Bauer; Members Nick Aguila, Ruth Chapman, Lira David, Superintendent Tony Trujillo Chula Vista Elementary School District: President Sharon Giles; Members Penny Allen, Judy Bauer, Superintendent Lewis Beall Southwestern College: Mary Gwen Brummitt, Ed Thorton, G. Gordon Browning President Bauer welcomed the members of the Council 'and School Districts to the meeting and introductions were held. 1. Establishment of Sweetwater Union High School District Educational Foundation. President Bauer reported that she just received an amount of money from Mr. & Mrs. Phil Creaser toward establishment of a scholarship foundation at the Sweetwater Union High School District. The goal of the district is to establish a $1 million foundation. MSUC (Chapman/David) to accept the donation from Mr. & Mrs. Creaser with thanks and to establish the scholarship foundation. 2. Update on school facilities Business Manager John Linn, Chula Vista City School District submitted a fact sheet which summarized the highlights of the community facilities district #1 EastLake. Mr. Linn noted there would be 11,370 housing units, housing 3,200 students; two schools would be traditional school year with two schools year-round; the first school would open in 1990; and the estimated capital outlay would be $20,844,000. Minutes - 2 - July 9, 1986 Joint Council/School District Miss Alicia Kroese, Director of Planning for the Sweetwater Union High School District, spoke on the developers' fees and the legislations regarding the school buildings. She stated that Sweetwater has received $895,000 plus from EastLake developers along with a donation of land for the schools. On October 21, a vote will be taken on Mello-Roos financing. In 'response to the Council's questions, Miss Kroese stated that the City of National City has approved a lower fee schedule than that of Chula Vista using a different formula. Sweetwater staff is still meeting with the City of Imperial Beach for their commitment. President Giles gave the legislative report regarding school buildings. She discussed the Leroy Green proposal; the Governor's proposal; indicated there is "no package" at this time coming forward; they wiI1 have to wait until the legislators get back in August. 3. Discussion of General Obligation Bond Election President Bauer stated staff is working on a general obligation bonds and developing financial data. They would like to have City Council support this effort since it will be a district-wide bond obligation. 4. Redevelopment a. Capital Needs - City/School Districts Community Development Director Paul Desrochers gave the presentation along with the architect who presented sketches and renderings of the Interpretive Center noting the design of the center, the architecture, and the plot plan. The City is looking to having a mutual participation in projects such as the corporation yard, a central office headquarters building for the Sweetwater Union High School District, widening of Otay Lakes Road, and so forth in order to form a redevelopment program. President Bauer stated that she will inform her staff that the District is open to these new ideas. Mayor Cox noted that as an extension of the joint effort, there would be a sharing of equipment also. 5. Upadate/Report - Participating Agencies City Council: a. Mayor Cox remarked that the Nature Center success will depend on the education of the public. It is a community effort and he would encourage the schools to participate strongly in the project. Minutes - 3 - July 9, 1986 Joint Council/School District b. Mayor Cox announced that on October 17 the "E" Street/Bayfront Trolley Station will open. There will be shuttle buses going from the Trolley Station to the Interpretive Center. c. Mayor Cox noted the financial cooperation of the Coastal Conservancy Trust for this Nature Center. d. Councilman Moore gave an update on the 75th Anniversary projects: there will be a Salsa Festival on July 19, a horse show on July 20, and a community picnic on August 10; on October 18 there will be a gathering of VIP's for a picture taking ceremony on Third Avenue; for the 75th Anniversary Parade, cash prizes will be given to the top 10 floats in the parade. Councilman Moore encouraged each school district to have a float in the parade. e. Mayor Cox stated that Chula Vista will be the homeport for the Tall Ship California which will be docked here for 20 to 40 days per year. The Tall Ship will be made available to everyone and will commission charters, the Sea Cadet program, and other activities. Chula Vista City School District: a. Superintendent Beall congratulated the City on the progress of the Nature Interpretive Center stating it is a marvelous opportunity for the school children and the Chula Vista School District will participate heavily in it. He asked that he be included as a representative of his District. Superintendent Beall then noted a handout which he submitted on the subject of summer plans and activities. He discussed the income and expenditures for the District, noting that for 86-87, the tentative budget indicates that income will exceed expenditures. b. Dr. Beall reported on the students academic progress in the various schools noting that kindergarten children are now using computers; 85 teachers have joined workshops in order to sharpen their education skills; workshops are being conducted for the decrease of drug abuse; they are planning for an additional 600 students who will be entering school s this next year. Southwestern Community College: a. Mr. Ed Thorton submitted a brochure called "College for Kids 1986" and introduced Barbara Steidel, Coordinator for "college for Kids." Ms. Steidel showed a newsreel presentation made by Channel 8 of the summer College for Kids program. Minutes - 4 - July 9, 1986 Joint Council/School District Member Thorton stated that Southwestern is also conducting in-service training for adults. Mary Wiley, Assistant for Vocational and Community Education, submitted a sheet noting in-service staff needs. She requested that this be submitted to the personnel staff in the City requesting they note the in-service training which they would like to have for various curriculum areas. Sweetwater Union High School District: a. Superintendent Trujillo noted two major accomplishments in the district last year; (1) the four-year contract with the employees - the agreement calls for them to get whatever increase is given to state employees and, (2) the issue of the dropouts. This is a serious commitment on the part of the legislators and the school staff. Sweetwater has now developed a center for training the dropouts which has been used as a model center for the State of California. Superintendent Trujillo added that the major goal of the district this year is to significantly increase the number of children who graduate and go on to higher education.
